<section section-type="section-one" id="HADFC39B192A44A63842CC31EDC89D67F" changed="not-changed"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Coordinated Federal Response to Extreme Heat Act of 2025</short-title></quote>.</text></section> <section id="H813D7340CDCA40C8B9BBD7EFC4919F72" changed="not-changed"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
<paragraph id="H70FB9FDEE615415CB0F47AE1FC656E99" changed="not-changed"><enum>(1)</enum><header>Extreme heat</header><text>The term <term>extreme heat</term> means heat that substantially exceeds local temperature norms in terms of any combination of the following:</text> <subparagraph id="H72183AC51FAD4A4EB04A665CBCFC7531" changed="not-changed"><enum>(A)</enum><text>Duration.</text></subparagraph>
<subparagraph id="HE325B97636BF4043AD7038FC3EE61652" changed="not-changed"><enum>(B)</enum><text>Intensity.</text></subparagraph> <subparagraph id="H67E4415344294F84AEFA3DC97DB9F08E" changed="not-changed"><enum>(C)</enum><text>Season length.</text></subparagraph>
<subparagraph id="H494A0DA235494B13B520CFB1A23B0145" changed="not-changed"><enum>(D)</enum><text>Frequency.</text></subparagraph></paragraph> <paragraph id="HCE801694D71C4F1EB30625AC3EDADEE1" changed="not-changed"><enum>(2)</enum><header>Heat</header><text>The term <term>heat</term> means any combination of the atmospheric parameters associated with modulating human thermoregulation, such as air temperature, humidity, solar exposure, and wind speed.</text></paragraph>
<paragraph id="H122EAE6CA26045DD8900E8B40FCB62FE" changed="not-changed"><enum>(3)</enum><header>Heat event</header><text>The term <term>heat event</term> means an occurrence of extreme heat of 2 days or more that may have heat-health implications.</text></paragraph> <paragraph id="HD78C48CFE6B5436491B2F3B7BE8B4D72" changed="not-changed"><enum>(4)</enum><header>Heat-health</header><text>The term <term>heat-health</term> means health effects to humans from heat, during or outside of heat events, including from vulnerability and exposure, or the risk of such effects.</text></paragraph>
<paragraph id="HC48877738DBE495AB5214DED36F0174F" changed="not-changed"><enum>(5)</enum><header>Planning</header><text>The term <term>planning</term> means activities performed across timescales (including days, weeks, months, years, and decades) with scenario-based, probabilistic or deterministic information to identify and take actions to proactively mitigate heat-health risks.</text></paragraph> <paragraph id="H81548DC572164C14B1A347D5E92A35D0" changed="not-changed"><enum>(6)</enum><header>Preparedness</header><text>The term <term>preparedness</term> means activities performed across timescales with decision support tools to manage risk in advance of a heat event and increased ambient temperature.</text></paragraph>
<paragraph id="H996F9D31EFC54ACDACD241075850EE06" changed="not-changed"><enum>(7)</enum><header>Tribal government</header><text>The term <term>Tribal government</term> means the recognized governing body of any Indian or Alaska Native tribe, band, nation, pueblo, village, community, component band, or component reservation, individually identified (including parenthetically) in the list published most recently as of the date of enactment of this Act pursuant to section 104 of the Federally Recognized Indian Tribe List Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/25/5131">25 U.S.C. 5131</external-xref>).</text></paragraph></section> <section id="HE4AA243C5C2843A09C27BF0A61F1D440" changed="not-changed"><enum>3.</enum><header>National Integrated Heat Health Information System Interagency Committee</header> <subsection id="H6454BA068C3B4B2A9E6E733A8355FC2A" changed="not-changed"><enum>(a)</enum><header>Establishment of committee</header><text>There is established within the National Oceanic and Atmospheric Administration an interagency committee, to be known as the <quote>National Integrated Heat Health Information System Interagency Committee</quote> (in this section referred to as the <quote>Committee</quote>).</text></subsection>
