<section id="H651DF1F1AB9D4D569F5546FC444B9BBE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Resident Physician Shortage Reduction Act of 2025</short-title></quote>.</text></section> <section id="H2DC4DE41DB814B81B1041C6F43F66736"><enum>2.</enum><header>Distribution of additional residency positions</header> <subsection id="HFABD7B0D15034D2D9EAD5B3729BE56E2"><enum>(a)</enum><header>In general</header><text>Section 1886(h) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395ww">42 U.S.C. 1395ww(h)</external-xref>) is amended—</text> 
<paragraph id="H53CB15044E54468BB30C4F53E4450114"><enum>(1)</enum><text>in paragraph (4)(F)(i), by striking <quote>paragraphs (7), (8), (9), and (10)</quote> and inserting <quote>paragraphs (7), (8), (9), (10), and (11)</quote>;</text></paragraph> <paragraph id="H586ADF0467E145DABE94F05C5F594631"><enum>(2)</enum><text>in paragraph (4)(H)(i), by striking <quote>paragraphs (7), (8), (9), and (10)</quote> and inserting <quote>paragraphs (7), (8), (9), (10), and (11)</quote>;</text></paragraph> 
<paragraph id="H34AF0E3866C74E98ABEA678A366B0B37"><enum>(3)</enum><text>in paragraph (7)(E), by inserting <quote>paragraph (10),</quote> after <quote>paragraph (8),</quote>; and</text></paragraph> <paragraph id="HA62A153665204C54A8BF6AF35310915C"><enum>(4)</enum><text>by adding at the end the following new paragraph:</text>

<paragraph id="H8146312F19044F5DB383EA9C4DF801FB"><enum>(11)</enum><header>Distribution of additional residency positions</header> 
<subparagraph id="H10D60BD6628140FF90B4107A7D3FFF94"><enum>(A)</enum><header>Additional residency positions</header> 
<clause id="H74379D11B5214647BE811EC516005D0F"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">For each of fiscal years 2026 through 2032 (and succeeding fiscal years if the Secretary determines that there are additional residency positions available to distribute under clause (iv)(II)), the Secretary shall, subject to clause (ii) and subparagraph (D), increase the otherwise applicable resident limit for each qualifying hospital (as defined in subparagraph (H)) that submits a timely application under this subparagraph by such number as the Secretary may approve for portions of cost reporting periods occurring on or after July 1 of the fiscal year of the increase.</text></clause> <clause id="H47E706E40A284F08BD548A0E657C5273"><enum>(ii)</enum><header>Number available for distribution</header><text>For each such fiscal year, the Secretary shall determine the total number of additional residency positions available for distribution under clause (i) in accordance with the following:</text> 
<subclause id="H1EDDCEA4D5014F919683250F53EB7009"><enum>(I)</enum><header>Allocation to hospitals already operating over resident limit</header><text>One-third of such number shall be available for distribution only to hospitals described in subparagraph (B).</text></subclause> <subclause id="HEDC17ED6DDF940A0BD6974121E543154"><enum>(II)</enum><header>Aggregate limitation</header><text>Except as provided in clause (iv)(I), the aggregate number of increases in the otherwise applicable resident limit under this subparagraph shall be equal to 2,000 in each such year.</text></subclause></clause> 
<clause id="H782AABB4D9FF471DB32CBE95934F6CC0"><enum>(iii)</enum><header>Process for distributing positions</header> 
<subclause id="H1715E998ADD744E3BCE5AF5DABC596B7"><enum>(I)</enum><header>Rounds of applications</header><text>The Secretary shall initiate 7 separate rounds of applications for an increase under clause (i), 1 round with respect to each of fiscal years 2026 through 2032.</text></subclause> <subclause id="HF210F4BDAC4D4E83863DE0C2F7C4AA59"><enum>(II)</enum><header>Number available</header><text>In each of such rounds, the aggregate number of positions available for distribution in the fiscal year under clause (ii) shall be distributed, plus any additional positions available under clause (iv).</text></subclause> 
