<section id="HF1353B7BB2764F088117CC40A224B536" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fostering Operational Readiness through Continuous Evaluation of Fitness with Integrated Technology Act</short-title></quote> or the <quote><short-title>FORCE-FIT Act</short-title></quote>.</text></section>
<section id="H96394749F56E4131BAD30CDDB61A07CF"><enum>2.</enum><header>Continuous glucose monitoring pilot program</header> 
<subsection id="H6222F9BC65A04CFFA2DCEE49FD0C4EE4"><enum>(a)</enum><header>Pilot program</header><text display-inline="yes-display-inline">The Secretary of Defense shall carry out a pilot program under the TRICARE program under which the Secretary provides covered members with continuous glucose monitoring technology to assess the effects of real-time metabolic health tracking and early intervention on improving—</text> <paragraph id="HA799198F666B460FAE6F8169B2AEFBD5"><enum>(1)</enum><text>the health of the members; and</text></paragraph> 
<paragraph id="H8E58D5F36C814E96A2EEC3937984519E"><enum>(2)</enum><text display-inline="yes-display-inline">force readiness.</text></paragraph></subsection> <subsection id="HF9E8E0E82A6047DFAD07CF42BE47797C"><enum>(b)</enum><header>Participation</header><text display-inline="yes-display-inline">The Secretary shall require a covered member to participate in the pilot program under subsection (a) if the Secretary identifies the member as being in either the Partially Medically Ready category or the Not Medically Ready category of the Individual Medical Readiness program.</text> </subsection> 
<subsection id="H88DCBF0BDC6742E9B9574F6F4E2001FA"><enum>(c)</enum><header>Data</header> 
<paragraph id="HE0D7CF9BFD30473DB4724D99D0B061F8"><enum>(1)</enum><header>Exclusive uses</header><text display-inline="yes-display-inline">The Secretary may use the health information of a covered member collected under the pilot program under subsection (a) only for the purposes of—</text> <subparagraph id="H4F100114F3BD425C8ECF25B43EC1B2FC"><enum>(A)</enum><text>carrying out the pilot program, including with respect to furnishing information to the Comptroller General of the United States pursuant to subsection (g)(1);</text></subparagraph> 
<subparagraph id="HBF651F7FCE654853838D350DEE82C367"><enum>(B)</enum><text>providing health care, including preventative care, to the member pursuant to <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/55">chapter 55</external-xref> of title 10, United States Code; and</text></subparagraph> <subparagraph id="HF956B884841E438FB2FC191EAF5359F2"><enum>(C)</enum><text>conducting the Individual Medical Readiness program.</text></subparagraph></paragraph> 
<paragraph id="H75272CC116DF44AAA3FE848D41ECFC4E"><enum>(2)</enum><header>No use for medical discharges</header><text display-inline="yes-display-inline">The Secretary may not use the health information of a covered member collected under the pilot program under subsection (a) in separating or discharging the member from the Armed Forces under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/61">chapter 61</external-xref> of title 10, United States Code.</text></paragraph> <paragraph id="H79191084DD0946428C0FFF90074233A4" commented="no"><enum>(3)</enum><header>Prohibition on nongovernmental use</header><text display-inline="yes-display-inline">A nongovernmental entity that provides continuous glucose monitoring technology under the pilot program under subsection (a), or otherwise provides services under the pilot program, may not—</text> 
<subparagraph id="H9513F53D325840E99206F394E9966525" commented="no"><enum>(A)</enum><text>retain any rights to health information of a covered member collected under the pilot program;</text></subparagraph> <subparagraph id="H37F594E636A94F488FAF302C3CD08146" commented="no"><enum>(B)</enum><text>use such information except as authorized by this section; and</text></subparagraph> 
<subparagraph id="H527C12AD3AFB4A58AF1D43333B5E0DA6" commented="no"><enum>(C)</enum><text>may not retain such information after such authorized use is completed.</text> </subparagraph></paragraph></subsection> <subsection id="HF97CD58066EF4BE49B3916AD9CB9E34D"><enum>(d)</enum><header>Provision of information and services</header><text display-inline="yes-display-inline">The Secretary shall provide covered members participating in the pilot program under subsection (a) with—</text> 
<paragraph id="H8BFDFB0D5E4044E08F6E2DCE4DC2B7B8"><enum>(1)</enum><text>information regarding metabolic health awareness; and</text></paragraph> <paragraph id="HA98E593420D44803951868065FB4E85F"><enum>(2)</enum><text>education and services to improve force readiness.</text></paragraph></subsection> 
<subsection id="H08AD41E811004FA185001ECDD1D0117A"><enum>(e)</enum><header>Training</header><text>The Secretary shall—</text> <paragraph id="HEB1E5B3E01034851B5996CA833BA6545"><enum>(1)</enum><text>provide medical professionals of the military departments with in-person training on the background, procedures, and reporting requirements of the pilot program under subsection (a); and</text></paragraph> 
