<section id="H01B9AB9466BF4722BBB0E01B2A96D6E2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>SBIR/STTR Pilot Extension Act</short-title></quote>.</text> </section> <section id="HD89AB364EF76456F8B348351F379DB54"><enum>2.</enum><header>Extend and expand the direct to Phase II authority</header><text display-inline="no-display-inline">Section 9 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638</external-xref>) is amended—</text> 
<paragraph id="H842D16D0B6A245118F3A81BAE5E012A6"><enum>(1)</enum><text>by designating the text of subsection (cc) as paragraph (1); and</text></paragraph> <paragraph id="HB37A5D15A02D4A86943828F8DE1511F9"><enum>(2)</enum><text>in subsection (cc)—</text> 
<subparagraph id="HF80E8A81D2B3447385508C19CF5EE405"><enum>(A)</enum><text>by striking <quote>2012 through 2025</quote> and inserting <quote>2012 through 2030</quote>;</text></subparagraph> <subparagraph id="H013363D7CC6440B39AD4FEADA6494732"><enum>(B)</enum><text>by striking <quote>the National Institutes of Health, the Department of Defense, and the Department of Education may each</quote> and inserting <quote>each Federal agency required to carry out an SBIR program may</quote>; and</text></subparagraph> 
<subparagraph id="H2542F415C2844E249C63E437B115AB8F"><enum>(C)</enum><text>by adding at the end the following new paragraphs:</text> <quoted-block id="H9F7761970EC24CC295C0AC2D9F933C2C" style="OLC"> <paragraph id="H4065B2E1DAE24D3A8D45EBCA433FA046"><enum>(2)</enum><header>Limitation</header><text>The total value of awards provided by a Federal agency under this subsection in a fiscal year shall be—</text> 
<subparagraph id="H5DC143C976FF4F16B86394507EFCBDB6"><enum>(A)</enum><text>except as provided in subparagraph (B), not more than 10 percent of the total funds allocated to the SBIR program of the Federal agency during that fiscal year; and</text></subparagraph> <subparagraph id="H3B727668A693456BBB3313E345DED014"><enum>(B)</enum><text>with respect to the National Institutes of Health, not more than 15 percent of the total funds allocated to the SBIR program of the National Institutes of Health during that fiscal year.</text></subparagraph></paragraph> 
<paragraph id="H2BB8A83C90844EAEAF68098CDCDE8A29"><enum>(3)</enum><header>Report</header><text>Each head of a Federal agency that exercises the authority under this subsection shall include in the next report submitted by such Federal agency under (g)(9) following such exercise the number and amount of awards provided under this subsection by such Federal agency in the period covered by such report.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section> <section id="H929657E02F9543A58A9BCF7FF6034C46"><enum>3.</enum><header>Extend commercialization readiness program for civilian agencies</header><text display-inline="no-display-inline">Section 9(gg) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638(gg)</external-xref>) is amended—</text> 
<paragraph id="HEF92297A77DA4A1795E0E684B86F916F"><enum>(1)</enum><text>in the heading, by striking <quote><header-in-text level="subsection" style="OLC">Pilot</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Civilian agencies commercialization readiness</header-in-text></quote>;</text></paragraph> <paragraph id="H1A3BFE90851F4A3FBB343C18A2011935"><enum>(2)</enum><text>by striking <quote>pilot program</quote> each place it appears and inserting <quote>covered program</quote>; and</text></paragraph> 
<paragraph id="H322FF08DA8924AFD88CCDB7494C7AF09"><enum>(3)</enum><text>by striking <quote>fiscal year 2025</quote> and inserting <quote>fiscal year 2030</quote>.</text></paragraph></section> <section id="H66CFC157636F482B95113ADBDF429A3F" section-type="subsequent-section"><enum>4.</enum><header>Extension of certain SBIR and STTR pilot programs</header> <subsection id="HEF9B391545884327A586BDDA74780FAF"><enum>(a)</enum><header>Phase 0 proof of concept partnership program</header><text>Section 9(jj)(7) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638(jj)(7)</external-xref>) is amended by striking <quote>at the end of fiscal year 2025</quote> and inserting <quote>on September 30, 2030</quote>.</text></subsection> 
<subsection id="H8DA7171C08A6421F9520E4A09660509A"><enum>(b)</enum><header>Commercialization assistance pilot programs</header><text>Section 9(uu)(3) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638(uu)(3)</external-xref>) is amended by striking <quote>September 30, 2025</quote> and inserting <quote>September 30, 2030</quote>.</text></subsection></section> </legis-body></bill>
