<section id="H2A3CB78205544A73BD44B3E39D4235DE" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Health and Endocrine Research on personal care products for women Act</short-title></quote> or the <quote><short-title>HER Act</short-title></quote>.</text></section> 
<section id="HCB5F205EB903423DB0866E36F41055E6"><enum>2.</enum><header>Grants for research, investigation, and awareness regarding endocrine-disrupting chemicals in personal care products</header> 
<subsection id="HC70A886C9A1C4319BB9B076024D7BFE2"><enum>(a)</enum><header>Research grants</header> 
<paragraph id="HF1C8F17618F44742B8CB59C7DAC2BB69"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services, acting through the Director of the National Institute of Environmental Health Sciences, shall award grants for research on the impact of personal care products containing endocrine-disrupting chemicals on the female reproductive system and related reproductive toxicity concerns.</text> </paragraph> <paragraph id="HD8E63D5AB4684CDCADC62DD577A32B46"><enum>(2)</enum><header>Reports</header><text display-inline="yes-display-inline">Not later than 5 years after the date of enactment of this Act, and every 5 years thereafter, the Secretary shall submit to the Congress, and make publicly available on the appropriate website of the Department of Health and Human Services, a report based on the results of the research under paragraph (1). Such report shall—</text> 
<subparagraph id="H86182CBA2B6B457AA101C4211DA25561"><enum>(A)</enum><text display-inline="yes-display-inline">outline research developments and findings related to disparities in access to safe non-endocrine-disrupting personal care products;</text></subparagraph> <subparagraph id="HA0AE9A7BB13D44C89EDD87B0EAB3831E"><enum>(B)</enum><text>list safe and harmful personal care products, as determined by the Secretary; and</text></subparagraph> 
<subparagraph id="HDAFB124185C649C3B0C4A24C63F496CE"><enum>(C)</enum><text display-inline="yes-display-inline">include evidence-based or evidence-informed legislative or administrative strategies to increase the Food and Drug Administration’s domain to regulate personal care product ingredients that are endocrine-disrupting chemicals that harm women’s reproductive health.</text></subparagraph></paragraph></subsection> <subsection id="HA17A77678FD54963BF4F066A703B9D18"><enum>(b)</enum><header>State grants for investigation and awareness</header> <paragraph id="H3ACF03345686467D92B774F2CA013FEB"><enum>(1)</enum><header>In general</header><text>The Secretary shall award grants to States for carrying out—</text> 
<subparagraph id="H112813B1D325461CAC136046DF495210"><enum>(A)</enum><text>programs to investigate the impact of personal care products containing endocrine-disrupting chemicals on women’s reproductive health; and</text></subparagraph> <subparagraph id="HFC7C03B0E34048BAA8B57026EE64DDE5"><enum>(B)</enum><text>programs to develop and implement public awareness and education campaigns about the use of alternative personal care products that are less harmful to human health.</text></subparagraph></paragraph> 
<paragraph id="H4242199A2BED4063B661D6473577F718"><enum>(2)</enum><header>Reports</header><text>Not later than 5 years after the initial awarding of grants under paragraph (1), and every 5 years thereafter, the Secretary shall submit to the Congress, and make publicly available on the appropriate website of the Department of Health and Human Services, a report summarizing the findings and results of the programs and activities funded through the grants under paragraph (1).</text></paragraph></subsection> <subsection id="HCC57447D098D459AB636F12DA3B5C58A"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HED1B08FE91014E899FA6715998994E01"><enum>(1)</enum><header>Endocrine-disrupting chemical</header><text display-inline="yes-display-inline">The term <term>endocrine-disrupting chemical</term> means a chemical that mimics, blocks, or interferes with the body’s hormones.</text></paragraph> <paragraph id="HF074661556254D28BA034DF886301328"><enum>(2)</enum><header>Personal care product</header><text display-inline="yes-display-inline">The term <term>personal care product</term> means a product that—</text> 
<subparagraph id="H55A2902870B648859BFC6A279321DEC2"><enum>(A)</enum><text>is a cosmetic (as defined in section 201 of the Federal Food, Drug, and Cosmetic Act (<external-xref legal-doc="usc" parsable-cite="usc/21/321">21 U.S.C. 321</external-xref>)); and</text></subparagraph> <subparagraph id="H9DE0407E9F41447E90597280D0D5066E"><enum>(B)</enum><text display-inline="yes-display-inline">is intended to support the hygiene, grooming, or other personal care of the human body.</text></subparagraph> </paragraph> 
<paragraph id="H21D5F31EB8C24D3CA8BF076D324E0686"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Health and Human Services.</text></paragraph> <paragraph id="HDA7BBA3BED4546BFAAF8774333DD5A26"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means—</text> 
<subparagraph id="H8974EFF5EDED41EAA24776B992BB6A08"><enum>(A)</enum><text display-inline="yes-display-inline">each of the several States, the District of Columbia, and the territories of the United States; and</text></subparagraph> <subparagraph id="HAC9E4885004C4ADDB2FFBD83D6196092"><enum>(B)</enum><text display-inline="yes-display-inline">an Indian Tribe or Tribal organization (as such terms are defined in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>)).</text></subparagraph></paragraph></subsection></section>
