<section id="H741DCAC3B61644AD8275BC743F2E5573" section-type="section-one" changed="not-changed"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Standards for Understanding Source and Habitat Identification Act</short-title></quote> or the <quote><short-title>SUSHI Act</short-title></quote>.</text></section> 
<section commented="no" display-inline="no-display-inline" id="HA728F4E31BBC4F6187C9EE7C9021C1D4" changed="not-changed"><enum>2.</enum><header>Methodology for identifying the country of origin of seafood</header> 
<subsection id="H13E263E4981241D59F0B753745293464" changed="not-changed"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HCE85E0C0010A4CA880587C39EBF0C175" changed="not-changed"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the National Oceanic and Atmospheric Administration.</text></paragraph> 
<paragraph id="HC350D2BE3A1643FCA04CA9FC5963323D" changed="not-changed"><enum>(2)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H0CF30B1B92974EB7A9152C1AB2CEBE81" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Commerce, Science, and Transportation of the Senate; and</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="HF6680191695D43BEB8B7EF4F18399D96" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Science, Space, and Technology, the Committee on Transportation and Infrastructure, and the Committee on Natural Resources of the House of Representatives.</text></subparagraph></paragraph> <paragraph id="H0AA203E725664D5FA530B6B51186E08F" commented="no"><enum>(3)</enum><header>Key agency leadership</header><text>The term <term>key agency leadership</term> means the Administrator and the Under Secretary, in consultation with the Commissioner of U.S. Customs and Border Protection and the Commandant of the Coast Guard.</text></paragraph> 
<paragraph id="HCFF6F631038B4965A794E8F4149550C0"><enum>(4)</enum><header>Red snapper</header><text>The term <term>red snapper</term> means the species Lutjanus campechanus.</text></paragraph> <paragraph id="HF0467E5A4CC24919B5E5E8C2802FBBBC"><enum>(5)</enum><header>Tuna</header><text>The term <term>tuna</term> means the following species of tuna:</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="H21D93947ECE7488B82F534CFC8286329"><enum>(A)</enum><text display-inline="yes-display-inline">Bigeye tuna (Thunnus obesus).</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H1A60424BB3B7471988814DBF8EA62869"><enum>(B)</enum><text display-inline="yes-display-inline">Yellowfin tuna (Thunnus albacares).</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H46C2EB35818845C5B3A5BBE9E51B889A"><enum>(C)</enum><text display-inline="yes-display-inline">Bluefin tuna (Thunnus thynnus).</text></subparagraph></paragraph> <paragraph id="H0EE9EC4C563F4EE89C009F79CA3E3B75" changed="not-changed" commented="no"><enum>(6)</enum><header>Under Secretary</header><text>The term <term>Under Secretary</term> means the Under Secretary of Commerce for Standards and Technology.</text></paragraph></subsection> 
<subsection id="HAA713465E99C465AA4395990BB0832C9"><enum>(b)</enum><header>Standard methodology for identification</header> 
<paragraph id="H0517F87BDF07418B8C1F0750989BB73D" commented="no"><enum>(1)</enum><header>In general</header><text>Key agency leadership shall jointly develop a standard methodology, based on chemical analysis, for identifying the country of origin of seafood to support enforcement against unlawful, unreported, and unregulated fishing.</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H428669DB175A46E1A9FBA983002D8E26"><enum>(2)</enum><header>Requirements</header><text display-inline="yes-display-inline">Key agency leadership shall ensure that the methodology developed under this subsection—</text> 
<subparagraph id="H1E8D489A19F44D419DE91BFBB5F6E0F7" commented="no"><enum>(A)</enum><text>is consistent with the needs of Federal and State law enforcement agencies in combating unlawful, unreported, and unregulated fishing;</text></subparagraph> <subparagraph id="H66B789AE6F3A492DAB1A99F784A5A242"><enum>(B)</enum><text>minimizes processing time;</text></subparagraph> 
<subparagraph id="H5AAD6562C8444EFBB895E6E6EE2C52B4"><enum>(C)</enum><text>involves the use of a field kit that can be easily carried by one individual; and</text></subparagraph> <subparagraph id="H9753215CEFC64E99AF4A3E6A490D1C43" commented="no"><enum>(D)</enum><text>to the extent practicable, can be used to test prepared food, including raw preparations of seafood, such as ceviche, sashimi, sushi, and poke.</text></subparagraph></paragraph> 
<paragraph id="HE27916BEC2914D8892DA214A81846096" commented="no"><enum>(3)</enum><header>Initial species for identification</header><text>In developing the methodology under this subsection, key agency leadership shall conduct pilot studies on red snapper, as an example of a stationary stock, and tuna, as an example of a highly migratory stock.</text></paragraph></subsection> <subsection id="HAF9FB57FDE664FBC8C10269280992DBB" changed="not-changed"><enum>(c)</enum><header>Report</header><text>Not later than 2 years after the date of the enactment of this Act, the Under Secretary shall submit to the appropriate committees of Congress a report that includes the following:</text> 
<paragraph id="H8752A904A1B64D089A0C78452241C6FD" changed="not-changed"><enum>(1)</enum><text>A summary of the methodology developed under subsection (b).</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H14E2E92788724BF8BEC336794DE502F8" changed="not-changed"><enum>(2)</enum><text>A plan for operationalizing such methodology.</text></paragraph> 
<paragraph id="H7E5AF0798B9343BFBE7F63A5056D3449" commented="no"><enum>(3)</enum><text>If the Under Secretary determines any aspect of such methodology is impractical, an explanation relating thereto, whether additional research would make developing such a methodology practicable, and whether a different approach other than chemical analysis might be practicable.</text></paragraph></subsection></section> </legis-body></bill>
