<section id="H56F05489D7FC4918AB3B03E39981CBEF" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Wildfire Coordination Act</short-title></quote>.</text></section> 
<section id="H3F8FEA6C6DAD4C4BBADFA6A210388579"><enum>2.</enum><header>Wildfire Science and Technology Advisory Board</header> 
<subsection id="H8AE97B661070488282E57599B57BCDD8"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of the Interior shall establish a permanent advisory committee to be known as the Wildfire Science and Technology Advisory Board (in this section referred to as the <quote>Board</quote>).</text></subsection> <subsection id="H8D6AA749ADDF4A65931AC94BD1416300"><enum>(b)</enum><header>Duties</header><text>The Board shall—</text> 
<paragraph id="HDF18F7D2505142498AEB31CC83B698E0"><enum>(1)</enum><text display-inline="yes-display-inline">coordinate the operationalization within the Federal Government of wildfire research, including by—</text> <subparagraph id="H76F9A26785884C5C987EBD75F573AEAE"><enum>(A)</enum><text display-inline="yes-display-inline">identifying avenues for translating wildfire research into practical applications;</text></subparagraph> 
<subparagraph id="HC2F88B00D88A4EDAA3F677C963F207C5"><enum>(B)</enum><text display-inline="yes-display-inline">establishing criteria and frameworks to prioritize wildfire research projects for operationalization;</text></subparagraph> <subparagraph id="H1B9EA3ACA69D407EBE74FC69FAA198C6"><enum>(C)</enum><text display-inline="yes-display-inline">facilitating the transition of prioritized wildfire research into operational projects;</text></subparagraph> 
<subparagraph id="HE02E21693BAE47FAA53EABA40EAE23E3"><enum>(D)</enum><text display-inline="yes-display-inline">connecting and supporting entities in wildfire research and operations;</text></subparagraph> <subparagraph id="H43D2DE41CC4D4459AA15BC812D7B7C4F"><enum>(E)</enum><text display-inline="yes-display-inline">providing feedback to refine and enhance wildfire research outputs for practical application; and</text></subparagraph> 
<subparagraph id="HD459ADE0E3D4465AAC8EB15185306669">
            <enum>(F)</enum>
 <text>partnering, as the Board determines appropriate, with private sector and federally-funded research centers to further the work of the Board;</text>
          </subparagraph></paragraph> 
<paragraph id="H3CF699BA65604291857AF62D2736CD46"><enum>(2)</enum><text display-inline="yes-display-inline">encourage wildfire researchers and Federal agencies undertaking wildfire operations to include—</text> <subparagraph id="HB4C4EAEAA3B74F65A5DBC1ACCB6FA6B3"><enum>(A)</enum><text>relevant disciplines, such as public health, meteorological science, and predictive modeling; and</text></subparagraph> 
<subparagraph id="HD31E4B2BFD7949108B9A9F146040B591"><enum>(B)</enum><text>consideration of built and natural fire-prone environments; and</text></subparagraph></paragraph> <paragraph id="H096DA22EFFCE4FE3BF20A2BD8EBEFE54"><enum>(3)</enum><text>disseminate information, including by—</text> 
<subparagraph id="H7BABD13398084828A5DAD6EC045B0917"><enum>(A)</enum><text display-inline="yes-display-inline">establishing mechanisms, such as newsletters and publications, online portals, webinars, and workshops, to disseminate wildfire research findings, operational best practices, and resources to relevant stakeholders and practitioners; and</text></subparagraph> <subparagraph id="H9F60F953CEF34C92BDDC1A1B06D68CBB"><enum>(B)</enum><text>promoting activities of the Board to ensure visibility and accessibility to stakeholders.</text></subparagraph></paragraph></subsection> 
<subsection id="H2F14DBB355A147AC9A008EA3B5A38609"><enum>(c)</enum><header>Membership</header> 
<paragraph id="H46ADE7AB003047408D79E3DA5D52B655"><enum>(1)</enum><header>Number and appointment</header><text>The Board shall be composed of the following members:</text> <subparagraph id="H00E3DE8102ED4D699BD01D2C28F06369"><enum>(A)</enum><text display-inline="yes-display-inline">The Secretary of the Interior (or the designee thereof).</text></subparagraph> 
