<section id="HB5633DF21F9B45A6A5D4D60C36F3C920" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Connecting Communities Post Disasters Act of 2025</short-title></quote>.</text></section> <section id="H1C94AD0728B049468588B15C96EE9FAD"><enum>2.</enum><header>Application of NEPA and NHPA to covered communications projects</header> <subsection id="HB91FC532556B4958A7D789BC94D7AFC0"><enum>(a)</enum><header>NEPA exemption</header><text display-inline="yes-display-inline">A Federal authorization with respect to a covered project may not be considered a major Federal action under section 102(2)(C) of the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4332">42 U.S.C. 4332(2)(C)</external-xref>).</text></subsection> 
<subsection id="H2667370E5046466CA129ACB58615D5AD"><enum>(b)</enum><header>National Historic Preservation Act exemption</header><text display-inline="yes-display-inline">A covered project may not be considered an undertaking under section 300320 of title 54, United States Code.</text></subsection> <subsection id="H4D573785C40B46CF9E8C1B66703F86E5"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HA66A1B85935045528E0B1863CA5F9E0A"><enum>(1)</enum><header>Communications facility</header><text>The term <term>communications facility</term> has the meaning given the term <quote>communications facility installation</quote> in section 6409(d) of the Middle Class Tax Relief and Job Creation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/47/1455">47 U.S.C. 1455(d)</external-xref>).</text></paragraph> <paragraph id="H0CBDE313850F4D6A82C84660D0185050"><enum>(2)</enum><header>Covered project</header><text display-inline="yes-display-inline">The term <quote>covered project</quote> means a project that—</text> 
<subparagraph id="H969223BC03E048A8A37196046A32C6CF"><enum>(A)</enum><text display-inline="yes-display-inline">is to be carried out within an area for which the President has declared a major disaster or an emergency under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5121">42 U.S.C. 5121 et seq.</external-xref>);</text></subparagraph> <subparagraph id="H77A6AA1F381C4773A439E74F04ECB611"><enum>(B)</enum><text display-inline="yes-display-inline">is to be carried out not later than 5 years after the date on which the President made such declaration; and</text></subparagraph> 
<subparagraph id="HE32134869E8840CEB99F115D4B5DB6EF"><enum>(C)</enum><text display-inline="yes-display-inline">replaces a communications facility damaged by such disaster or emergency or makes improvements to a communications facility in such area that could reasonably be considered as necessary for recovery from such disaster or emergency or to prevent or mitigate any future disaster or emergency.</text></subparagraph></paragraph> <paragraph id="HB6B95B2DDC6541B49693413F5BA53C2A"><enum>(3)</enum><header>Federal authorization</header><text>The term <quote>Federal authorization</quote>—</text> 
<subparagraph id="H55624BB0071D4D69953B229166004967"><enum>(A)</enum><text>means any authorization required under Federal law with respect to a covered project; and</text></subparagraph> <subparagraph id="H4902DC00532E46A0A9410EB67537D454"><enum>(B)</enum><text>includes any permits, special use authorizations, certifications, opinions, or other approvals as may be required under Federal law with respect to a covered project.</text></subparagraph></paragraph></subsection></section>