<subsection id="H3665190121DD40D59473CCFABBD9BC1F" changed="not-changed"><enum>(b)</enum><header>Purpose</header><text>The Committee shall coordinate agencies represented on the Committee to execute, as appropriate, activities across such agencies to ensure a united Federal approach to reducing health risks from heat.</text></subsection> <subsection id="H5D8CEA8CD13444B1A21E33A848A3CF08" changed="not-changed"><enum>(c)</enum><header>Membership</header> <paragraph id="H30C096F400264A8595FC296C06C4E70A" changed="not-changed"><enum>(1)</enum><header>In general</header><text>In order to carry out and achieve the purpose described in subsection (b), the Committee shall include the following:</text>
<subparagraph id="H807858D148774CD8A86E8FF1E40696FA" changed="not-changed"><enum>(A)</enum><text>The Director of the National Integrated Heat Health Information System.</text></subparagraph> <subparagraph id="H68616DBC74C44AE4BDA5123A425E93C4" changed="not-changed"><enum>(B)</enum><text>Not fewer than 1 representative from each of the following:</text>
<clause id="H69570FC93F434022B1259292DB212C44" changed="not-changed"><enum>(i)</enum><text>From the Department of Commerce, the following:</text> <subclause id="H3E3B0AB3F97B49AF815C7F32C93C5E67" changed="not-changed"><enum>(I)</enum><text>From the National Oceanic and Atmospheric Administration, the following:</text>

<clause id="HFD6A117C5BF2475098C7B71FA18CB431" changed="not-changed"><enum>(xv)</enum><text>The United States Agency for International Development.</text></clause> <clause id="HAED7E7F112FC4CECB59A7B7A29878F68" changed="not-changed"><enum>(xvi)</enum><text>Such other Federal agencies as the Under Secretary of Commerce for Oceans and Atmosphere considers appropriate.</text></clause></subparagraph></paragraph>
<paragraph id="H3E51209D853A4650AB1E3AE2FF7D04CA" changed="not-changed"><enum>(2)</enum><header>Selection of representatives</header><text>The head of an agency specified in paragraph (1)(B) shall, in appointing representatives of the agency to the Committee, select representatives who have expertise in areas relevant to the responsibilities of the Committee, such as weather prediction, health impacts, behavioral science, public health hazard preparedness and response, or mental health services.</text></paragraph> <paragraph id="H01420F272ACE4C3D96E18B4D241999FA" changed="not-changed"><enum>(3)</enum><header>Co-chairs</header> <subparagraph id="HE5DD5C3843F645F1A94E197106815136" changed="not-changed"><enum>(A)</enum><header>In general</header><text>The members of the Committee shall select 3 individuals from among such members to serve as co-chairs of the Committee, subject to the approval of the Under Secretary of Commerce for Oceans and Atmosphere.</text></subparagraph>
<subparagraph id="HBA28B322A6ED414A885BE23C3E5072F6" changed="not-changed"><enum>(B)</enum><header>Selection</header>
<clause id="HDFBD32FCB80A4C8B8411AB9AE67CCFA8" changed="not-changed"><enum>(i)</enum><header>Initial selection</header><text>Of the co-chairs first selected, one shall be from the National Oceanic and Atmospheric Administration, one shall be from the Department of Health and Human Services, and one shall be from the Federal Emergency Management Agency.</text></clause> <clause id="H75E3DFCFD7B34CA9B548C88C933354F5" changed="not-changed"><enum>(ii)</enum><header>Subsequent selection</header><text>Subsequent co-chairs shall be selected from among the members of the Committee, except the National Oceanic and Atmospheric Administration shall have the opportunity to maintain a co-chair position.</text></clause></subparagraph>
<subparagraph id="H9EA7BB046B0044C5AADFD66CB7306E05" changed="not-changed"><enum>(C)</enum><header>Terms</header><text>Each co-chair shall serve for a term of not more than 5 years.</text></subparagraph> <subparagraph id="HD91062550B3347C0B5C127BBF7CAFE57" changed="not-changed"><enum>(D)</enum><header>Responsibilities of co-chairs</header><text>The co-chairs of the Committee shall, in consultation with the Director of the National Integrated Heat Health Information System—</text>
<clause id="H9B0BFE7DA41D485A91211BEB251F732B" changed="not-changed"><enum>(i)</enum><text>determine the agenda of the Committee, in consultation with other members of the Committee;</text></clause> <clause id="HC16CDFFEAFD4411CA69CE8AF4F954977" changed="not-changed"><enum>(ii)</enum><text>direct the work of the Committee; and</text></clause>
<clause id="HEC72031630D945D5A7A352CD96D4932B" changed="not-changed"><enum>(iii)</enum><text>convene meetings of the Committee not less frequently than once each fiscal quarter.</text></clause></subparagraph></paragraph></subsection> <subsection id="HA5979FF12C7E4F63A4A85C669326B593" changed="not-changed"><enum>(d)</enum><header>Responsibilities of Committee</header><text>The Committee shall coordinate an integrated, Federal Government-wide approach to reducing health risks and impacts of heat, including by—</text>