<subparagraph id="H3E3238FA4FE2493F8EDFC7F642577B17"><enum>(B)</enum><text display-inline="yes-display-inline">The Secretary of Agriculture (or the designee thereof).</text></subparagraph> <subparagraph id="H526364DCBF0C4DF1844806EC1B93F1ED"><enum>(C)</enum><text display-inline="yes-display-inline">The Secretary of Commerce (or the designee thereof).</text></subparagraph> 
<subparagraph id="HBF59B3E0EA85442ABF18F2F9E9DB5062"><enum>(D)</enum><text>The Chief of the Forest Service (or the designee thereof).</text></subparagraph> <subparagraph id="H2E4F18106BB3468C9B61096B6430B423"><enum>(E)</enum><text display-inline="yes-display-inline">The Director of the Bureau of Indian Affairs (or the designee thereof).</text></subparagraph> 
<subparagraph id="H53FFC927462D44B6AC5AFF537C5C06E7"><enum>(F)</enum><text display-inline="yes-display-inline">The Director of the Bureau of Land Management (or the designee thereof).</text></subparagraph> <subparagraph id="HC20DE5398FE349EA80DBC9F851C08AF5"><enum>(G)</enum><text display-inline="yes-display-inline">The Administrator of the Federal Emergency Management Agency (or the designee thereof, except that such designee may not be the member of the Board serving pursuant to subparagraph (H)).</text></subparagraph> 
<subparagraph id="H1A6EDEBE904D4253B583C1D26E8D3215"><enum>(H)</enum><text display-inline="yes-display-inline">The United States Fire Administrator (or the designee thereof).</text></subparagraph> <subparagraph id="HBDAB4DD1872544458D1A013867CD91BB"><enum>(I)</enum><text display-inline="yes-display-inline">The Director of the United States Fish and Wildlife Service (or the designee thereof).</text></subparagraph> 
<subparagraph id="H97F9D67AE82740F1B7271F23029C4218"><enum>(J)</enum><text display-inline="yes-display-inline">The Administrator of the National Oceanic and Atmospheric Administration (or the designee thereof).</text></subparagraph> <subparagraph id="H86AD82E37DA646D591D431784904D7EF"><enum>(K)</enum><text display-inline="yes-display-inline">The Director of the National Park Service (or the designee thereof).</text></subparagraph> 
<subparagraph id="H70524885763C4027A36641F9C0CF84FF"><enum>(L)</enum><text display-inline="yes-display-inline">The Director of the National Institute of Standards and Technology (or the designee thereof).</text></subparagraph> <subparagraph id="H10BD039E7A2A48AA827E627BEBEC1B78"><enum>(M)</enum><text>The Director of the U.S. Geological Survey (or the designee thereof).</text></subparagraph> 
<subparagraph id="HBE7F9D563008404BA74ED4F4EBCD63C5"><enum>(N)</enum><text>The Director of the Office of Science and Technology Policy (or the designee thereof).</text></subparagraph> <subparagraph id="H5DDBFF51A9A5464D98AFA014FB632F9F"><enum>(O)</enum><text>The Director of the National Science Foundation (or designee thereof).</text></subparagraph> 
<subparagraph id="H93FAA2F12BFC406BA363C0B451BF8B91"><enum>(P)</enum><text>The Administrator of the National Aeronautics and Space Administration (or designee thereof).</text></subparagraph> <subparagraph id="HA7AE8811F34B4195B1BFE46A9B5FD82C"><enum>(Q)</enum><text>The Director of the Centers for Disease Control and Prevention (or designee thereof).</text></subparagraph> 
<subparagraph id="HE26895687FC64C39BAD24403D0CF0631"><enum>(R)</enum><text>The Administrator of the Environmental Protection Agency (or designee thereof).</text></subparagraph> <subparagraph id="H04C1C4EC6B414C57A6C101405093E7E5"><enum>(S)</enum><text>Not more than 18 non-Federal members, to be appointed by the Secretary of the Interior, as follows:</text> 
<clause id="HEB83255B4E3147FDA705D7D86AA04ACE"><enum>(i)</enum><text display-inline="yes-display-inline">At least 1 representative from each of the following:</text> <subclause id="H0EFE8D41113F468EA32C192884100064"><enum>(I)</enum><text>State government.</text></subclause> 
<subclause id="H17471E0ABD5244AE8674B67F762AC2DD"><enum>(II)</enum><text>Local government.</text></subclause> <subclause id="HDC3256BCCDCF4A9A98156E24AF25B685"><enum>(III)</enum><text>Tribal government.</text></subclause></clause> 
<clause id="H89F5AE440AB942A69C1AD7191FCBDE83"><enum>(ii)</enum><text>Representatives of fire departments.</text></clause> <clause id="H67348623370B4EFFAFB962EA8A933F57"><enum>(iii)</enum><text display-inline="yes-display-inline">Representatives of relevant private-sector entities, such as codes and standards-setting organizations, prescribed fire associations, and entities with expertise in wildfire science and wildfire risk identification, transfer, and mitigation.</text></clause> 