<subclause id="HAAE60F56CAE94EDE8F8005FE9EBECCB6"><enum>(III)</enum><header>Timing</header><text>The Secretary shall notify hospitals of the number of positions distributed to the hospital under this paragraph as a result of an increase in the otherwise applicable resident limit by January 1 of the fiscal year of the increase. Such increase shall be effective for portions of cost reporting periods beginning on or after July 1 of that fiscal year.</text></subclause></clause> <clause id="HDBCB3D9738A246278C87639E776B42DB"><enum>(iv)</enum><header>Positions not distributed during the fiscal year</header> <subclause id="H1A2AEDC1A73E459397183C465137A570"><enum>(I)</enum><header>In general</header><text>If the number of resident full-time equivalent positions distributed under this paragraph in a fiscal year is less than the aggregate number of positions available for distribution in the fiscal year (as described in clause (ii), including after application of this subclause), the difference between such number distributed and such number available for distribution shall be added to the aggregate number of positions available for distribution in the following fiscal year.</text></subclause> 
<subclause id="H2F3594104B534D828A9ECCC84B33B5C8"><enum>(II)</enum><header>Exception if positions not distributed by end of fiscal year 2032</header><text>If the aggregate number of positions distributed under this paragraph during the 7-year period of fiscal years 2026 through 2032 is less than 14,000, the Secretary shall, in accordance with the provisions of clause (ii) and subparagraph (E) and the considerations and priority described in subparagraph (C), conduct an application and distribution process in each subsequent fiscal year until such time as the aggregate amount of positions distributed under this paragraph is equal to 14,000.</text></subclause></clause></subparagraph> <subparagraph id="HE4F0996332AA4EE98BA8B5548B1C57D2"><enum>(B)</enum><header>Allocation of distribution for positions to hospitals already operating over resident limit</header> <clause id="HABCE13879C104B6D887A81A48B4E20E1"><enum>(i)</enum><header>In general</header><text>Subject to clauses (ii) and (iii), in the case of a hospital in which the reference resident level of the hospital (as specified in subparagraph (H)(ii)) is greater than the otherwise applicable resident limit, the increase in the otherwise applicable resident limit under subparagraph (A) for a fiscal year described in such subparagraph shall be an amount equal to the product of the total number of additional residency positions available for distribution under subparagraph (A)(ii)(I) for such fiscal year and the quotient of—</text> 
<subclause id="HBE3E56A1FBAF42E198B529E9D7D141D7"><enum>(I)</enum><text>the number of resident positions by which the reference resident level of the hospital exceeds the otherwise applicable resident limit for the hospital; and</text></subclause> <subclause id="H7140E6695C4145FAB26418FED89CB072"><enum>(II)</enum><text>the number of resident positions by which the reference resident level of all such hospitals with respect to which an application is approved under this paragraph exceeds the otherwise applicable resident limit for such hospitals.</text></subclause></clause> 
<clause id="H7E33943D2C3C45F69A54D33973B5C452"><enum>(ii)</enum><header>Requirements</header><text>A hospital described in clause (i)—</text> <subclause id="HEB4DCDAC05CF4EC18A0522A9E2D3C2A4"><enum>(I)</enum><text>is not eligible for an increase in the otherwise applicable resident limit under this subparagraph unless the amount by which the reference resident level of the hospital exceeds the otherwise applicable resident limit is not less than 10 and the hospital trains at least 25 percent of the full-time equivalent residents of the hospital in primary care and general surgery (as of the date of enactment of this paragraph); and</text></subclause> 
<subclause id="H77A12E9B41934D2FA995DCBAB5D84DD4"><enum>(II)</enum><text>shall continue to train at least 25 percent of the full-time equivalent residents of the hospital in primary care and general surgery for the 5-year period beginning on such date.</text></subclause><continuation-text continuation-text-level="clause">In the case where the Secretary determines that a hospital described in clause (i) no longer meets the requirement of subclause (II), the Secretary may reduce the otherwise applicable resident limit of the hospital by the amount by which such limit was increased under this subparagraph. </continuation-text></clause> <clause id="H2A5C819A10CB489BB976E1262F29B42D"><enum>(iii)</enum><header>Clarification regarding eligibility for other additional residency positions</header><text>Nothing in this subparagraph shall be construed as preventing a hospital described in clause (i) from applying for and receiving additional residency positions under this paragraph that are not reserved for distribution under this subparagraph.</text></clause></subparagraph> 
