<section id="H966EAD75430D4B8CB3FD7EB5BD1FFE52" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect Black Women and Girls Act</short-title></quote>.</text></section> <section id="HA95F697CAF714562B117FF0FB3AB31B8"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds as follows:</text>
<paragraph id="H3396B564B754455AB9C481F17C98F1DA"><enum>(1)</enum><text>The United States Commission on Civil Rights (USCCR) advises Congress, as well as the President and the American public, on <quote>discrimination or denials of equal protection of the laws under the Constitution of the United States because of color, race, religion, sex, age, disability, or national origin, or in the administration of justice</quote>.</text></paragraph> <paragraph id="HC8FEB53D82064A3D93FD7BCEB2B1EE04"><enum>(2)</enum><text>The USCCR routinely has difficulties collecting information from Federal agencies despite having the power to take depositions, issue interrogatories and subpoenas, and broad authority language for the collection of information from Federal agencies.</text></paragraph>
<paragraph id="H7EB16226B38A4D2C821CE70A6A53B861"><enum>(3)</enum><text>The activities mandated herein for the USCCR are explicitly authorized by section 3 of the Civil Rights Commission Act of 1983 (<external-xref legal-doc="usc" parsable-cite="usc/42/1975a">42 U.S.C. 1975a</external-xref>).</text></paragraph> <paragraph id="H375D17043DD34F0ABDC7D7D1B03A9004"><enum>(4)</enum><text>An interagency task force is a task force organized in collaboration with two or more Federal agencies, using government-wide resources, and expertise to—</text>
<subparagraph id="H7C160A9C109C49CF8A138ECECF6B6ADB"><enum>(A)</enum><text>examine a particular problem, issue, or event;</text></subparagraph> <subparagraph id="HF5B949FF0C8742DABAF8B2515C4AAE5F"><enum>(B)</enum><text>discuss strategies as a collective group to address such problem, issue, or event;</text></subparagraph>
<subparagraph id="H4B8A1CED6C39439DB71B8170C45A4D9E"><enum>(C)</enum><text>identify programs, policies, and funding; and</text></subparagraph> <subparagraph id="H62D7B61A8AC24526834AB8ECC402C5DE"><enum>(D)</enum><text>make recommendations for changes in public policy.</text></subparagraph></paragraph>
<paragraph id="HEE4366A1EACE4AD380EC3F263B21ADB4"><enum>(5)</enum><text>Black women and girls are individuals who identify as a woman, female, or femme.</text></paragraph> <paragraph id="H2F5C9EE94F414B6794B9E6C369456C8A"><enum>(6)</enum><text>Implicit bias on the basis of race is experienced by all Black people, and demonstrated more clearly, in the troubling conditions for Black women and girls in our school discipline policies and the connections to the school-to-prison pipeline for children of color with disabilities.</text></paragraph>
<paragraph id="H9B96668AD5A44584835EA73E5AA4C273"><enum>(7)</enum><text>Black girls are suspended and expelled from school at rates that exceed other girls and all other boys except Black boys.</text></paragraph> <paragraph id="H8BD29122424F48B0AA01C1B56268172B"><enum>(8)</enum><text>40 percent of all suspected human trafficking victims in the U.S. are Black, and Black children account for nearly 51 percent of all juvenile prostitution arrests.</text></paragraph>
<paragraph id="H105878CB33934B1AA4B1662C17D58F9E"><enum>(9)</enum><text>In studying the conditions of confinement for women in prison, Black women are admitted to prison at 3.9 times the rate of White women.</text></paragraph></section> <section id="H54FC5F8AB558470287FAD028A7EDE4E6"><enum>3.</enum><header>Interagency task force on Black women and girls</header> <subsection id="H9DBE846471C54B1588C157400ABAFEF0"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this Act, the Attorney General, in consultation with the Secretary of Health and Human Services, shall establish an Interagency Task Force on Black women and girls (referred to in this Act as the <quote>Task Force</quote>) to carry out the purposes and duties described in subsections (d) and (e), in compliance with requirements and restrictions under law, as applicable, including those prohibiting discrimination on the basis of race and sex.</text></subsection>
