R. 3708</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250604">June 4, 2025</action-date><action-desc><sponsor name-id="B001318">Ms. Balint</sponsor> (for herself, <cosponsor name-id="A000381">Ms. Ansari</cosponsor>, <cosponsor name-id="C001061">Mr. Cleaver</cosponsor>, <cosponsor name-id="C001130">Ms. Crockett</cosponsor>, <cosponsor name-id="D000635">Ms. Dexter</cosponsor>, <cosponsor name-id="F000476">Mr. Frost</cosponsor>, <cosponsor name-id="J000305">Ms. Jacobs</cosponsor>, <cosponsor name-id="J000288">Mr. Johnson of Georgia</cosponsor>, <cosponsor name-id="K000391">Mr. Krishnamoorthi</cosponsor>, <cosponsor name-id="M001238">Ms. McBride</cosponsor>, <cosponsor name-id="M001229">Mrs. McIver</cosponsor>, <cosponsor name-id="M001196">Mr. Moulton</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="P000608">Mr. Peters</cosponsor>, <cosponsor name-id="R000606">Mr. Raskin</cosponsor>, <cosponsor name-id="S001145">Ms. Schakowsky</cosponsor>, <cosponsor name-id="T000472">Mr. Takano</cosponsor>, <cosponsor name-id="T000481">Ms. Tlaib</cosponsor>, <cosponsor name-id="V000081">Ms. Velázquez</cosponsor>, and <cosponsor name-id="W000788">Ms. Williams of Georgia</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name>, and in addition to the Committees on <committee-name committee-id="HED00">Education and Workforce</committee-name>, <committee-name committee-id="HAS00">Armed Services</committee-name>, <committee-name committee-id="HGO00">Oversight and Government Reform</committee-name>, <committee-name committee-id="HBA00">Financial Services</committee-name>, <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, and <committee-name committee-id="HHM00">Homeland Security</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To repeal certain Executive orders targeting LGBTQI+ individuals.</official-title></form><legis-body id="HFF7111D5CC1445B0AA1D38E47B49CBB3" style="OLC"><section id="H8EF635AC01BB4658AB0CCEC133A75631" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Place for LGBTQ+ Hate Act</short-title></quote>.</text></section><section id="H2436C94BFC2E4DF69ED13C4585575C6B" section-type="subsequent-section"><enum>2.</enum><header>Repeal of executive orders</header><subsection id="H530711FDB95540158F0C3ECA8BD64915"><enum>(a)</enum><header>In general</header><paragraph commented="no" display-inline="no-display-inline" id="HF3C58DC3E3E8497DA9C454884D7D4DC2"><enum>(1)</enum><header>No force or effect</header><text display-inline="yes-display-inline">The Executive orders that target lesbian, gay, bisexual, transgender, queer, or intersex (LGBTQI+) individuals, described in subsection (b), and any related or successor Executive orders that similarly harm or limit the rights of LGBTQI+ individuals, shall have no force or effect.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA14B2E0E6B33498AB9AE2BA56E42009E"><enum>(2)</enum><header>No funding</header><text display-inline="yes-display-inline">Pursuant to article I of the Constitution, including the Spending Clause of section 8 of article I of the Constitution, no Federal funds may be used to implement, administer, enforce, or carry out those Executive orders.</text></paragraph></subsection><subsection id="H173F4034CEDC4C75B800BBB384F62D5D"><enum>(b)</enum><header>Executive orders described</header><text>The Executive orders referred to in subsection (a) are the following:</text><paragraph id="HA3E0701EF5564ABCBEE5F366CB31BD8C"><enum>(1)</enum><text>Executive Order 14168 (90 Fed. Reg. 8615; relating to the Federal interpretation of sex), which—</text><subparagraph commented="no" display-inline="no-display-inline" id="H47FBD88F0B8A4AAC9202FB069D3DDE5E"><enum>(A)</enum><text display-inline="yes-display-inline">mandates discrimination against transgender, nonbinary, intersex, and gender-nonconforming individuals in the United States;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC94CF9E77AA5454898302F917363AF8A"><enum>(B)</enum><text display-inline="yes-display-inline">could demolish protections for LGBTQI+ individuals in employment, education, housing, and health care; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2C001192D8E5466B9AB2D671330DFA92"><enum>(C)</enum><text display-inline="yes-display-inline">refuses appropriate Federal identity markers to transgender, nonbinary, and intersex individuals.</text></subparagraph></paragraph><paragraph id="HCED2F32ACF154CBA86BA58B3B6DDC3A6"><enum>(2)</enum><text>Executive Order 14183 (90 Fed. Reg. 8757; relating to reinstating and expanding the military ban on transgender servicemembers).</text></paragraph><paragraph id="H3C5D2EDB443147AE8D213ADAD578E208"><enum>(3)</enum><text>Executive Order 14187 (90 Fed. Reg. 8771; relating to directing agencies to take action to prevent transgender health care from being provided to adolescents under the age of 19).</text></paragraph><paragraph id="HB33E6757D8E54EE5BC2E2A198A1D2C3A"><enum>(4)</enum><text>Executive Order 14201 (90 Fed. Reg. 9279; relating to prohibiting transgender female students from participating on school sports teams aligning with their gender identity).</text></paragraph><paragraph id="HD3466E6B2DA344CB9BCD1E22BFE81632"><enum>(5)</enum><text>Executive Order 14190 (90 Fed. Reg. 8853; relating to requiring schools to deny the existence of transgender people).</text></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H26A775D94DB644E3BC28AF98DEE1E0A6"><enum>3.</enum><header display-inline="yes-display-inline">Savings provision</header><text display-inline="no-display-inline">Nothing in this Act shall be construed to impair any constitutional authority granted to the President.</text></section></legis-body></bill>