<paragraph id="H2E1A2FD7A5C446E98DB26F1DD51B5A94" changed="not-changed"><enum>(1)</enum><text>developing the strategic plan required by subsection (e);</text></paragraph> <paragraph id="H4F5165B11B7C445BB5E19FC4C0D0C602" changed="not-changed"><enum>(2)</enum><text>coordinating across Federal agencies on heat-health communication, engagement, research, service delivery, and workforce development; and</text></paragraph>
<paragraph id="H7CEF7B5C0BA94D97A49D96380D90275C" changed="not-changed"><enum>(3)</enum><text>building capacity and partnerships with Federal and non-Federal entities.</text></paragraph></subsection> <subsection id="H57D646C55BFD40539D64E8746DA8417C" changed="not-changed"><enum>(e)</enum><header>Strategic plan</header> <paragraph id="HEC1486AC1E3548BAB57CF1BC5CEBA02D" changed="not-changed"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the date of the enactment of this Act, the Committee shall submit to Congress and make available on a public website a 5-year strategic plan that outlines the goals and projects of the Committee, including how the Committee will improve coordination and integration of interagency Federal capacity and capabilities to address health risks of heat, including—</text>
<subparagraph id="H472D28264A824BC8A7B95C27A9FFCC9B" changed="not-changed"><enum>(A)</enum><text>a strategy for improving and coordinating existing Federal data collection and data management to include sharing of data and statistics on heat-related illnesses and mortalities and other impacts to inform heat-related activities;</text></subparagraph> <subparagraph id="HCED9017C85584EE2959AE4CDCB8DA10D" changed="not-changed"><enum>(B)</enum><text>a strategy for improving and coordinating Federal activities to understand user gaps and needs, conduct research, foster innovative solutions, and provide actionable information and services; and</text></subparagraph>
<subparagraph id="H10B3E05A77A940D9A48CF2809CB462C8" changed="not-changed"><enum>(C)</enum><text>mechanisms for financing heat planning and preparedness within such agencies as the Committee considers appropriate.</text></subparagraph></paragraph> <paragraph id="H996342146D994E3B9024618FEC8C59F4" changed="not-changed"><enum>(2)</enum><header>Implementation</header><text>The head of an agency represented on the Committee may implement the portions of the strategic plan required by paragraph (1) that are relevant to that agency.</text></paragraph>
<paragraph id="H43A32F60F84C4A8AA837D7F1EF9DC632" changed="not-changed"><enum>(3)</enum><header>Updates</header><text>Not later than 5 years after the submission of the strategic plan required by paragraph (1), and every 5 years thereafter, the Committee shall brief Congress on an update of the plan, which shall include progress made toward goals outlined in the previous plan and new priorities that emerge.</text></paragraph></subsection> <subsection id="HA2C5D040F0654B08BE4424F70C5C95C0" changed="not-changed"><enum>(f)</enum><header>Consultation</header><text>In carrying out the responsibilities of the Committee, the Committee shall consult with relevant—</text>
<paragraph commented="no" display-inline="no-display-inline" id="HAA14AADC65524F27AD6FF833818ABD35" changed="not-changed"><enum>(1)</enum><text display-inline="yes-display-inline">regional, State, Tribal, and local governments;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="HFA66BC40A822426BB12CB545885B0D35" changed="not-changed"><enum>(2)</enum><text display-inline="yes-display-inline">international organizations and partners;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H14290C3C57024D6998E735DC62A1E4EF" changed="not-changed"><enum>(3)</enum><text display-inline="yes-display-inline">research institutions;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H551E22C89F0B437EB1BB7150C1AF75BB" changed="not-changed"><enum>(4)</enum><text display-inline="yes-display-inline">nongovernmental organizations and associations;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HF844851D520E481CA2F9C1F0C3A53CAA" changed="not-changed"><enum>(5)</enum><text display-inline="yes-display-inline">medical experts with expertise in emergency response; and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H9FA6084F224948A692C6261437F558A0" changed="not-changed"><enum>(6)</enum><text display-inline="yes-display-inline">environmental health, economic or business development, or other stakeholders.</text></paragraph></subsection></section>
