<section id="H943254D8AB8D441C94B90C5EF61B7190" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be known as the <quote><short-title>LIHEAP Staffing Support Act</short-title></quote>. </text></section> <section id="H66855B715B5E4858A8A76884C238466D"><enum>2.</enum><header>Minimum staffing requirements for low-income home energy assistance</header><text display-inline="no-display-inline">The Low-Income Home Energy Assistance Act of 1981 (<external-xref legal-doc="usc" parsable-cite="usc/42/8621">42 U.S.C. 8621 et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="HEB5863AA60DF40719B77C4D4D8539E6E"><enum>2613.</enum><header>Staffing</header> 
<subsection id="HCDAF793F21DE43838878F36E53BA499B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall employ at least 20 staff who carry out this title.</text></subsection> <subsection id="H6E9E3FB25659496B89431770A0D0B6A0"><enum>(b)</enum><header>Limitation on employment of contractors</header><text>Except as provided in subsection (c)(2), no more than 40 percent of staff who carry out this title may be contractors.</text> </subsection> 
<subsection id="HA0D9604E34404E5686B981A4042DC14B"><enum>(c)</enum><header>Emergency staffing</header> 
<paragraph id="H1AA88101FFC545C8B7AD92F4D21932D8"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In the case of an emergency determined under section 2603(1)(C), (E), (F), or (G), the Secretary shall employ at least 30 staff who carry out this title during the period—</text> <subparagraph id="H07AD5391438644FCBD98152FB01D29AB"><enum>(A)</enum><text display-inline="yes-display-inline">beginning not later than 45 days after the date of such determination; and</text></subparagraph> 
<subparagraph id="H60F548133CAA48E2AB43A25120D83A32"><enum>(B)</enum><text>ending no earlier than 180 days after the date of such determination.</text></subparagraph></paragraph> <paragraph id="H7B2684BEA54C4E6DA5D8C8AAF2B3A8A7"><enum>(2)</enum><header>Employment of contractors</header><text display-inline="yes-display-inline">The Secretary may hire contractors to comply with the requirements of paragraph (1) in a number that exceeds the limitation set forth in subsection (b).</text> </paragraph></subsection> </section><after-quoted-block>.</after-quoted-block></quoted-block> </section>