<subsection id="H3AF0F424D69543A6BC22A51AD59A983F"><enum>(b)</enum><header>Membership</header><text>The Task Force shall consist of members appointed as follows: </text> <paragraph id="H7C67CC8E3F6A4961B72B1C787C844506"><enum>(1)</enum><text>The head of each of the following agencies shall appoint at least one officer or employee, but no more than two, from a relevant office of the following: </text>
<subparagraph id="H852DD3620B344A9BBFF49E7D85AC4B9C"><enum>(A)</enum><text display-inline="yes-display-inline">The Department of Health and Human Services.</text></subparagraph> <subparagraph id="HA9FBB1E270AF4504891994D3542F5E18"><enum>(B)</enum><text display-inline="yes-display-inline">The Department of Education.</text></subparagraph>
<subparagraph id="HD219B32775654801B0DE59BAEE57AA3F"><enum>(C)</enum><text display-inline="yes-display-inline">The Department of Labor. </text></subparagraph> <subparagraph id="HC0EE39ED73224A19BEF2E320EA720FEB"><enum>(D)</enum><text display-inline="yes-display-inline">The National Institutes of Health.</text></subparagraph>
<subparagraph id="H189F74CE1A5447F3B8FF51572669B1E4"><enum>(E)</enum><text>The Department of Justice.</text></subparagraph> <subparagraph id="HD32F450F93A342D2816D30C49CBC82CF"><enum>(F)</enum><text display-inline="yes-display-inline">The Department of Housing and Urban Development.</text></subparagraph></paragraph>
<paragraph id="H012EA4F0CFD249039F1E82BF604A9434"><enum>(2)</enum><text display-inline="yes-display-inline">The Attorney General shall appoint the following:</text> <subparagraph id="H7AAFB0F569C34E2BA1ECDDDAE06D7EF8"><enum>(A)</enum><text>One officer or employee of a defender organization described in section 3006A(g)(2) of title 18, United States Code.</text></subparagraph>
<subparagraph id="HC70B7B4E5EFE48489446FBE8BF84955E"><enum>(B)</enum><text display-inline="yes-display-inline">Two representatives of community-based organizations that have expertise working on culturally specific issues unique to the needs of Black women and girls.</text></subparagraph></paragraph></subsection> <subsection id="H587B962A213749BFB48C9A0B5E604047"><enum>(c)</enum><header>Terms</header><text display-inline="yes-display-inline">The term of a member of the Task Force shall be 4 years, and the member shall be eligible for consecutive reappointment by the head of their respective agency or the Attorney General. </text></subsection>
<subsection id="HAF53EC545F3543278B2BB66D55446C40"><enum>(d)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of the Task Force is to examine the conditions and experiences of Black women and girls, to identify and assess the efficacy of policies and programs of Federal, State, and local governments designed to improve outcomes for Black women and girls, and to make recommendations to improve such policies and programs. </text></subsection> <subsection id="H56793E4568EE439E8ADA720B57477B8A"><enum>(e)</enum><header>Duties</header><text>The duties of the Task Force are as follows: </text>
<paragraph id="H3DA3DB4C6BD14C40B16C686FBA48B1A5"><enum>(1)</enum><header>Education</header><text display-inline="yes-display-inline">The Task Force shall identify and recommend programs, policies, and incentives for adoption by Federal, State, or local governments with respect to the following: </text> <subparagraph id="HF7BA5127F2FA44479D4D44E260A8AB36"><enum>(A)</enum><text>Community-led educational and support programs for Black girls in kindergarten through grade 12, which shall include the following: </text>
<clause id="H2AB14997116D4EA8A98054F56F633BAB"><enum>(i)</enum><text>Social and emotional learning programs, including those that employ facilitators trained in identity-based dialogue.</text></clause> <clause id="H5CF50C961CCB48D88776A0C11B18EA62"><enum>(ii)</enum><text>Support for girls who have a parent or guardian who is incarcerated or has a substance use disorder. </text></clause>
