which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Animal Health Protection Act to reauthorize the animal disease prevention and management programs, and for other purposes.</official-title></form><legis-body id="H130DBF3AD17E4AF88CA4EE1553FAEFB6" style="OLC"><section id="H3B89CA0AD491434F9264E2DAC23021BB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Foreign Animal Disease Prevention, Surveillance, and Rapid Response Act of 2025</short-title></quote>.</text></section><section id="H9DFFCF9EB31D4C76957CA060414A9644"><enum>2.</enum><header>Reauthorization of Animal Disease Preventions and Management Programs</header><subsection id="HCBCDB83849D7457DBE87DB235016589E"><enum>(a)</enum><header>Mandatory funding</header><text display-inline="yes-display-inline">Section 10409A(d)(1) of the Animal Health Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/8308a">7 U.S.C. 8308a(d)(1)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="H20F042A2B5CF4BD2A0D5D753FE156501" display-inline="no-display-inline"><paragraph id="HDBB0951E7E8B4191B0B5F148F74CF006"><enum>(1)</enum><header>Mandatory funding</header><subparagraph id="H83F4F74D3C0F4953B4B1DF57C8CAF222"><enum>(A)</enum><header>Fiscal years 2023 through 2025</header><text display-inline="yes-display-inline">Of the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out this section $30,000,000 for each of fiscal years 2023 through 2025, of which not less than $18,000,000 shall be made available for each of those fiscal years to carry out subsection (b).</text></subparagraph><subparagraph id="HAE0114035D1048E581B3342C49DF7192"><enum>(B)</enum><header>Fiscal Years 2026 through 2029</header><text display-inline="yes-display-inline">Of the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out this section $233,000,000 for each of fiscal years 2026 through 2029, of which—</text><clause id="HFB516B4DC21E442192905E562D33A855"><enum>(i)</enum><text display-inline="yes-display-inline">not less than $10,000,000 shall be made available for each such fiscal year to carry out subsection (a);</text></clause><clause id="H3E9915A3E24B43F39D5A677CA827440A"><enum>(ii)</enum><text display-inline="yes-display-inline">not less than $70,000,000 shall be made available for each such fiscal year to carry out subsection (b); and</text></clause><clause id="HE43BC574A89B4707985248A893A3FAC3"><enum>(iii)</enum><text display-inline="yes-display-inline">not less than $153,000,000 shall be made available for each such fiscal year to carry out subsection (c).</text></clause></subparagraph><subparagraph id="H50E9A89B76C545E790E676499675D1EC"><enum>(C)</enum><header>Subsequent fiscal years</header><text display-inline="yes-display-inline">Of the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out this section $75,000,000 for fiscal year 2031 and each fiscal year thereafter, of which not less than $45,000,000 shall be made available for each of those fiscal years to carry out subsection (b).</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HC497961A293049F9AC43749A16B878D3"><enum>(b)</enum><header>Authorization of appropriations</header><paragraph id="HCC60E60179A84E53A852990A9157B15E"><enum>(1)</enum><header>National animal health laboratory network</header><text display-inline="yes-display-inline">Section 10409A(d)(2)(A) of the Animal Health Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/8308a">7 U.S.C. 8308a(d)(2)(A)</external-xref>) is amended to read as follows:</text><quoted-block style="OLC" id="H3C58CC8525784AF38BF795093F3BE74D" display-inline="no-display-inline"><subparagraph id="H8A6DEE33CC8949A0A6DCC8A47A7E4C8C"><enum>(A)</enum><header>National animal health laboratory network</header><text display-inline="yes-display-inline">In addition to the funds made available under paragraph (1), there is authorized to be appropriated to carry out subsection (a)—</text><clause id="HE28F53CB034046E1917F89508FD90E81"><enum>(i)</enum><text display-inline="yes-display-inline">$30,000,000 for each of fiscal years 2019 through 2025; and</text></clause><clause id="H3678DD00485947E59B92A1696C88D6EE"><enum>(ii)</enum><text display-inline="yes-display-inline">$45,000,000 for each of fiscal years 2026 through 2030.</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H6F27044DB4E64BF885F9E0000FC0CF1F"><enum>(2)</enum><header>National animal disease preparedness and response program; national animal vaccine and veterinary countermeasures bank</header><text display-inline="yes-display-inline">Section 10409A(d)(2)(B) of the Animal Health Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/8308a">7 U.S.C. 8308a(d)(2)(B)</external-xref>) is amended by striking <quote>2023</quote> and inserting <quote>2030</quote>.</text></paragraph><paragraph id="HCBA09EE934F94CAB887971664F90EAE5"><enum>(3)</enum><header>Availability and Purpose of Funding</header><text display-inline="yes-display-inline">Section 10409A(e)(1) of the Animal Health Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/8308a">7 U.S.C. 8308a(e)(1)</external-xref>) is amended by striking <quote>2023</quote> and inserting <quote>2030</quote>.</text></paragraph></subsection></section></legis-body></bill>
