<section id="H02F29B28F7904C5CA451E8ACBA8E537F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Extreme Heat Economic Study Act of 2025</short-title></quote>.</text></section> <section id="H8759B956AB304BDEAFC04EA2F9A38C3D"><enum>2.</enum><header>Economic study on financial costs of extreme heat</header> <subsection id="H8DD95174BDE1429D980D48A969296441"><enum>(a)</enum><header>Study</header><text>The Under Secretary, acting through the Climate Program Office of the National Oceanic and Atmospheric Administration and in coordination with the member agencies of the National Integrated Heat Health Information System, shall conduct an economic impact study of the financial costs of extreme heat, including by quantifying the dollar value of loss of life and property specific to extreme heat.</text></subsection>
<subsection id="HB34E36035A764AEDABA26F5274D31D32"><enum>(b)</enum><header>Elements</header><text>The study required under subsection (a) shall—</text> <paragraph id="H4241B891C62648C78A2014BFC66955C3"><enum>(1)</enum><text>evaluate broad health impacts of extreme heat, including mortality and morbidity, in coordination with State and national public health departments, following standard methodologies for valuing health and life;</text></paragraph>
<paragraph id="HE588ADF5D8284201AFCD0FC01A1506A6">
                    <enum>(2)</enum>
 <text>evaluate property damage or property loss from extreme heat, to the extent practicable; and</text>
                </paragraph>
<paragraph id="H2A3F7EA3004045E19CAF68AB2D045CAB"><enum>(3)</enum><text>take into account—</text> <subparagraph id="H3ABC1297F70A4A9D88E7181D5FC986F8"><enum>(A)</enum><text>medical assistance needed as a result of extreme heat events, including expenses related to emergency room visits, urgent care treatments, hospitalizations, and associated medications;</text></subparagraph>
<subparagraph id="H09DFF53235384776B624F35C8A2D2AE0"><enum>(B)</enum><text>life and health insurance claims and analytics associated with extreme heat;</text></subparagraph> <subparagraph id="H46B9CD6969FE4402BD31B42760F05B17"><enum>(C)</enum><text>workers compensation data focused on employee heat-related claims;</text></subparagraph>
<subparagraph id="H4B5EB4F8B4A74100B95E8474C2EEFCA5"><enum>(D)</enum><text>existing research on labor productivity losses associated with extreme heat;</text></subparagraph> <subparagraph id="H1FF9F572CBAF450B9B17A4FA546F53CB"><enum>(E)</enum><text>business interruption coverage claims to determine if there is an increase in the frequency of business interruption claim activity due to brown out and other heat-related outages or disruptions;</text></subparagraph>
<subparagraph id="HE1AFECC083A24CD38BB5929AA44EA5DC"><enum>(F)</enum><text>economic losses due to the impact of heat on critical infrastructure, such as transportation, energy, and water;</text></subparagraph> <subparagraph id="HCE20912E0C58466CA03E6F459623DB03"><enum>(G)</enum><text>increases in energy costs for individuals and entities related to cooling; and</text></subparagraph>
<subparagraph id="H2BA17E9E754948DEAC1551978C6FC482"><enum>(H)</enum><text>crop and livestock insurance claims and other data to determine overall impact of heat on crops and livestock, including the frequency and severity of claims.</text></subparagraph></paragraph></subsection> <subsection id="HD8FD972FC23549C79CF389260F2783ED"><enum>(c)</enum><header>Feedback</header><text>In conducting the study required under subsection (a), the Under Secretary shall solicit feedback from—</text>
<paragraph id="H7CD0D616A80D41B38CA020C80D03EECC"><enum>(1)</enum><text>Federal agencies, including—</text> <subparagraph id="H01795DC578A6425180B10F9BF2E2C725"><enum>(A)</enum><text>the Administration for Community Living;</text></subparagraph>
<subparagraph id="H2948FAC85ABF4FE582BF133BB6770596"><enum>(B)</enum><text>the Administration for Children and Families;</text></subparagraph> <subparagraph id="HB34C1C4DFD68474D8EF571450A13BD63"><enum>(C)</enum><text>the Administration for Strategic Preparedness and Response;</text></subparagraph>
<subparagraph id="H20F6ECA769734E238CCBEBD9E8DA0923"><enum>(D)</enum><text>the Centers for Disease Control and Prevention;</text></subparagraph> <subparagraph id="HAE7F12AE8AE745C69D163C8CE9B78604"><enum>(E)</enum><text>the Department of Agriculture;</text></subparagraph>
<subparagraph id="H2BB05AF86FD44304A5709FBFCA75DB2C"><enum>(F)</enum><text>the Department of Defense;</text></subparagraph> <subparagraph id="HA443DFBCDCB841189ECA5DDA3FE68EE7"><enum>(G)</enum><text>the Department of Energy;</text></subparagraph>

<subparagraph id="H3A602EC13CD446499ADD04600FB1C7A3"><enum>(L)</enum><text>the Department of Housing and Urban Development;</text></subparagraph> <subparagraph id="H01DE3A94359746338AF9748343686931"><enum>(M)</enum><text>the Federal Emergency Management Agency;</text></subparagraph>