<clause id="H3C07C8AF566046A1A8B2E4F362F47313" commented="no"><enum>(iii)</enum><text>Support for a college scholarship fund and programs to increase access to post-secondary education for Black children of incarcerated parents. </text></clause> <clause id="HDC675C9E973E46F4BF568C7583D8C938"><enum>(iv)</enum><text display-inline="yes-display-inline">Classroom and after school empowerment programs for Black girls. </text></clause>
<clause id="H0B518FBA8B004C14B9D99A8A37E4498E"><enum>(v)</enum><text>Community-led civic engagement and community organizing education. </text></clause> <clause id="H2AC888366F6E4E288C48154117BDCB9B"><enum>(vi)</enum><text>Classroom and community-led art, theater, and STEM learning centers. </text></clause>
<clause id="HCE22F8054B844AC0A0C7EA8B2CC9894D"><enum>(vii)</enum><text display-inline="yes-display-inline">School-based and community-based programs to eliminate the detention and incarceration of school-aged children that employ trained de-escalation professionals.</text></clause> <clause id="H986CAF88BDD44F71B93501D2A6C7FE68"><enum>(viii)</enum><text display-inline="yes-display-inline">Household access to school-based communication technologies.</text></clause>
<clause id="HB8BE560E9EF24DAD8FD64055D35824CF"><enum>(ix)</enum><text display-inline="yes-display-inline">School-based or community-based restorative justice programs instead of expulsion of girls from school.</text></clause> <clause id="H3FB1C8EFA13742B78F0179A2F59422EE"><enum>(x)</enum><text>Curriculum, tutoring, and activities support for homeschooling and virtual learning families.</text></clause>
<clause id="HA228DABC67DA42A0A77582F2601AA4EB"><enum>(xi)</enum><text display-inline="yes-display-inline">School-based or community-based programs on comprehensive, age-appropriate, sexual health education, which teaches about consent and healthy relationships across the spectrum.</text></clause></subparagraph> <subparagraph id="H02A69F3FB3C14A14933295685A4B6014" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">Community-led educational programs for Black women, including—</text>
<clause id="H5EAE94F91D024A9CB84903DEF5968E28"><enum>(i)</enum><text>providing household access to information and communication technologies to narrow the digital divide and enhance access to higher education;</text></clause> <clause id="HD205635602544F4192AF25EFC07DE9FC"><enum>(ii)</enum><text display-inline="yes-display-inline">emotional support training for Black mothers, parents, or other guardians on child development and behavioral and discipline management; and</text></clause>
<clause id="HB4E2690E3DD54A91B9765D56E30038EE"><enum>(iii)</enum><text display-inline="yes-display-inline">educational programs to support immigrant women, including English learning courses, citizenship preparation courses, and GED courses.</text></clause></subparagraph> <subparagraph id="H2F08744E4A8546AEB238F95A76DB448A"><enum>(C)</enum><text>School-based and community-based restorative and transformative justice curriculums and spaces.</text></subparagraph>
<subparagraph id="H1335C826D12F45768A5D47C05AF52329"><enum>(D)</enum><text display-inline="yes-display-inline">Policies that prohibit religious discrimination against Black Muslim girls in kindergarten through grade 12, which may include the following:</text> <clause id="HB22619F1CB9D4FB1BD41557ABD2A85BA"><enum>(i)</enum><text display-inline="yes-display-inline">Allowing girls to always wear all cultural and religious garments.</text></clause>
<clause id="H04E927A0722441A589DC2B296434BE86"><enum>(ii)</enum><text>Excusing absences for Muslim girls during religious holidays. </text></clause> <clause id="HFBF540F63ED84E81A856C10764B76478"><enum>(iii)</enum><text>Avoiding scheduling exams during Muslim holidays that require such girls to fast.</text></clause></subparagraph>