<subparagraph id="H12B200844ACE4F5FA280BDED002B78EE"><enum>(C)</enum><header>Distribution of other positions</header><text>For purposes of determining an increase in the otherwise applicable resident limit under subparagraph (A) (other than such an increase described in subparagraph (B)), the following shall apply:</text> <clause id="H84DA2E781A654B50987B4D5400C2642F"><enum>(i)</enum><header>Considerations in distribution</header><text>In determining for which hospitals such an increase is provided under subparagraph (A), the Secretary shall take into account the demonstrated likelihood of the hospital filling the positions made available under this paragraph within the first 5 cost reporting periods beginning after the date the increase would be effective, as determined by the Secretary.</text></clause> 
<clause id="HE15E47333A4C48329D1F82D3023C83B1" commented="no"><enum>(ii)</enum><header>Minimum distribution for certain categories of hospitals</header><text display-inline="yes-display-inline">With respect to the aggregate number of such positions available for distribution under this paragraph, the Secretary shall distribute not less than 10 percent of such aggregate number to each of the following categories of hospitals:</text> <subclause id="H2D208E6ED5DF49C0BF38AD4FF6AD0815" commented="no"><enum>(I)</enum><text>Hospitals that—</text> 
<item id="H3F6CE2E0397042CE902079B9974AD669"><enum>(aa)</enum><text>are located in a rural area (as defined in subsection (d)(2)(D)), excluding hospitals that are treated as being located in a rural area pursuant to subsection (d)(8)(E);</text></item> <item id="H5B50268BCF89493D8D9128DB83D2F0A0"><enum>(bb)</enum><text display-inline="yes-display-inline">are located in an area that has a rural-urban commuting code equal to or great than 4.0;</text></item> 
<item id="HED9CD8CD059048F9BA6F22875373825E"><enum>(cc)</enum><text display-inline="yes-display-inline">are sole community hospitals (as defined in subsection (d)(5)(D)(iii));</text></item> <item id="HAC4C555B6D1742BE8A88641EE59424BE"><enum>(dd)</enum><text>are located within 10 miles of a sole community hospital; or</text></item> 
<item id="H4926D85BE3554D8DA689F8155D1DB0EB"><enum>(ee)</enum><text display-inline="yes-display-inline">for fiscal years after fiscal year 2031, have an accredited rural training track (as described in paragraph (4)(H)(iv)).</text></item></subclause> <subclause id="HF65CA8EEA653407687C7A9DB53CC81EC" commented="no"><enum>(II)</enum><text>Hospitals in which the reference resident level of the hospital (as specified in subparagraph (H)(ii)) is greater than the otherwise applicable resident limit.</text></subclause> 
<subclause id="H837BB1C652AA4BDD9137C0EEDAA41ECD" commented="no"><enum>(III)</enum><text>Hospitals in States with—</text> <item id="HD510D51346C24133B0C9D02209C74E81" commented="no"><enum>(aa)</enum><text>new medical schools that received <quote>Candidate School</quote> status from the Liaison Committee on Medical Education or that received <quote>Pre-Accreditation</quote> status from the American Osteopathic Association Commission on Osteopathic College Accreditation on or after January 1, 2000, and that have achieved or continue to progress toward <quote>Full Accreditation</quote> status (as such term is defined by the Liaison Committee on Medical Education) or toward <quote>Accreditation</quote> status (as such term is defined by the American Osteopathic Association Commission on Osteopathic College Accreditation); or</text></item> 