<paragraph id="HC3D3363D5CF94C43A8B5818D884816AC"><enum>(2)</enum><text>establish shared educational resources and training materials that may be used by all the military departments.</text></paragraph></subsection> <subsection id="HFF53E401F5D04CCB84B398F3C596E834"><enum>(f)</enum><header>Duration</header><text display-inline="yes-display-inline">The Secretary shall carry out the pilot program under subsection (a) for a five-year period.</text></subsection> 
<subsection id="HF1BCDFAFBBBA4E539CACA9BBC0B5CA21"><enum>(g)</enum><header>Reports</header> 
<paragraph id="H4C1F522654EC4E42B37EB8800E3AFF0F"><enum>(1)</enum><header>Comptroller General</header> 
<subparagraph id="H5128B018FB6E4A2598DFF10284AD7B92"><enum>(A)</enum><header>Initial</header><text display-inline="yes-display-inline">Not later than three years after the date on which the Secretary commences the pilot program under subsection (a), the Comptroller General of the United States shall submit to the Committees on Armed Services of the House of Representatives and the Senate a report on the pilot program, including—</text> <clause id="H96F2272FC5484CF6A80F1996D8186364"><enum>(i)</enum><text>a comparison of the rates of members in the Partially Medically Ready category or the Not Medically Ready category of the Individual Medical Readiness program during 2025 and during the third year in which the pilot program is carried out; and</text></clause> 
<clause id="H03792282A77747A5AF3E3824730C885D" commented="no"><enum>(ii)</enum><text>recommendations to improve the pilot program.</text></clause></subparagraph> <subparagraph id="H914FABC190A24250AC8FC1CA24BE7D0C"><enum>(B)</enum><header>Final</header><text display-inline="yes-display-inline">Not later than five years after the date on which the Secretary commences the pilot program under subsection (a), the Comptroller General shall submit to the Committees on Armed Services of the House of Representatives and the Senate a report on the pilot program, including—</text> 
<clause id="HADF68D5871A244C780B9F0923685457E"><enum>(i)</enum><text>an assessment of the effectiveness of the recommendations under subparagraph (A)(ii); and</text></clause> <clause id="HA90577781F0D46DC8570BE217CB0F55D"><enum>(ii)</enum><text>a determination by the Comptroller General regarding whether the pilot program should be extended.</text></clause></subparagraph></paragraph> 
<paragraph id="HFEECC8B61634411596FF7938D0132CC6"><enum>(2)</enum><header>DOD</header><text display-inline="yes-display-inline">Not later than five years after the date on which the Secretary commences the pilot program under subsection (a), the Secretary shall submit to the Committees on Armed Services of the House of Representatives and the Senate a report on the pilot program, including—</text> <subparagraph id="H07135CDFAB3143BE88E5914DFE33DA5F"><enum>(A)</enum><text>data regarding the use and efficacy of the pilot program;</text></subparagraph> 
<subparagraph id="H661735E5A50E4A9EB45885BCEECFF5E7"><enum>(B)</enum><text>how the pilot program affected force readiness; and</text></subparagraph> <subparagraph id="HD8182E9D33614344BF88F51178E669DA"><enum>(C)</enum><text>any recommendations by the Secretary to improve the pilot program.</text></subparagraph></paragraph></subsection> 
<subsection id="H4B99E2EF6DF9434184D95D71EBB8CD8D"><enum>(h)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text> <paragraph id="H0B5B44EEFAC04046A9F9B84BE27E11CE"><enum>(1)</enum><text>The term <term>covered member</term> means a member of the Armed Forces serving on active duty who meets any of the following criteria:</text> 
<subparagraph id="H3121D158B2A2456EB767A7EF6806E89B"><enum>(A)</enum><text display-inline="yes-display-inline">The member has been diagnosed with prediabetes.</text></subparagraph> <subparagraph id="H5690C5C141F54EBDA404EF4811A39E41"><enum>(B)</enum><text display-inline="yes-display-inline">The member has been diagnosed with type 2 diabetes and does not take insulin.</text></subparagraph> 
<subparagraph id="H25C50ACC973E40FA8C422BEDE3B19B02"><enum>(C)</enum><text display-inline="yes-display-inline">The member has had gestational diabetes.</text></subparagraph> <subparagraph id="H51F88EB6748C463EBD2549B649900404"><enum>(D)</enum><text>The member is overweight or obese.</text></subparagraph></paragraph> 
<paragraph id="H7A76FC5727584B0D9DDBAD9F73C84BC5"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>Individual Medical Readiness program</term> means the program specified in Department of Defense Instruction 6025.19, or successor instruction.</text></paragraph> <paragraph id="H02BE7C1D6589440EA3E100241646B5AD"><enum>(3)</enum><text>The term <term>TRICARE program</term> has the meaning given that term in section 1072 of title 10, United States Code.</text> </paragraph></subsection></section>