<section id="H5EBE50B976D549ED98431D5240BB3EC2" changed="not-changed"><enum>4.</enum><header>National Integrated Heat Health Information System</header>
<subsection id="H0CC5239F00B946A880BB7623A2ACB8EF" changed="not-changed"><enum>(a)</enum><header>Establishment</header><text>The Under Secretary of Commerce for Oceans and Atmosphere shall establish within the National Oceanic and Atmospheric Administration a system, to be known as the <quote>National Integrated Heat Health Information System</quote> (NIHHIS) (in this section referred to as the <quote>System</quote>).</text></subsection> <subsection id="H3EE82EE869814825B98BB5C39A215275" changed="not-changed"><enum>(b)</enum><header>Purpose</header><text>The purpose of the System is to reduce heat-related impacts by—</text>
<paragraph id="H7C51E7D7139F42F6BCF58EB5E9D96489" changed="not-changed"><enum>(1)</enum><text>improving the delivery of data, information, forecasts, warnings, predictions, and projections related to temperature and extreme heat and related impacts;</text></paragraph> <paragraph id="HBC4A260985C14A28A49370E1CB55CF19" changed="not-changed"><enum>(2)</enum><text>through the Office of Oceanic and Atmospheric Research, developing science-based solutions and tools to improve impact-based decision support services for heat impacts to human life, property, and the United States economy; and</text></paragraph>
<paragraph id="H5D9DB79EBA0349B091DFF5BB05D1E8C7" changed="not-changed"><enum>(3)</enum><text>supporting a research program on heat health, in coordination with the agencies represented on the National Integrated Heat Health Information System Interagency Committee.</text></paragraph></subsection> <subsection id="HA0D49D1B4AA24CEBBBF5BB982A8A6867" changed="not-changed"><enum>(c)</enum><header>Data management</header> <paragraph id="H4B3F58B8E8A3456089809BC02C5614B6" changed="not-changed"><enum>(1)</enum><header>Availability</header><text>The data and metadata associated with the System shall be fully and openly available, within the legal right to redistribute, in accordance with <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/31">chapter 31</external-xref> of title 44, United States Code (commonly known as the <quote>Federal Records Act of 1950</quote>), and the Federal Evidence-Based Policymaking Act of 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/435">Public Law 115–435</external-xref>; 132 Stat. 5529) and the amendments made by that Act, to maximize use of such data to support the goals of the System.</text></paragraph>

<subparagraph commented="no" display-inline="no-display-inline" id="H0F47CDC9D82745B985B3D4E6F7A3551D" changed="not-changed"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text>The Under Secretary of Commerce for Oceans and Atmosphere shall manage, maintain, and steward archival data and metadata associated with the System within the National Centers for Environmental Information.</text></subparagraph> <subparagraph id="H5F5ABE86D94C4511BFA53E099EFB8F66" changed="not-changed"><enum>(B)</enum><header>Warning coordination meteorologist</header><text>The Under Secretary of Commerce for Oceans and Atmosphere shall designate at least one warning coordination meteorologist, as described in section 405 of the Weather Research and Forecasting Innovation Act of 2017 (<external-xref legal-doc="usc" parsable-cite="usc/15/8545">15 U.S.C. 8545</external-xref>), at the National Centers for Environmental Information.</text></subparagraph></paragraph></subsection></section>
<section id="H43A40BFE2BC34A60B1CDCB1CE89305D1" changed="not-changed"><enum>5.</enum><header>Authorization of appropriations</header><text display-inline="no-display-inline">There is authorized to be appropriated to the National Oceanic and Atmospheric Administration to carry out sections 3 and 4, including for any administrative costs for the National Integrated Heat Health Information System Interagency Committee and the National Integrated Heat Health Information System, $5,000,000 for each of fiscal years 2025 through 2029.</text></section> </legis-body></bill>