<item id="HB4A9B4C443D244D9AA0FEFDF2531ED48" commented="no"><enum>(bb)</enum><text>additional locations and branch campuses established on or after January 1, 2000, by medical schools with <quote>Full Accreditation</quote> status (as such term is defined by the Liaison Committee on Medical Education) or <quote>Accreditation</quote> status (as such term is defined by the American Osteopathic Association Commission on Osteopathic College Accreditation).</text></item></subclause> <subclause id="HF6072B05D3B74606B5D5A6497521F8C4" commented="no"><enum>(IV)</enum><text>Hospitals that serve areas designated as health professional shortage areas under section 332(a)(1)(A) of the Public Health Service Act, as determined by the Secretary.</text></subclause></clause> 
<clause id="H8CE663A17A9E4EC2A1F7B3C2AF089669"><enum>(iii)</enum><header>Prioritization in distribution to HPSA hospitals</header><text>In distributing positions to a hospital described in clause (ii)(IV), the Secretary shall give priority to hospitals that are affiliated with—</text> <subclause id="H9272B6A6B32D43979EB68A61A70AC82B"><enum>(I)</enum><text>a historically Black medical school (as defined in subparagraph (H)); or</text></subclause> 
<subclause id="HFD3DB3985C49420C82AC1C27F256E742"><enum>(II)</enum><text>any other school listed in section 326(e)(1) of the Higher Education Act of 1965 that establishes a medical college.</text></subclause></clause></subparagraph> <subparagraph id="HEF0D0D5A4D914166896AB27D680599FE" commented="no"><enum>(D)</enum><header>Prohibition on distribution to hospitals without an increase agreement</header><text>No increase in the otherwise applicable resident limit of a hospital may be made under subparagraph (C) unless such hospital agrees to increase the total number of full-time equivalent residency positions under the approved medical residency training program of such hospital by the number of such positions made available by such increase under the subparagraph.</text></subparagraph> 
<subparagraph id="HA2619885967B428EBC6EEABF4D68A8AE" commented="no"><enum>(E)</enum><header>Limitation</header> 
<clause id="HA75BBFEA93EF43E6B875F3E204CCE4A6" commented="no"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">Except as provided in clause (ii), a hospital may not receive more than 75 full-time equivalent additional residency positions in the aggregate under this paragraph, paragraph (9), and paragraph (10) over the period of fiscal years 2026 through 2032.</text></clause> <clause id="H49AB56BAE13B45C3B4C24FBCB4F2D4F9" commented="no"><enum>(ii)</enum><header>Increase in number of additional positions a hospital may receive</header><text>The Secretary shall increase the aggregate number of full-time equivalent additional residency positions a hospital may receive under this paragraph over such period if the Secretary estimates that the number of positions available for distribution under subparagraph (A) exceeds the number of applications approved under such subparagraph over such period.</text></clause></subparagraph> 
<subparagraph id="H2DFD9BDC5C1F43DD9A2D58C8B1047D38"><enum>(F)</enum><header>Application of per resident amounts for primary care and nonprimary care</header><text>With respect to additional residency positions in a hospital attributable to the increase provided under this paragraph, the approved FTE per resident amounts are deemed to be equal to the hospital per resident amounts for primary care and nonprimary care computed under paragraph (2)(D) for that hospital.</text></subparagraph> <subparagraph id="HFB2249DACF7B4B2AB1C60817AB84CE80"><enum>(G)</enum><header>Permitting facilities to apply aggregation rules</header><text>The Secretary shall permit hospitals receiving additional residency positions attributable to the increase provided under this paragraph to, beginning in the fifth year after the effective date of such increase, apply such positions to the limitation amount under paragraph (4)(F) that may be aggregated pursuant to paragraph (4)(H) among members of the same affiliated group.</text></subparagraph> 
<subparagraph id="H092D7096E5B9432299582A49C30F7D5C"><enum>(H)</enum><header>Definitions</header><text>In this paragraph:</text> <clause id="HB0B0528B982848F6BFA9DA4A81BCAF51"><enum>(i)</enum><header>Otherwise applicable resident limit</header><text>The term <term>otherwise applicable resident limit</term> means, with respect to a hospital, the limit otherwise applicable under subparagraphs (F)(i) and (H) of paragraph (4) on the resident level for the hospital determined without regard to this paragraph but taking into account paragraphs (7)(A), (7)(B), (8)(A), (8)(B), (9), (10)(A). and (10)(B).</text></clause> 
