<section id="HAC042B82EED8465190BCE0E91BF4FCFA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Integrity in Government Act of 2025</short-title></quote> or the <quote><short-title>IG Act of 2025</short-title></quote>.</text></section> <section id="HAE8554DEBDC34F1A962DF350BAC43EAD"><enum>2.</enum><header>Inspectors General reform</header> <subsection id="HB31B4C32EA7548F7B32D6AC1B1758D42"><enum>(a)</enum><header>Office of Inspector General in Executive Office of the President</header> <paragraph id="HBDC35513B8C24D82B8AD6DB07342BB58"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">Section 401 of title 5, United States Code, is amended—</text> 
<subparagraph id="H6A8D0FE57F9242868BF718A4E6AA5239"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by inserting <quote>the Executive Office of the President,</quote> after <quote>means</quote>; and</text></subparagraph> <subparagraph id="HDF93669496DA4268B092C4DC25B76798"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (3), by inserting <quote>the President (with respect to the Executive Office of the President),</quote> after <quote>means</quote>.</text></subparagraph></paragraph> 
<paragraph id="H10943FD53B8B40D8A5B83E8CA5A85FF1"><enum>(2)</enum><header>Appointment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the President shall appoint, in accordance with section 403(a) of title 5, United States Code, an individual to serve as the Inspector General of the Executive Office of the President.</text> </paragraph></subsection> <subsection id="H3CED67F318BB4478ADC7DEE1C21D4D97"><enum>(b)</enum><header>Removal standards</header> <paragraph id="H96F934AAE3E2498A943228122B8B6AC2"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law—</text> 
<subparagraph id="HF8DFB9460E35414D894842F43E1D18F4"><enum>(A)</enum><text display-inline="yes-display-inline">except as provided in paragraph (2), each Inspector General appointed by the President (alone or by the President by and with the advice and consent of Congress), including each Inspector General of an Office of Inspector General established under section 403 of title 5, United States Code, may not be removed from office by the President except for inefficiency, malfeasance of office, or neglect of duty by the Inspector General concerned; and</text></subparagraph> <subparagraph id="HEDB26651F9924E43B566A1AE92A93000"><enum>(B)</enum><text display-inline="yes-display-inline">each Inspector General of an Office of Inspector General established under section 415 of title 5, United States Code, may not be removed from office by the head of the designated Federal entity concerned except for inefficiency, malfeasance of office, or neglect of duty by the Inspector General concerned.</text></subparagraph></paragraph> 
<paragraph id="H8D5863E56BE6474798C3A12BA84984D2"><enum>(2)</enum><header>Exception</header> 
<subparagraph id="H0074D2BA306A4999923342099207C4A7"><enum>(A)</enum><header>In general</header><text>Paragraph (1)(A) does not apply to any Inspector General of an Office of Inspector General for an independent agency.</text></subparagraph> <subparagraph id="H7378F410CAE843E19DE6429D58276565"><enum>(B)</enum><header>Independent agency defined</header><text>In this subsection, the term <term>independent agency</term> includes—</text> 
<clause id="H56C1FA7543F340EAA3DCD4C8EF906983"><enum>(i)</enum><text>a designated Federal entity (as defined in section 415(a) of title 5, United States Code);</text></clause> <clause id="HB6BBD82318A3491FAD200CA86EFD9157"><enum>(ii)</enum><text>the Board of Veterans’ Appeals;</text></clause> 
<clause id="H3DAB1A915AE947B7A6CA8A8A62B1D03F"><enum>(iii)</enum><text>the Chemical Safety and Hazard Investigation Board;</text></clause> <clause id="HF888C20E281343A29787478804FCDA6E"><enum>(iv)</enum><text>the Foreign Claims Settlement Commission;</text></clause> 
<clause id="HDFAE6A3B9F764ED9904304F4E4F285DA"><enum>(v)</enum><text>the Federal Energy Regulatory Commission;</text></clause> <clause id="H44D9FF734876491FBE57B007A76DF2D0"><enum>(vi)</enum><text display-inline="yes-display-inline">the Federal Housing Finance Agency;</text></clause> 
<clause id="H1B67C5717A2C48079EE5A00B3A9CCCCC"><enum>(vii)</enum><text display-inline="yes-display-inline">the Federal Mine Safety and Health Review Commission;</text></clause> <clause id="HC89EB1BE6FEB4E0BAF2298CE3F1CB089"><enum>(viii)</enum><text>the Merit Systems Protection Board;</text></clause> 
<clause id="HBCAACD6C290044D380C92F4F02488675"><enum>(ix)</enum><text display-inline="yes-display-inline">the Metropolitan Washington Airports Authority;</text></clause> <clause id="H3428E7E45D6A410C939B37B80D18B924"><enum>(x)</enum><text display-inline="yes-display-inline">the National Association of Registered Agents and Brokers;</text></clause> 
<clause id="H3C1D4000F42947B98F5015F78508BCD3"><enum>(xi)</enum><text display-inline="yes-display-inline">the National Consumer Cooperative Bank;</text></clause> <clause id="HC675F9844EE4477AAED0353A9067D793"><enum>(xii)</enum><text display-inline="yes-display-inline">the National Indian Gaming Commission;</text></clause> 
<clause id="H306AA7553B5841B4A2EA91D3FDC512E9"><enum>(xiii)</enum><text>the National Mediation Board;</text></clause> <clause id="H5B23A031776C4C38A209A9FA7DE1AFEB"><enum>(xiv)</enum><text display-inline="yes-display-inline">the Nuclear Regulatory Commission;</text></clause> 
<clause id="HCFC2ADE1011D424DA1B0BCDE599E7C69"><enum>(xv)</enum><text display-inline="yes-display-inline">the National Transportation Safety Board;</text></clause> <clause id="H277F951B30E349238CB134D4AA2EAFEE"><enum>(xvi)</enum><text display-inline="yes-display-inline">the Office of Special Counsel;</text></clause> 
<clause id="H31F04F1547AD460FB38A7682838F5299"><enum>(xvii)</enum><text display-inline="yes-display-inline">the Occupational Safety and Health Review Commission;</text></clause> <clause id="H3647B4AE4E354C84A49C783C61398E9F"><enum>(xviii)</enum><text display-inline="yes-display-inline">the Financial Oversight and Management Board for Puerto Rico;</text></clause>

<clause id="HA6AA4CD4A57A4062ABDBE9F17D909E76"><enum>(xxi)</enum><text>the Surface Transportation Board; and</text></clause> <clause id="H6D1CBE70CBFD49199C6D833BD6BD524E"><enum>(xxii)</enum><text display-inline="yes-display-inline">the United States Institute of Peace.</text></clause></subparagraph></paragraph></subsection> 
<subsection id="HEE2F32F559CB417084F7D0CAE251B56C"><enum>(c)</enum><header>Technical amendment</header> 
<paragraph id="HA2C366AF995D42469D9A1D1BCC65B856"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3(a)(1) of H.R. 7326, as passed by the House of Representatives on December 3, 2024, shall have the force and effect of law.</text></paragraph> <paragraph id="H1B23E8255304477EAD44EEA4CDCFC60A"><enum>(2)</enum><header>Effective date</header><text display-inline="yes-display-inline">This subsection shall take effect before the amendments made by subsection (a)(1).</text></paragraph></subsection> </section>
