which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name>, and in addition to the Committees on <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, and <committee-name committee-id="HWM00">Ways and Means</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Dingell-Johnson Sport Fish Restoration Act with respect to sport fish restoration and recreational boating safety, and for other purposes.</official-title></form><legis-body id="HC38BD0DA0E72415CB93917F454249045" style="OLC"><section id="H7516C92D30684C06834D047250EF9DD7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sport Fish Restoration, Recreational Boating Safety, and Wildlife Restoration Act of 2025</short-title></quote>.</text></section><section id="H1F7ADC2D248D4938B3EC21B6542B09D1"><enum>2.</enum><header>Division of annual appropriations</header><text display-inline="no-display-inline">Section 4 of the Dingell-Johnson Sport Fish Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/777c">16 U.S.C. 777c</external-xref>) is amended—</text><paragraph id="HA6CB93765EBC4F62994FF1600284C4A2"><enum>(1)</enum><text>in subsection (a) by striking <quote>2026</quote> and inserting <quote>2031</quote>; and</text></paragraph><paragraph id="H7466A6D5EA3D4DA2AA5A0C04B70CDC69"><enum>(2)</enum><text>in subsection (b)—</text><subparagraph id="H11F5ADF60C894A8A91B6383E9ABF200B"><enum>(A)</enum><text>in paragraph (1)(A) by striking <quote>2026</quote> and inserting <quote>2031</quote>; and</text></subparagraph><subparagraph id="H79566AC710214C32A56A05CDF02C3396"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (2)(A), by striking <quote>2026</quote> and inserting <quote>2031</quote>.</text></subparagraph></paragraph></section><section id="H25E04D5CBB3B4617AFA2F24EBB2AFB65"><enum>3.</enum><header>Funding for interstate fisheries commission activities</header><text display-inline="no-display-inline">Section 14(e) of the Dingell-Johnson Sport Fish Restoration Act (<external-xref legal-doc="usc" parsable-cite="usc/16/777m">16 U.S.C. 777m(e)</external-xref>) is amended—</text><paragraph id="H6117F3C6ECE4423891240B4C85F42FE1" commented="no"><enum>(1)</enum><text>by striking <quote>Not more than $1,200,000 of each</quote> and inserting <quote>Each</quote>; and</text></paragraph><paragraph id="HD974AF9C002F43E9B1953D2DBACCA8A1"><enum>(2)</enum><text>in paragraph (1), by striking <quote>$200,000</quote> and inserting <quote>The greater amount of either 0.0375 percent of such appropriation or $200,000</quote>.</text></paragraph></section><section id="H79F4EE48D1414783BDD0E2FF584C460E" commented="no"><enum>4.</enum><header>Boating infrastructure priorities</header><text display-inline="no-display-inline">Section 7404 of the Sportfishing and Boating Safety Act of 1998 (<external-xref legal-doc="usc" parsable-cite="usc/16/777g-1">16 U.S.C. 777g–1</external-xref>) is amended—</text><paragraph id="H5E297EF8992045CAA76F5E6F92660C59" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (d)(2)—</text><subparagraph id="HED187377C552495D89DFFBB105A6DF71" commented="no"><enum>(A)</enum><text>subparagraph (B) by striking <quote>and</quote>;</text></subparagraph><subparagraph id="H1F6BEF4DBAA54FFF9C795EA38F9EA27E" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">in subparagraph (C) by striking the period and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="HA6DC0E7DA4A241F2B4992B3EB319540D" commented="no"><enum>(C)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="H558CD8BB8D0243CDA8CFC7EEF9818ACA" display-inline="no-display-inline"><subparagraph id="HF2EFA96BB2FC460DAA9EF7E203A5C599" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">consist of the construction, renovation, or maintenance of alternative fuel facilities or transportation of alternative marine fuels to marine fuel facility for use by transient nontrailerable recreational vessels.</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H6830049EF1C4402AADECB7E8169F23C4" commented="no"><enum>(2)</enum><text>in subsection (e)—</text><subparagraph id="H1613E68A90B0442AB48B0FDCC5A71D1E" commented="no"><enum>(A)</enum><text>in paragraph (2) by striking <quote>and</quote>;</text></subparagraph><subparagraph id="H20667CB382B5422197B824216D45C1D7" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (3) by striking the period and inserting a semicolon; and</text></subparagraph><subparagraph id="H958FDA9812FE474EAAAFB3BCC7433C7F" commented="no"><enum>(C)</enum><text>by inserting after paragraph (3) the following:</text><quoted-block style="OLC" id="H62444FD26493450188AB777445F4DE1D" display-inline="no-display-inline"><paragraph id="HA89564E48C3D4535A22197EA7990D595" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline"><quote>alternative fuel station facility</quote> means a facility that has a bulk fuel storage tank to dispense drop-in alternative marine fuels into marine vessels;</text></paragraph><paragraph id="HC7202819106D4D388EFA368276333F98" commented="no"><enum>(5)</enum><text display-inline="yes-display-inline"><quote>alternative marine fuels</quote> means motor fuels derived from cooking oil waste, animal fats, plant-based materials or other production methods that meet the requirements of a drop-in fuel for gasoline or diesel marine engines;</text></paragraph><paragraph id="HC499C0757C64420B8B76ECFB47D9A7AB" commented="no"><enum>(6)</enum><text display-inline="yes-display-inline"><quote>drop-in fuels</quote> means finished gasoline with renewable content of at least 12.5 percent by volume not exceeding 3.7 percent oxygen by weight for use in marine applications meeting ASTM D4814 specifications. Renewable diesel up to 100 percent by volume and biodiesel blends up to 5 percent by volume meeting ASTM D975 paraffinic fuel specifications; and</text></paragraph><paragraph id="H158A36817A7F48DDB3577171D62A4073" commented="no"><enum>(7)</enum><text display-inline="yes-display-inline"><quote>facility</quote> means an alternative marine fuel station.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="HD2FAE3EA60A9497F900F150131563A0D"><enum>5.</enum><header>Three Percent Rate for Portable, Electronically-Aerated Bait Containers</header><subsection id="HB0913F0815F841D088967C86F40BB76C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/4161">Section 4161(a)</external-xref> of the Internal Revenue Code of 1986 is amended by redesignating paragraph (4) as paragraph (5) and by inserting after paragraph (3) the following new paragraph:</text><quoted-block style="OLC" id="H9D7ED66D61F14B40A653B1BC0000247B" display-inline="no-display-inline"><paragraph id="H64BDB1FA16AA4EA2B709B9038A081F51"><enum>(4)</enum><header>3 percent rate for portable, electronically-aerated bait containers</header><text display-inline="yes-display-inline">In the case of portable, electronically aerated bait containers, paragraph (1) shall be applied by substituting <quote>3 percent</quote> for <quote>10 percent</quote>.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HFDA8814CE85E413BBE565F351AB36524"><enum>(b)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply to articles sold by the manufacturer, producer, or importer after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