<clause id="H0D9193DA54F84163A4A20D8F255C23FA"><enum>(iv)</enum><text display-inline="yes-display-inline">Wildfire, forest health, or ecological restoration researchers.</text></clause> <clause id="HE716D48B0BEB4374AEB42F1D6EED2C3E"><enum>(v)</enum><text display-inline="yes-display-inline">Public health experts.</text></clause> 
<clause id="H783974BBA4A54CF5A82D53E5C41D27F9"><enum>(vi)</enum><text>Meteorological scientists.</text></clause> <clause id="H41CECB4CCCCB4AFBA79DAA78F7611EF8"><enum>(vii)</enum><text>Predictive modeling experts.</text></clause> 
<clause id="H009DE3D3829242BA93A1AF669F045031"><enum>(viii)</enum><text display-inline="yes-display-inline">Such other members as the Secretary of the Interior deems appropriate.</text></clause></subparagraph></paragraph> <paragraph id="H0253C35134654B2490DC14980C18D22E" commented="no"><enum>(2)</enum><header>Terms</header> <subparagraph id="H639C4E77C68342F19790885B38A9E227" commented="no"><enum>(A)</enum><header>In general</header><text>Each member of the Board serving pursuant to paragraph (1)(S) shall be appointed for a term of 2 years.</text></subparagraph> 
<subparagraph id="HD7730E4ABE7846B3A756903842543E2F" commented="no"><enum>(B)</enum><header>Vacancies</header><text>A vacancy on the Board shall be filled in the manner in which the original appointment was made.</text></subparagraph></paragraph> <paragraph id="H90EDA964F88748DFAD73CD38729F51DD" commented="no"><enum>(3)</enum><header>Pay and expenses</header> <subparagraph id="H87FD8AF86BCC4A858C7BB7B42F6B6BE7" commented="no"><enum>(A)</enum><header>Prohibition on compensation</header><text>A member of the Board shall serve without compensation.</text></subparagraph> 
<subparagraph id="HD686651310984EFCB72BCC624FCF97BD"><enum>(B)</enum><header>Travel expenses</header><text>Each member of the Board shall receive travel expenses, including per diem in lieu of subsistence, in accordance with applicable provisions under subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/57">chapter 57</external-xref> of title 5, United States Code.</text></subparagraph></paragraph> <paragraph id="H95961BF259354398BAB502CD34E847E8" commented="no"><enum>(4)</enum><header>Chairperson</header> <subparagraph id="HA122BA89342B40778C160CCAC1ED2B05" commented="no"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in subparagraph (B), the Chairperson shall rotate annually among the members of the Board serving pursuant to subparagraphs (A), (B), and (C) of paragraph (1), beginning with the member serving pursuant to paragraph (1)(A), followed by the member serving pursuant to paragraph (1)(B).</text></subparagraph> 
<subparagraph id="HDA265491576B45C990CD7196D9EC21F7" commented="no"><enum>(B)</enum><header>Exception</header><text display-inline="yes-display-inline">For any term, the members of the Board may designate a member of the Board to serve as the Chairperson of the Board in lieu of the official (or the designee thereof) who would otherwise serve as the Chairperson pursuant to subparagraph (A).</text></subparagraph></paragraph> <paragraph id="HF8B273BCF13C41D78F2693597CFBF183"><enum>(5)</enum><header>Staff; temporary and intermittent services</header> <subparagraph id="HFA540E74F8EB4CD18CB7C030648799CF" commented="no"><enum>(A)</enum><header>Staff</header><text display-inline="yes-display-inline">The Board may appoint personnel as it considers appropriate.</text></subparagraph> 
<subparagraph id="H1498251168A04504867417AD77C45D1E" commented="no"><enum>(B)</enum><header>Pay</header><text display-inline="yes-display-inline">The Chairperson of the Board may fix the compensation of the personnel appointed under subparagraph (A) without regard to the provisions of chapter 51 and subchapter III of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/53">chapter 53</external-xref> of title 5, United States Code, relating to classification of positions and General Schedule pay rates, except that the rate of pay for such personnel may not exceed the annual rate of basic pay prescribed for level V of the Executive Schedule under section 5316 of such title.</text></subparagraph> <subparagraph id="H0A33D5F1AB894D16B5A4598C9253E6FF" commented="no"><enum>(C)</enum><header>Detail of Federal employees</header><text display-inline="yes-display-inline">The head of any Federal department or agency may detail any of the personnel of that department or agency to the Board. A detail under the preceding sentence shall be without reimbursement and without interruption or loss of civil service status or privilege.</text></subparagraph> 
