<section id="H1A2A25EC9DB44E699CDC4D7CE26EEA99" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Upgrades for Road Access and Local Growth Act of 2025</short-title></quote>.</text></section> 
<section id="HEFB320330CEF4FFA9E671D66D12083F5"><enum>2.</enum><header>Rural surface transportation grant program</header> <text display-inline="no-display-inline">Section 173 of title 23, United States Code, is amended—</text> <paragraph id="H67C7F06E62B04752ABE6AFDEC46EBA1A"><enum>(1)</enum><text>in subsection (k)—</text> 
<subparagraph id="H19BFEF6D38CD418C8B5B2AA812B271B6"><enum>(A)</enum><text>by redesignating paragraph (4) as paragraph (5);</text></subparagraph> <subparagraph id="H459D2C4B63E044E1AE818B0A8303A8A6"><enum>(B)</enum><text>by inserting after paragraph (3) the following:</text>

<paragraph id="HA56FB00F64414AAA95E3B44523EB43AD"><enum>(4)</enum><header>Regional hubs</header><text display-inline="yes-display-inline">The Secretary shall reserve 30 percent of the amounts made available for the program for each fiscal year to provide grants for eligible projects located in communities with populations of between 10,000 and 75,000, whether or not 1 or more of such communities are considered part of an urbanized area as designated by the United States Census Bureau.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph> <subparagraph id="H05119B0FE8B24D3A89DD5A26B74A3CE3"><enum>(C)</enum><text>in paragraph (5), as so redesignated, by striking <quote>or (3)</quote> and inserting <quote>(3), or (4)</quote>; and</text></subparagraph></paragraph> 
<paragraph id="H6BA9B372E33A4F0D9400AD9B3FDEA9E4"><enum>(2)</enum><text>in subsection (l)—</text> <subparagraph id="HB625B814A1C046C289900EE79B2E1314"><enum>(A)</enum><text>in paragraph (1) by striking <quote>60 days</quote> and inserting <quote>3 days</quote>;</text></subparagraph> 
<subparagraph id="H056A496257E74C9DA8D0202EF4813D45"><enum>(B)</enum><text>in paragraph (2) by striking <quote>60-day period</quote> and inserting <quote>3-day period</quote>; and</text></subparagraph> <subparagraph id="H1853DAEA75744A2EB7F719AD94655D2C"><enum>(C)</enum><text>in paragraph (3) by striking <quote>60-day period</quote> and inserting <quote>3-day period</quote>.</text></subparagraph></paragraph> </section>