<clause id="H0DF49F058B2645559D5D0CEA49F0F2EB"><enum>(ii)</enum><header>Reference resident level</header><text>Except as otherwise provided in subclause (II), the term <term>reference resident level</term> means, with respect to a hospital, the resident level for the most recent cost reporting period of the hospital ending on or before the date of enactment of this paragraph, for which a cost report has been settled (or, if not, submitted (subject to audit)), as determined by the Secretary.</text></clause> <clause id="HCE396F8DA74C4E3EAE76E43D1604819F"><enum>(iii)</enum><header>Resident level</header><text>The term <term>resident level</term> has the meaning given such term in paragraph (7)(C)(i).</text></clause> 
<clause id="H03748D79633742B08A7B7DBE3B59B817" commented="no"><enum>(iv)</enum><header>Qualifying hospital</header><text>The term <term>qualifying hospital</term> means a hospital described in subparagraph (B)(i) or any of subclauses (I) through (IV) of subparagraph (C)(ii).</text></clause> <clause id="HD75E061E56434EC8AEDA08C8E9E60224"><enum>(v)</enum><header>Historically Black medical school</header><text display-inline="yes-display-inline">The term <quote>historically Black medical school</quote> means Howard University College of Medicine, Charles R. Drew University of Medicine and Science, Meharry Medical College, Morehouse School of Medicine, Xavier University Graduate School of Health Sciences and Medical School, and Maryland College of Osteopathic Medicine at Morgan State University.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H8E1DD5C2198645FDABD6556AD773FE2D"><enum>(b)</enum><header>IME</header><text>Section 1886(d)(5)(B) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395ww">42 U.S.C. 1395ww(d)(5)(B)</external-xref>) is amended—</text> <paragraph id="HD3CA574659DB4F9197E65D68B7C19DFA"><enum>(1)</enum><text>in clause (v), in the third sentence, by striking <quote>subsections (h)(7), (h)(8), (h)(9), and (h)(10)</quote> and inserting <quote>subsections (h)(7), (h)(8), (h)(9), (h)(10), and (h)(11)</quote>; and</text></paragraph> 
<paragraph id="H7BB1F89D9AF94F1FB966EB37F547AB78"><enum>(2)</enum><text>by adding after clause (xiii) the following new clause:</text> <quoted-block id="HCD0DE5D1271B4B55BF6BC9E2AC77DE20" style="OLC"> <clause id="HE3909B1DE5CC4217878DC1986B0475E3"><enum>(xiv)</enum><text>For discharges occurring on or after July 1, 2027, insofar as an additional payment amount under this subparagraph is attributable to resident positions distributed to a hospital under subsection (h)(11), the indirect teaching adjustment factor shall be computed in the same manner as provided under clause (ii) with respect to such resident positions.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section> 
<section id="H8891C12073504138B59957AF7ADC97B9"><enum>3.</enum><header>Study and report on strategies for increasing diversity</header> 
<subsection id="HC9811611FA3148DB8B20AA484D89A3C4"><enum>(a)</enum><header>Study</header><text>The Comptroller General of the United States (in this section referred to as the <quote>Comptroller General</quote>) shall conduct a study on strategies for increasing the diversity of the health professional workforce. Such study shall include an analysis of strategies for increasing the number of health professionals from rural, lower income, and underrepresented minority communities, including which strategies are most effective for achieving such goal.</text></subsection> <subsection id="H73863B2768694002B1740DEA4931B485"><enum>(b)</enum><header>Report</header><text>Not later than 2 years after the date of enactment of this Act, the Comptroller General shall submit to Congress a report on the study conducted under subsection (a), together with recommendations for such legislation and administrative action as the Comptroller General determines appropriate.</text></subsection></section> 
