<section id="H7121A608A62D4F7A9B1CA4062C13858C" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Weather Workforce Improvement Act</short-title></quote>.</text></section> 
<section id="HB0DAC7D28EA94FB786EB39D90DE91139"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text> <paragraph id="HA51C7C055F9647689E232A292AD0EDE9"><enum>(1)</enum><text>accurate and timely weather forecasting is of vital importance;</text></paragraph> 
<paragraph id="H6EC381B86D114F8792C6ACF2A5BF13E9"><enum>(2)</enum><text>employees of the National Weather Service, particularly employees responsible for the regular launching of weather balloons, are critical for public safety; and</text></paragraph> <paragraph id="H33B10E78DAD8428A9915D5F925B71CB0"><enum>(3)</enum><text>staffing positions relating to the regular launching of weather balloons should be prioritized and categorized as critical for public safety.</text></paragraph></section> 
<section id="HBE5B58C277124331A82F28C6C43D7D31"><enum>3.</enum><header>Staffing for positions of public safety at the National Weather Service</header> 
<subsection id="H6EAC28456EEB4AAAA56AFC2D5D5A1B9A"><enum>(a)</enum><header>Direct hire authority</header><text display-inline="yes-display-inline">The Director of the National Weather Service may appoint, without regard to the provisions of subchapter I of chapter 33 (other than sections 3303, 3307, and 3328 of such chapter) of title 5, United States Code, qualified candidates to any of the following positions to satisfy critical staffing needs and fill vacancies at the Service:</text> <paragraph id="H1F11E944FECE47EF905E39176274F3C2"><enum>(1)</enum><text display-inline="yes-display-inline">Employees performing public safety mission functions, including the following:</text> 
<subparagraph id="HD0BCEC7471194DC5BA6396D0020EFCDC"><enum>(A)</enum><text>Meteorologists (classification series 1340).</text></subparagraph> <subparagraph id="HDBDC7784F4C14DC2A36FA844C18CCF17"><enum>(B)</enum><text>General physical scientists (classification series 1301).</text></subparagraph> 
<subparagraph id="HCD4C93A5FFB444BCAB814A58E41944B7"><enum>(C)</enum><text>Hydrologists (classification series 1315).</text></subparagraph> <subparagraph id="H9166510B0DA14B4B9810AE946E4B00D0"><enum>(D)</enum><text>Computer specialists (classification series 334).</text></subparagraph> 
<subparagraph id="H57231F555373447E8045D7160985990B"><enum>(E)</enum><text>Electronic technicians (classification series 856).</text></subparagraph></paragraph> <paragraph id="HAFCF2AF8AD984F1696FB5FE4CD5C8825"><enum>(2)</enum><text>Other positions for which primary responsibilities include equipment operations, maintenance, and analysis, information technology, or engineering.</text></paragraph></subsection> 
<subsection id="H50ED6F4CDF4745ED9B39EE9748A9D25E"><enum>(b)</enum><header>Sunset</header><text>The authority under subsection (a) shall expire on the earlier of—</text> <paragraph id="HB95A4257124D4244B569F281A3E6CDA1"><enum>(1)</enum><text display-inline="yes-display-inline">the date that is 2 years after the date of the enactment of this Act; or</text></paragraph> 
<paragraph id="H271DA98058964873B788258113499440"><enum>(2)</enum><text>the date on which all positions to satisfy to critical staffing needs and vacancies have been filled.</text></paragraph></subsection> <subsection id="H0286A153CE264311B04677109D4784E9" commented="no"><enum>(c)</enum><header>National Weather Service public safety designation</header><text>The Director of the Office of Personal Management shall designate the positions specified in subsection (a) as pertaining to public safety.</text></subsection> 
<subsection id="H1381AA171733453D805841667D1B195A"><enum>(d)</enum><header>National Weather Service public safety priority; workforce assessment</header> 
