R. 3814</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250606">June 6, 2025</action-date><action-desc><sponsor name-id="H001103">Mr. Hernández</sponsor> (for himself and <cosponsor name-id="H001068">Mr. Huffman</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Comptroller General of the United States to conduct a study on the effects of coastal erosion on tourism and other businesses in Puerto Rico, and for other purposes.</official-title></form><legis-body id="H81709C0F00204AD494C9FB13CC62B051" style="OLC"><section id="HB26C28B3C0B74D11BD2FAB5BA621C4A3" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Puerto Rico Business &amp; Economic Assessment of Coastal Hazards and Erosion Study Act</short-title></quote> or the <quote><short-title>Puerto Rico BEACHES Act</short-title></quote>.</text></section><section id="H92347B912233414A86980A128614AA83" section-type="subsequent-section"><enum>2.</enum><header>Study on coastal erosion</header><subsection id="H2A6C8A0E94D740C9B4A680220BD4874F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Comptroller General of the United States shall conduct a study, and submit to Congress a report thereon, on the effects of erosion, including the loss of beaches, dunes, and wetlands, on tourism, fisheries, and businesses, throughout coastal areas in Puerto Rico.</text></subsection><subsection id="HD32FCA738A52476AB53556E9592F0A10"><enum>(b)</enum><header>Coordination and consultation</header><text display-inline="yes-display-inline">In conducting the study required under subsection (a), the Comptroller General shall coordinate and consult with relevant local agencies, including the Puerto Rico Department of Natural and Environmental Resources, the Puerto Rico Department of Economic Development, and the Puerto Rico Tourism Company.</text></subsection><subsection id="H8098809393F4472DA3DE24C2124310AE"><enum>(c)</enum><header>Requirements</header><text>The Comptroller General shall include in the report submitted under subsection (a) any recommendations—</text><paragraph id="H974C7050107E47AE8662B0291510D34C"><enum>(1)</enum><text>on how to ameliorate any environmental factors that may be affecting businesses in the areas described in subsection (a); and</text></paragraph><paragraph id="HD532579EC39E4FA294D12B5D346362AD"><enum>(2)</enum><text>to address any challenges experienced by industries as a result of erosion in coastal areas.</text></paragraph></subsection><subsection id="HA275018FC472483BAABC1AE9360D1FD7"><enum>(d)</enum><header>Coastal area defined</header><text display-inline="yes-display-inline">In this section, the term <term>coastal area</term> means a marine or freshwater area within or adjacent to a coastal State, including—</text><paragraph id="H8DC12960470247A69E3F64173090C967"><enum>(1)</enum><text>a coastal wetland or watershed;</text></paragraph><paragraph id="H6FEEC7090FB84A25B06EBAD3B1DA96CC"><enum>(2)</enum><text>coastal water;</text></paragraph><paragraph id="H35CB797735C54C06B1BF8B976C81A162"><enum>(3)</enum><text>a coastal bay;</text></paragraph><paragraph id="H05ABCA951A1A4C86B129199FFEE55A77"><enum>(4)</enum><text>a coastline; and</text></paragraph><paragraph id="H303E0E274EC44D9CA477CCCD5C36A023"><enum>(5)</enum><text>an estuary and associated upland.</text></paragraph></subsection></section></legis-body></bill>
