<section id="H017BC3D57A614A82AE9F2AF5700E6466" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Supporting Healthy Mothers and Infants Act of 2025</short-title></quote>.</text></section> <section id="HD681B34A4200464CBD30EB81CA1915D4"><enum>2.</enum><header>Amendments to special supplemental nutrition program</header> <subsection id="HA4EFDD028F074C5C8FA585ECBA1FB6E3"><enum>(a)</enum><header>Special supplemental nutrition program for women, infants, and children</header><text>Section 17 of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786</external-xref>) is amended—</text> 
<paragraph id="HABDB452BE6AC4F348FCACEF2E5BC11D3"><enum>(1)</enum><text>in subsection (a), by striking <quote>drug abuse</quote> and inserting <quote>substance use disorder</quote>;</text></paragraph> <paragraph id="H52D5C265B24246198E8E054592434935"><enum>(2)</enum><text>in subsection (b)—</text> 
<subparagraph id="HF8079571F4C047FA87BAAD0BAC8B82C6"><enum>(A)</enum><text>in paragraph (8), by striking <quote>drug abuse</quote> and inserting <quote>substance use disorder</quote>; and</text></subparagraph> <subparagraph id="HF3DBA871AE174A478E8AE5E34A63D5CF"><enum>(B)</enum><text>in paragraph (16)—</text> 
<clause id="H8A6D6B624F5F47CAA78BCB1055AC250C"><enum>(i)</enum><text>in the matter preceding subparagraph (A), by striking <quote>Drug abuse education</quote> and inserting <quote>Substance use disorder education</quote>;</text></clause> <clause id="HDA7C1B35B98341499C5A54046708548C"><enum>(ii)</enum><text>in subparagraph (A), by striking <quote>dangers of drug abuse</quote> and inserting <quote>harm of substance use during pregnancy and lactation</quote>; and</text></clause> 
<clause id="HDB3D5EBD0BF64B6D91371CAE2C3A8CEF"><enum>(iii)</enum><text>in subparagraph (B)—</text> <subclause id="H2CB8B660B16C4ED4B51C6340183DA664"><enum>(I)</enum><text>by striking <quote>are suspected drug abusers</quote> and inserting <quote>may have a substance use disorder</quote>;</text></subclause> 
<subclause id="H855AA7AE78684851B8CFA4FC0B3DFFAF"><enum>(II)</enum><text>by striking <quote>drug abuse clinics,</quote>; and</text></subclause> <subclause id="H42CBFB9072F74605AC186FACCA334AB4"><enum>(III)</enum><text>by striking <quote>drug abuse professionals</quote> and inserting <quote>resources</quote>;</text></subclause></clause></subparagraph></paragraph> 
<paragraph id="H697FC75804D745E3822C644D6A5B4599"><enum>(3)</enum><text>in subsection (e)—</text> <subparagraph id="HCE384B29D3214A098AAAC00FEA2394B6"><enum>(A)</enum><text>in paragraph (1)—</text> 
<clause id="H643DBCFBD00B4FA3B28443F1385CDFBE"><enum>(i)</enum><text>by striking <quote>drug abuse</quote> each place it appears and inserting <quote>substance use disorder</quote>; and</text></clause> <clause id="HA37A70311BCF4033AE4B2DE9B8C55E2D"><enum>(ii)</enum><text>by striking <quote>effects of drug</quote> and inserting <quote>effects of a substance use disorder</quote>; and</text></clause></subparagraph> 
<subparagraph id="H8C9820A18EA44FAA982E4C7238FF3F83"><enum>(B)</enum><text>in paragraph (5), by striking <quote>substance abuse</quote> and inserting <quote>substance use disorder</quote>;</text></subparagraph></paragraph> <paragraph id="H209D99604C414F29A7A523BEE2A051AC"><enum>(4)</enum><text>in subsection (f)—</text> 
<subparagraph id="H38699B844CDD4AABAB2CC14E5C9463B4"><enum>(A)</enum><text>in paragraph (1)(C)(ix), by striking <quote>drugs</quote> and inserting <quote>illicit or other harmful substances</quote>; and</text></subparagraph> <subparagraph id="H9F62CF62E4A84E1EA6DB8C0972907CFA"><enum>(B)</enum><text>in paragraph (13), by striking <quote>drug abuse education</quote> and inserting <quote>substance use disorder education</quote>;</text></subparagraph></paragraph> 
<paragraph id="H4BC44DF47B72493B904B9A30AB49DBD3"><enum>(5)</enum><text>in subsection (k)(1)—</text> <subparagraph id="H607E557EB3F54C0EAF3A68956766DB53"><enum>(A)</enum><text>by striking <quote>1 member</quote> and inserting <quote>one member</quote>; and</text></subparagraph> 
<subparagraph id="HC8A8F05D18584DEFB52BBB9635C4D68F"><enum>(B)</enum><text>by striking <quote>drug abuse</quote> and inserting <quote>substance use disorder</quote>; and</text></subparagraph></paragraph> <paragraph id="HC207B6E783774DCD9B7CF3903A0AF4C6"><enum>(6)</enum><text>by redesignating subsections (l) through (q) as subsections (m) through (r), respectively, and by inserting after subsection (k) the following:</text>