<subparagraph id="H825228E3132342BA9B1E1F1507A753C0"><enum>(E)</enum><text display-inline="yes-display-inline">Educational programs for Black girls in kindergarten through grade 12 with learning, developmental, and emotional disabilities that may pose an obstacle to learning and excelling in academics, and support groups for parents of such children.</text></subparagraph> <subparagraph id="HFF63B72B1C5E4A939E8CD3F9F6DB6DC3"><enum>(F)</enum><text display-inline="yes-display-inline">Programs and support groups for mothers, parents, or guardians of a child with disabilities.</text></subparagraph></paragraph>
<paragraph id="HCC0B02B16B9F4A25BFDE58CE915FEDC6"><enum>(2)</enum><header>Economic development</header><text display-inline="yes-display-inline">The Task Force shall identify and recommend programs, policies, and incentives for adoption by Federal, State, or local governments with respect to the following: </text> <subparagraph id="H045A33685DAB427DBDBA6747886E0087"><enum>(A)</enum><text display-inline="yes-display-inline">Pre-apprenticeship, nontraditional, and career exploration programs for careers in the skilled trades and transportation. </text></subparagraph>
<subparagraph id="HE4390043578443998B23D688DDA2CA80"><enum>(B)</enum><text display-inline="yes-display-inline">Programs that give priority to black women-owned businesses, which qualify as disadvantaged business enterprises, when awarding yearly and multi-year contract dollars.</text></subparagraph> <subparagraph id="H42B2F20FB2E743C989A2F26F46F66FB4"><enum>(C)</enum><text>Entrepreneurship and cooperative business training for Black women.</text></subparagraph>
<subparagraph id="H1410E70D5F7D481E83AF2D5C540F073D"><enum>(D)</enum><text display-inline="yes-display-inline">Support for low-income Black women workers. </text></subparagraph> <subparagraph id="H0504F278FCE34EA19442805244C05237"><enum>(E)</enum><text>Career mentorship for Black women.</text></subparagraph>
<subparagraph id="H1F3A290F91D742B4A66E8883AD19459B"><enum>(F)</enum><text display-inline="yes-display-inline">Support for Black women workers over the age of 50 to enter the workforce.</text></subparagraph> <subparagraph id="HC75CDCB95DE64F51AA29416034961ED6"><enum>(G)</enum><text>Support for Black women who leave the workforce to care for a dependent (such as an elderly relative or child) to re-enter the workforce after a significant absence. </text></subparagraph>
<subparagraph id="H7B1B845F3B2E4B479DD0CDABE2048275"><enum>(H)</enum><text>Increase in sustainable employment for women headed households. </text></subparagraph> <subparagraph id="H4693E3157BB84BC5AE72EDBFE1D92C91"><enum>(I)</enum><text>Limitation of barriers to occupational licensure for Black women.</text></subparagraph>
<subparagraph id="H3C388B90CE0F4F8EB1FFA20DE864F359"><enum>(J)</enum><text display-inline="yes-display-inline">Establishment of vocational training and career technical education.</text></subparagraph> <subparagraph id="HCDF4D1F800B14E36AA193FAC6070AC3A"><enum>(K)</enum><text display-inline="yes-display-inline">Job placement and career assistance programs for Black youth experiencing homelessness or discrimination.</text></subparagraph>
<subparagraph id="HD8F1FA6CB73847E890A1A758A4AAD840"><enum>(L)</enum><text display-inline="yes-display-inline">Support for Black women and girls with disabilities entering the workforce in partnership with local businesses. </text></subparagraph></paragraph> <paragraph id="H3C803C5DB9994B8BB87FBFB9C2502B89"><enum>(3)</enum><header>Healthcare</header><text display-inline="yes-display-inline">The Task Force shall identify and recommend programs, policies, and incentives for adoption by Federal, State, or local governments with respect to the following: </text>
<subparagraph id="HAA7C8671C3214A918D602FC9F8ADBDDF"><enum>(A)</enum><text>Developing a study of the health, including the mental health, of Black women and girls.</text></subparagraph> <subparagraph id="H5F1F2E59166D4706855B671742550FF6"><enum>(B)</enum><text display-inline="yes-display-inline">Programs to improve maternal health from the prenatal to postpartum period and infant mortality outcomes for Black mothers and children.</text></subparagraph>