<section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H48DB8A814CFD4C2EBE2FA77419A7A388"><enum>4.</enum><header display-inline="yes-display-inline">Rural residency planning and development programs</header><text display-inline="no-display-inline">Title III of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/241">42 U.S.C. 241 et seq.</external-xref>) is amended by inserting after section 330A–2 the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="HACB9EB0EE653437A98B25C0BB5BA302E"> <section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H7A82FEBE78F441A990C372F761261875"><enum>330A–3.</enum><header>Rural residency planning and development program and rural residency planning and development technical assistance program</header> <subsection commented="no" display-inline="no-display-inline" id="H7A251FA962E148159A8E1245B9D106AE"><enum>(a)</enum><header display-inline="yes-display-inline">Definition of rural residency program</header><text>In this section, the term <term>rural residency program</term> means a physician residency program, including a rural track program, accredited by the Accreditation Council for Graduate Medical Education (or a similar body) that—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="H95405C3B31A8412EBF11A1017D200539"><enum>(1)</enum><text display-inline="yes-display-inline">trains residents in rural areas (as defined by the Secretary) for more than 50 percent of the total time of their residency; and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H913A4D95547449B1BEFCA6C3D7FD01E8"><enum>(2)</enum><text display-inline="yes-display-inline">primarily focuses on producing physicians who will practice in rural areas, as defined by the Secretary.</text></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="H878B5001FA974BCE80985DCD42E8D407"><enum>(b)</enum><header display-inline="yes-display-inline">Rural residency planning and development program</header> 
<paragraph commented="no" display-inline="no-display-inline" id="H5C82CBD7A2E94ADDA4B9DB5806CE1A34"><enum>(1)</enum><header display-inline="yes-display-inline">Definition of eligible entity</header><text>In this subsection, the term <term>eligible entity</term>—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H104261F7E09E4441BADA9B2C92040DF4"><enum>(A)</enum><text display-inline="yes-display-inline">means—</text> 
<clause commented="no" display-inline="no-display-inline" id="HB2A899B5739B467985E09F80BEB54896"><enum>(i)</enum><text display-inline="yes-display-inline">a domestic public or private nonprofit or for-profit entity; or</text></clause> <clause commented="no" display-inline="no-display-inline" id="HFB73C9F2D9E240F280A8581C596ADFA4"><enum>(ii)</enum><text display-inline="yes-display-inline">an Indian Tribe or Tribal organization; and</text></clause></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H53B9286E3AE04D499896844587850C7E"><enum>(B)</enum><text>may include faith-based or community-based organizations, rural hospitals, rural community-based ambulatory patient care centers (including rural health clinics), health centers operated by an Indian Tribe, Tribal organization, or urban Indian organization, graduate medical education consortiums (including institutions of higher education, such as schools of allopathic medicine, schools of osteopathic medicine, or historically Black colleges or universities), or other organizations as determined appropriate by the Secretary.</text></subparagraph></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HE41EE98CF18A4141AD6B74105ABD659D"><enum>(2)</enum><header display-inline="yes-display-inline">Grants</header> <subparagraph commented="no" display-inline="no-display-inline" id="HB2AC060D6400451BA45DEF0935B89007"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may award grants to eligible entities to create new rural residency programs (including adding new rural training sites to existing rural track programs).</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H0F12791804A546E38AC97ADEBE06D582"><enum>(B)</enum><header>Funding</header><text display-inline="yes-display-inline">Grants awarded under this subsection may be fully funded at the time of the award.</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H0751E192156043B6963C692976FC30B5"><enum>(C)</enum><header>Term</header><text>The term of a grant under this subsection shall be 3 years and may be extended at the discretion of the Secretary.</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HA6515E56700A4411AFDD4367A6227346"><enum>(3)</enum><header>Applications</header> 