<subparagraph id="HDD3F10C75FD043D49897D40F22D0C49C"><enum>(D)</enum><header>Procurement of temporary and intermittent services</header><text display-inline="yes-display-inline">The Chairperson of the Board may procure temporary and intermittent services under section 3109(b) of title 5, United States Code, at rates for individuals that do not exceed the daily equivalent of the annual rate of basic pay prescribed for level V of the Executive Schedule under section 5316 of that title.</text></subparagraph></paragraph></subsection> <subsection id="H7BB548DE8F4F41569F94F07623D4E899" commented="no"><enum>(d)</enum><header>Report</header> <paragraph id="H8781F50BC5164E07BB54ABF042E831C6" commented="no"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than the date that is 2 years after the date of enactment of this Act, the Board shall submit a report to the relevant congressional committees, which shall—</text> 
<subparagraph id="H83C97B7083894674A8EE4F3B2D80A211" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">detail the activities of the Board;</text></subparagraph> <subparagraph id="H52140425395848DAAB5DE23A3CFAC53D" commented="no"> <enum>(B)</enum> <text>discuss progress on transitioning wildfire research into operations within the Federal Government;</text>
          </subparagraph> 
<subparagraph id="HF46152F3DF504B53AC2081A38084FF9F" commented="no">
            <enum>(C)</enum>
 <text display-inline="yes-display-inline">discuss barriers to successfully transitioning wildfire research into operations within the Federal Government; and</text>
          </subparagraph> 
<subparagraph id="H66C1B16E441B4FA29DCB1EFE0199BF56" commented="no"><enum>(D)</enum><text>provide recommendations on future wildfire research priorities and operational needs.</text></subparagraph></paragraph> <paragraph id="H4EA38C2D22A04098A861BCFDC7923D6D"><enum>(2)</enum><header>Relevant congressional committees</header><text>In this subsection, the term <term>relevant congressional committees</term> means—</text> 
<subparagraph id="H1FF02650597041FDACF378BF5B494EE4" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">the Committees on Agriculture; Natural Resources; Science, Space, and Technology; and Transportation and Infrastructure of the House of Representatives; and</text></subparagraph> <subparagraph id="H59EB0F5CEF9D4C44B746420700CC58B1" commented="no"><enum>(B)</enum><text>the Committees on Agriculture, Nutrition, and Forestry; Commerce, Science, and Transportation; Energy and Natural Resources; Environment and Public Works; and Homeland Security and Governmental Affairs of the Senate.</text></subparagraph></paragraph></subsection> 
<subsection id="H181B9EAD51F74C9293F694740A74C373" commented="no"><enum>(e)</enum><header>Termination</header><text>Section 1013(a)(2) of title 5, United States Code, shall not apply to the Board.</text></subsection> <subsection id="HC151A3658915494E811E66523F766624" commented="no"><enum>(f)</enum><header>Funding</header> <paragraph id="H0916CD7E1308460FAC63F03A9050FF69"><enum>(1)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated $10,000,000 to carry out this section, to remain available until expended.</text></paragraph> 
<paragraph id="HDC8EB527F9CB4C11A3861606DABF27C1"><enum>(2)</enum><header>Additional funding</header><text display-inline="yes-display-inline">In addition to the amounts made available pursuant to paragraph (1), the Federal members of the Board may, for purposes of carrying out this section, use amounts whose purpose is not otherwise specified by the appropriations laws available to the employing agencies of such members.</text></paragraph></subsection></section> </legis-body></bill>