<subparagraph id="HB1A5AB9A6E7A4465A9D04CE3651E9BE3"><enum>(C)</enum><text>Community-based, on demand mental health and trauma services.</text></subparagraph> <subparagraph id="H6340AA7254764397A96F5762BF21EBAC"><enum>(D)</enum><text>Gender and culturally responsive domestic violence (including violence against an intimate partner) and interpersonal violence responders.</text></subparagraph>
<subparagraph id="H8BD9F345C2E74BB5A7B3E0E425F0B22E"><enum>(E)</enum><text>Local neighborhood safe houses.</text></subparagraph> <subparagraph id="H98D1DBBFA908446F9C1FA7E559C89AD9"><enum>(F)</enum><text>Long-term, on demand, substance use disorder treatment.</text></subparagraph>
<subparagraph id="HF325211401B84CC288BB3AC9FEE13E10"><enum>(G)</enum><text>Community-based emergency response teams for women and girls.</text></subparagraph> <subparagraph id="H3A2FF277FB964FE5B727D37D93A45CC9"><enum>(H)</enum><text display-inline="yes-display-inline">Access to comprehensive well-women care for Black women and girls, including local testing for mammograms, papsmears, sexually transmitted infections, other medical testing, and general health screenings. </text></subparagraph>
<subparagraph id="HDFB022D2B8E844D095A513A924C3D417"><enum>(I)</enum><text>Local neighborhood COVID–19 testing.</text></subparagraph> <subparagraph id="HA322CBDCACB147C7B72E877C3374AD27"><enum>(J)</enum><text display-inline="yes-display-inline">Programs to assist Black mothers, parents, or guardians of children with disabilities and Black women with disabilities with obtaining affordable health insurance.</text></subparagraph></paragraph>
<paragraph id="HBC4885295ED24D56A0E510444F39234E"><enum>(4)</enum><header>Justice and civil rights</header><text display-inline="yes-display-inline">The Task Force shall identify and recommend programs, policies, and incentives for adoption by Federal, State, or local governments with respect to the following: </text> <subparagraph id="H97002B0129044291897AC11C95460E0F"><enum>(A)</enum><text display-inline="yes-display-inline">Reentry assistance and reunification planning and community-based programming for women victims of sexual, domestic, or intimate partner violence, or the war on drugs or women experiencing mental illness or substance abuse.</text></subparagraph>
<subparagraph id="H8901F78C47FE468589D649F824628E34"><enum>(B)</enum><text display-inline="yes-display-inline">Programs for Black women and girls that promote the treatment of underlying problems instead of incarceration, including the expansion of the use of parole and diversion programs and preventing the incarceration of mothers who are primary caretakers of minor children. </text></subparagraph> <subparagraph id="H717AB0C31E6449A7A36EC4D554AB0C40" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">Access to legal assistance provided by the Office on Violence Against Women of the Department of Justice for child custody and parental termination proceedings.</text></subparagraph>
<subparagraph id="HD28D176E46954A81960FDF6290CC6F69"><enum>(D)</enum><text>Funding that enables communities to reimagine community-based programming. </text></subparagraph> <subparagraph id="HD155E5560AA6443082566A5419F9C682"><enum>(E)</enum><text display-inline="yes-display-inline">Support for formerly incarcerated Black women, in collaboration with community-led organizations.</text></subparagraph>
<subparagraph id="H5482DE86181A4E248B4BEA625047C403"><enum>(F)</enum><text>Permitting formerly incarcerated and convicted women (not including incarceration or convictions for violent offenses, human trafficking, or sex offenses) to be eligible to serve as a foster parent.</text></subparagraph> <subparagraph id="HAD95FAC4320D4BF0B2D672AA7E859515"><enum>(G)</enum><text display-inline="yes-display-inline">Judicial discretion in sentencing and procedures for resentencing.</text></subparagraph>
<subparagraph id="H5AB58B47177C4B9B8E687EFE59107865"><enum>(H)</enum><text>Examination of policies to reform and limit laws requiring mandatory minimum sentences. </text></subparagraph> <subparagraph id="H4C9E78DA3DA24A1383030A3026673CD9"><enum>(I)</enum><text>Examination of vacatur and expungement laws for criminal offenses committed by victims of human and sex trafficking.</text></subparagraph>