<subparagraph commented="no" display-inline="no-display-inline" id="H1F2897AB85894543995DC37F5DBB6720"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this subsection, an eligible entity shall prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, including a description of the pathway of the rural residency program as described in subparagraph (B).</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H3EC3DBD82B7F42FAAA0F945F48D1D24B"><enum>(B)</enum><header>Pathway</header><text>A pathway of a rural residency program supported under this subsection shall be for—</text> 
<clause commented="no" display-inline="no-display-inline" id="HEF40E1C6139049E294C96CD8F44C5039"><enum>(i)</enum><text display-inline="yes-display-inline">general primary care and high-need specialty care, including family medicine, internal medicine, preventive medicine, psychiatry, or general surgery;</text></clause> <clause commented="no" display-inline="no-display-inline" id="H33400480C9EF4DD9BBF17AE50ADE1942"><enum>(ii)</enum><text>maternal health and obstetrics, which may be obstetrics and gynecology or family medicine with enhanced obstetrical training; or</text></clause> 
<clause commented="no" display-inline="no-display-inline" id="H0DCB7D47268E488EAA8233B3CC525ACF"><enum>(iii)</enum><text>any other pathway as determined appropriate by the Secretary.</text></clause></subparagraph></paragraph></subsection> <subsection id="H308DFB3EF86C4FFBA7A55E6B9068C1CC"><enum>(c)</enum><header>Rural residency planning and development technical assistance program</header> <paragraph id="HF9A5831598EE4A2AA3877FE7856CF461"><enum>(1)</enum><header>Definition of eligible entity</header><text>In this subsection, the term <term>eligible entity</term> means—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H6A9668B7CB50461EA6A9E079DE168A66"><enum>(A)</enum><text display-inline="yes-display-inline">a domestic public or private nonprofit or for-profit entity; or</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H0D27C047A15349BB83FD975B4E9CEF97"><enum>(B)</enum><text display-inline="yes-display-inline">an Indian Tribe or Tribal organization.</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H8B61FE5209734F4BA5DEC00D544E7967"><enum>(2)</enum><header display-inline="yes-display-inline">Grants</header> 
<subparagraph commented="no" display-inline="no-display-inline" id="H12A2DB32379342AF836184FC851B4C50"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>The Secretary may award grants to eligible entities to provide technical assistance to awardees of and potential applicants of the program described in subsection (b).</text></subparagraph> <subparagraph id="H58E4C78A97E24AEF8E7BB5C88FA1E454" commented="no"><enum>(B)</enum><header>Funding</header><text>Grants awarded under this subsection may be fully funded at the time of the award.</text></subparagraph> 
<subparagraph id="H04D72C3515E64AC19E2C2AE311525639" commented="no"><enum>(C)</enum><header>Term</header><text>The term of a grant under this subsection shall be 4 years and may be extended at the discretion of the Secretary.</text></subparagraph></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H4141B3B3881E44B8A21339F79031D4D2"><enum>(3)</enum><header>Applications</header><text>To be eligible to receive a grant under this subsection, an eligible entity shall prepare and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HA9DFB9185EC0481DBB7DBC1BFFB4BDE0"><enum>(d)</enum><header>Authorization of appropriations</header> 
<paragraph commented="no" display-inline="no-display-inline" id="HEEBD5509ED2B4BED8B39279A20363B59"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $12,700,000 for each of fiscal years 2026 through 2030.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H1DD33D43E3054EF2984D2683FB02D13D"><enum>(2)</enum><header>Availability</header><text display-inline="yes-display-inline">Any amounts appropriated under paragraph (1) shall remain available to the Secretary until expended.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section>