<subparagraph id="H326672C2B6904873BB61F402CA757837"><enum>(N)</enum><text>the National Institute for Occupational Safety and Health;</text></subparagraph> <subparagraph id="HE424276B45084F519E686D3AC517C624"><enum>(O)</enum><text>the National Oceanic and Atmospheric Administration;</text></subparagraph>
<subparagraph id="H5A30A01FFD29475091557ED88836B662"><enum>(P)</enum><text>the National Park Service;</text></subparagraph> <subparagraph id="H7361920878AE4FC6AC988A52647EA1BD"><enum>(Q)</enum><text>the National Institutes of Health;</text></subparagraph>
<subparagraph id="H9F043DD6E50947B79216B10D167B9E6A"><enum>(R)</enum><text>the Occupational Safety and Health Administration;</text></subparagraph> <subparagraph id="H4C1714D01F7F4C6BAF23B3440F42B04C"><enum>(S)</enum><text>the Substance Abuse and Mental Health Services Administration;</text></subparagraph>
<subparagraph id="H97B99E85001F496D8D6F16048214A9B7"><enum>(T)</enum><text>the United States Agency for International Development;</text></subparagraph> <subparagraph id="H910924CB6C234721852D233A49D882FD"><enum>(U)</enum><text>the Forest Service;</text></subparagraph>
<subparagraph id="HB118BE4F61DA4F6EB4DD0C78C645484C"><enum>(V)</enum><text>the Department of Veterans Affairs; and</text></subparagraph> <subparagraph id="HE8AE50717E02474F9280D834B7C2BE45"><enum>(W)</enum><text>such other Federal Agencies as the Under Secretary determines necessary;</text></subparagraph></paragraph>
<paragraph id="HBB4B3B85A4414BFEB72E84CFC078AFB7"><enum>(2)</enum><text>non-Federal Government partners; and</text></paragraph> <paragraph id="HF2B2ED7BF5FC433A8E4215F4883DF4FE"><enum>(3)</enum><text>such other entities as the Under Secretary determines necessary.</text></paragraph></subsection>
<subsection id="HA3CCAD9260794B079C059F3DDC257ED9"><enum>(d)</enum><header>Recommendations</header><text>The study required under subsection (a) shall include recommendations for how to develop and implement a national system for tracking and making publicly available—</text> <paragraph id="HCEB79674E7234326966545F9C2DA42BC"><enum>(1)</enum><text>health care and other costs associated with the increased demand for medical assistance during extreme heat events, including expenses related to emergency room visits, urgent care treatments, hospitalizations, and associated medications;</text></paragraph>
<paragraph id="HAD6AE0675AC44747B6048A8C2156DA77"><enum>(2)</enum><text>metrics for improving accuracy of heat death reporting; and</text></paragraph> <paragraph id="H8038C96B31D94957826D0B9A95085467"><enum>(3)</enum><text>measures of labor productivity losses due to extreme heat.</text></paragraph></subsection>
<subsection id="H520963732C6144049B0B6612F5FAE505"><enum>(e)</enum><header>Use of external organization</header><text>The Under Secretary may conduct the study required under subsection (a) through an organization outside the National Oceanic and Atmospheric Administration, such as the National Academies of Sciences, Engineering, and Medicine or another organization as determined appropriate by the Under Secretary.</text></subsection> <subsection id="H7C8582E0C5504D9DBE83AC54E3B41D20"><enum>(f)</enum><header>Use of existing databases and indices</header><text>The Under Secretary shall use existing databases and indices as relevant and available to carry out the study required under subsection (a).</text></subsection>
<subsection id="H35A662AC11CC4955932B966CB403684E"><enum>(g)</enum><header>Report and authorization for use</header><text>Not later than 4 years after the date of the enactment of this Act, the Under Secretary shall—</text> <paragraph commented="no" display-inline="no-display-inline" id="H913AD9E5D0294699BF502811E326D6FD"><enum>(1)</enum><text display-inline="yes-display-inline">publish on the HEAT.gov website a report containing the findings of the study required under subsection (a); and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H32FA19CC6BDA4D4899A49E79C7667C30"><enum>(2)</enum><text display-inline="yes-display-inline">authorize the use of those findings for public use, including through the reporting of the data, methods, and findings of the report under paragraph (1) in an open access peer-reviewed journal in accordance with the scientific integrity policies of the National Oceanic and Atmospheric Administration.</text></paragraph></subsection> <subsection id="H62084056891C466E97D1C16698A6A853"><enum>(h)</enum><header>Under Secretary defined</header><text>In this section, the term <term>Under Secretary</term> means the Under Secretary of Commerce for Oceans and Atmosphere.</text></subsection>
<subsection id="HA1494568EFD24770A95DB18F1C24E7A1"><enum>(i)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Under Secretary $3,500,000 to carry out this section.</text></subsection></section> </legis-body></bill>