<subparagraph id="H2656136701C04284903EF4654D923E39"><enum>(J)</enum><text display-inline="yes-display-inline">Promoting access for Black women with disabilities to be sheltered, or held in mental healthcare facilities rather than imprisoned, especially for nonviolent crimes.</text></subparagraph></paragraph> <paragraph id="H942C8B2AAF1F40F3B9E9452D4E225A80"><enum>(5)</enum><header>Housing</header><text display-inline="yes-display-inline">The Task Force shall identify and recommend programs, policies, and incentives for adoption by Federal, State, or local governments with respect to the following: </text>
<subparagraph id="HCB25B3CEC58145088B3A5CC5715956FC"><enum>(A)</enum><text>Increasing access to the following:</text> <clause id="HDE9830EF528D4969BB63E3E8CA6FEE38"><enum>(i)</enum><text>Permanent and transitional housing for women with children, formerly incarcerated women, women with disabilities, and elderly women.</text></clause>
<clause id="H260EFEE28D08441A81866675225CB06D"><enum>(ii)</enum><text display-inline="yes-display-inline">Legal representation for women with children and women 60 years of age and older facing eviction.</text></clause> <clause id="H773BC675D4174ED595C55AA9E19B5562"><enum>(iii)</enum><text>Homeownership assistance funds for Black women.</text></clause></subparagraph>
<subparagraph id="HC70F147E117E448EA50F56F9260B5536"><enum>(B)</enum><text>Increasing accessibility and availability of long-term neighborhood transitional and permanent supportive housing for Black women reentering the community following incarceration.</text></subparagraph></paragraph></subsection> <subsection id="HB48097F76AAD40A5B28C13013BC027EB"><enum>(f)</enum><header>Report to Congress</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, and annually thereafter, the Task Force shall submit to Congress a report on—</text>
<paragraph id="H7E2B97D2444C44A08D5B3DF321F9D86C"><enum>(1)</enum><text>the activities conducted under this section; and</text></paragraph> <paragraph id="H3B03006007374041BC5E1B397CB06403"><enum>(2)</enum><text display-inline="yes-display-inline">the activities conducted under this section that are ongoing or are in continuation of existing Federal programs, including information on additional work undertaken in response to duties of the Task Force under subsection (e).</text></paragraph></subsection>
<subsection id="H99479DDA9007463AA4D5AB4720474F3C"><enum>(g)</enum><header>Recommendations</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, and annually thereafter, the Task Force shall submit to Congress, the President, and to each chief executive of a State recommendations on policies, practices, programs, and incentives that may be adopted to improve outcomes for Black women and girls.</text></subsection></section> <section id="H88F3740BAE664735B8EB0087B3683223" display-inline="no-display-inline" section-type="subsequent-section"><enum>4.</enum><header>United States Commission on Civil Rights Report on issues impacting Black women and girls</header> <subsection id="H9A828E77A3354481A0A37F1D24A55538" display-inline="no-display-inline"><enum>(a)</enum><header>Duties</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, and annually thereafter, the United States Commission on Civil Rights shall conduct a comprehensive study and collect data with respect to the effects on Black women and girls of the following:</text>
<paragraph id="H16D2707C2ECC4B02B23AF458BE12C3DF" commented="no" display-inline="no-display-inline"><enum>(1)</enum><text display-inline="yes-display-inline">The lack of contract opportunities with the Federal Government for Black women.</text></paragraph> <paragraph id="H620CDB52280648EF9AD17EC78B98CC9E"><enum>(2)</enum><text>The wage gap and pay equity for Black women in comparison to other individuals. </text></paragraph>