<subsection id="H71E30A5B15824FD6B7E3AE1204262EA7"><enum>(l)</enum><header>Activities To support WIC-Eligible individuals impacted by substance use disorder</header> 
<paragraph id="H9FEB8178B7234AFA9DBDA97BA20D36F0"><enum>(1)</enum><header>In general</header><text>The Secretary shall—</text> <subparagraph id="HB8F843DAB2484DC7B5348C73233A3CFB"><enum>(A)</enum><text>develop and disseminate nutrition education materials for individuals eligible for the program; and</text></subparagraph> 
<subparagraph id="H52323FE453BD4DF6B8A1B43A83E573EB"><enum>(B)</enum><text>conduct outreach to individuals who are potentially eligible for the program and who are impacted by a substance use disorder.</text></subparagraph></paragraph> <paragraph id="H0744E6992E6B425A8AEDB3AAA363E134"><enum>(2)</enum><header>Purpose</header><text>The purpose of this subsection is to ensure that individuals participating in the program who are impacted by a substance use disorder receive accurate nutrition education from trained staff in an effective and unbiased manner.</text></paragraph> 
<paragraph id="HFAB3DAD2E13F4C149F35016834209DE6"><enum>(3)</enum><header>Nutrition education materials</header> 
<subparagraph id="H6ADDEF7B251D49D5B5DEEB00640D11AB"><enum>(A)</enum><header>In general</header><text>The Secretary shall collaborate with the Secretary of Health and Human Services to develop appropriate evidence-based nutrition education materials for individuals impacted by a substance use disorder, including—</text> <clause id="H6BF217AE11D14D20B3A6C58185CF3555"><enum>(i)</enum><text>nutrition education materials for individuals with substance use disorder during pregnancy and in the postpartum period; and</text></clause> 
<clause id="H5124ADD7B133447A9355483F03A300A7"><enum>(ii)</enum><text>nutrition education materials for infants impacted by prenatal substance exposure and neonatal abstinence syndrome.</text></clause></subparagraph> <subparagraph id="H4658A16B08A248E28F1D314235413683"><enum>(B)</enum><header>Educational materials update</header><text display-inline="yes-display-inline">The materials developed pursuant to subparagraph (A) shall be included in the educational materials developed under paragraph (15) of section 515(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-21">42 U.S.C. 290bb–21(b)</external-xref>) and guidance issued under section 1005 of the SUPPORT for Patients and Communities Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396a">42 U.S.C. 1396a</external-xref> note).</text></subparagraph></paragraph> 
<paragraph id="H03F7F7FBC1D94A20B7B372404DF2DD32"><enum>(4)</enum><header>Nutrition education clearinghouse</header><text display-inline="yes-display-inline">The Secretary shall make available to all State agencies through an online clearinghouse any nutrition education and training materials related to nutrition for individuals impacted by a substance use disorder or neonatal abstinence syndrome that have been produced by the Secretary or the Secretary of Health and Human Services (or produced by a State agency and approved by the Secretary), including educational materials developed under paragraph (15) of section 515(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-21">42 U.S.C. 290bb–21(b)</external-xref>) and guidance issued under section 1005 of the SUPPORT for Patients and Communities Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396a">42 U.S.C. 1396a</external-xref> note).</text></paragraph> <paragraph id="H0B4C6448F8004EC9AF0475C6AFB5C7FC"><enum>(5)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this subsection $1,000,000 for fiscal year 2026, to remain available until expended.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HABB7519C61874CC39665FAF584D5160B"><enum>(b)</enum><header>Conforming amendments</header><text>Section 17(q) of the Child Nutrition Act of 1966 (<external-xref legal-doc="usc" parsable-cite="usc/42/1786">42 U.S.C. 1786(q)</external-xref>), as redesignated by subsection (a) is amended—</text> <paragraph id="H76BCD92DE3CB4851941A098DD8371906"><enum>(1)</enum><text>in paragraph (1), by striking <quote>subsection (o)(1)(A)</quote> and inserting <quote>subsection (p)(1)(A)</quote>; and</text></paragraph> 
<paragraph id="HB2AB0C3FCFF340928EC2EF01EEE21F76"><enum>(2)</enum><text>in paragraph (2)(B), by striking <quote>subsection (o)(1)(A)</quote> and inserting <quote>subsection (p)(1)(A)</quote>.</text></paragraph></subsection></section> </legis-body></bill>