<paragraph id="HDA9961FC6DD4403390627880B330D3C0"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Title I of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8511">15 U.S.C. 8511 et seq.</external-xref>), is amended—</text> <subparagraph id="HE8125A65053C4DFA90ED50C7A97C33CE"><enum>(A)</enum><text display-inline="yes-display-inline">in section 101 (<external-xref legal-doc="usc" parsable-cite="usc/15/8511">15 U.S.C. 8511</external-xref>), by adding at the end the following new sentence: <quote>The Under Secretary shall ensure the National Oceanic and Atmospheric Administration remains focused on providing accurate and timely weather forecasts that protect lives and property and enhance the national economy by disseminating to the public and core partners through nimble, flexible, and mobile methods critical weather information and impact-based decision support services.</quote>;</text> </subparagraph> 
<subparagraph id="H12690F2CB8F64D3D9F1AC077CD45AEAB"><enum>(B)</enum><text>by redesignating section 110 (<external-xref legal-doc="usc" parsable-cite="usc/15/8519">15 U.S.C. 8519</external-xref>), as section 111; and</text></subparagraph> <subparagraph id="HAEFD37E3E26A46AC83A78717AA95A648"><enum>(C)</enum><text display-inline="yes-display-inline">by inserting after section 109, the following new section:</text>

<section id="H7E6CB576835C41B8A1136E7A23DF34D6"><enum>110.</enum><header>National Weather Service workforce assessment</header> 
<subsection id="H0FBEA2BB25424FF0A1717688A470A141"><enum>(a)</enum><header>Hiring assessment</header> 
<paragraph id="HDB285C1969554A2789CC682079BC0B76"><enum>(1)</enum><header>In general</header><text>Not later than 1 year after the date of the enactment of this section and annually thereafter, the Director of the National Weather Service shall submit to the Under Secretary, the Committee on Science, Space, and Technology of the House of Representatives, and the Committee on Commerce, Science, and Transportation of the Senate an assessment of the milestones, timelines, and service level expectations required for the hiring and timely on-boarding of employees of the National Weather Service.</text> </paragraph> <paragraph id="HA1365BB457FD4A5A95B10205C474EF77"><enum>(2)</enum><header>Elements</header><text>Each assessment under paragraph (1) may include determinations of the number of employees of the National Weather Service required at each forecasting office to provide services to protect lives and property and enhance the national economy in the geographic region of responsibility.</text> </paragraph></subsection> 
<subsection id="H97BCDDDE061546B382EDF06B23CBE01D"><enum>(b)</enum><header>Health and morale assessment</header> 
<paragraph id="HB8EC49EAB0C34D538FC202CAAC05C13A"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this section and annually thereafter, the Director of the National Weather Service shall submit to the Committee on Science, Space, and Technology of the House of Representatives, and the Committee on Commerce, Science, and Transportation of the Senate an assessment of medical impacts, including stress and long-term health impacts, on employees of the National Weather Service, including such employees’ morale, related to required rotating shift work.</text></paragraph> <paragraph id="H72844B5F9346495481D8C40ECE904053"><enum>(2)</enum><header>Coordination</header><text display-inline="yes-display-inline">The Director of the National Weather Service is authorized to enter into a contract with a private sector entity to conduct the assessment required under paragraph (1).</text></paragraph> 
<paragraph id="HF7E05D0B8DC741349562810DB31B46BE"><enum>(3)</enum><header>Elements</header><text display-inline="yes-display-inline">Each assessment under paragraph (1) may include the following:</text> <subparagraph id="H96A9157B125043F8B711957D54715C97"><enum>(A)</enum><text>Options for mitigating the impacts on employees identified in each such assessment.</text></subparagraph> 
<subparagraph id="HB521B7F76FDA41679D1FB3A4894C9A7C"><enum>(B)</enum><text>Recommendations for improving benefits related to required rotating shift work.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="H7CC78378AE604D3183FBD453CCCDE9DD"><enum>(2)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of contents in section 1(b) of Weather Research and Forecasting Innovation Act of 2017 is amended by striking the item relating to section 110 and inserting the following new items:</text>