<paragraph id="HF2568EE2172B489BB21D376E367B3BF5"><enum>(3)</enum><text>The high maternal mortality rate and the steps needed to reduce such rate.</text></paragraph> <paragraph id="HB5C563417C5E40B8BC511619BCAD6AB8"><enum>(4)</enum><text>The high infant mortality rate of Black girls.</text></paragraph>
<paragraph id="HAAE578AF2A0E417996A4C700DA7B298C"><enum>(5)</enum><text>The impact of screening for breast cancer at an earlier age than 40 years of age for Black women. </text></paragraph> <paragraph id="H122449D49CC24385A8A5EB84795ED944"><enum>(6)</enum><text display-inline="yes-display-inline">The school-to-prison pipeline and its impact on Black women and girls, including Black women and girls with disabilities.</text></paragraph>
<paragraph id="H34C47FBAA476483394EB338636AD89A9"><enum>(7)</enum><text display-inline="yes-display-inline">Housing stability, homelessness, and access to affordable rental housing and home loans for Black women. </text></paragraph> <paragraph id="HE5979CF28CE6411994C57F3C0905D3E1"><enum>(8)</enum><text display-inline="yes-display-inline">The prevalence and rate of violence, including intimate partner violence and homicide, against Black women and girls, including Black transgender women and girls, and the effect of prevention strategies and barriers to service for such women and girls.</text></paragraph>
<paragraph id="HA0776FB22C654AA099EB00D9615F5ABB"><enum>(9)</enum><text display-inline="yes-display-inline">Excessive use of force by law enforcement, including when death results, against Black women and girls, including Black transgender women and girls.</text></paragraph> <paragraph id="HEE838FA895E9446FBA422734793D0379" commented="no"><enum>(10)</enum><text display-inline="yes-display-inline">The over-incarceration of Black women and girls, including Black transgender women and girls, in the juvenile and adult justice system.</text></paragraph>
<paragraph id="H5825D7045D6C4686881E616F53A24F35" commented="no" display-inline="no-display-inline"><enum>(11)</enum><text>Establishing a moratorium on building new women’s prisons or jails. </text></paragraph> <paragraph id="H198BA396823B4EC1A36DF0AAB90976EF" commented="no"><enum>(12)</enum><text>Repealing of the Adoption Safe Families Act of 1997 (<external-xref legal-doc="public-law" parsable-cite="pl/105/89">Public Law 105–89</external-xref>; 111 Stat. 2115).</text></paragraph>
<paragraph id="HAF850E7469A84C3FBAD5BA87C9EAFBE5" commented="no"><enum>(13)</enum><text>Repealing any policy or law that creates barriers to housing or precludes formerly incarcerated people from living with family members in public or private housing.</text></paragraph> <paragraph id="H31254621179243B098D680AC4C938A32" commented="no"><enum>(14)</enum><text>Neighborhood family reunification support.</text></paragraph>
<paragraph id="H949E4266A39F4B9CAA757D63B01C77F9"><enum>(15)</enum><text display-inline="yes-display-inline"> The high rate of sex trafficking of Black women and girls, and the impact of State vacatur and expungement laws for victims of human and sex trafficking.</text></paragraph> <paragraph id="H6AE316AEBB9941B1B7552BDD3EC3BD5B"><enum>(16)</enum><text display-inline="yes-display-inline">Any additional items described in section 2(e) that the Commission determines appropriate.</text></paragraph></subsection>
<subsection id="H7A6C8A6983B1422B953DA8D7B7CD0ACD"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, and annually thereafter, the United States Commission on Civil Rights shall submit to Congress, the President, and make publicly available online, a report outlining the Commission’s activities and findings under subsection (a).</text></subsection> <subsection id="HC30A63AFDAFA4974AB9649356ADB031C"><enum>(c)</enum><header>Information sharing</header><text>All relevant entities of the United States Government, including the Department of Justice, the Department of Health and Human Services, the Department of Education, the Department of Labor, and the National Institutes of Health, shall provide information to the United States Commission on Civil Rights in order for the Commission to carry out its duties under this section.</text></subsection></section>
