<section id="HF0BB9A5EA1C34D12ACBB64BC2C04E63D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Magnus White Cyclist Safety Act of 2025</short-title></quote>.</text></section> <section id="HE9A3194FFFA54D68BAF87CB4BDC4BFE9"><enum>2.</enum><header>Final rule</header><text display-inline="no-display-inline">Not later than 3 years after the date of the enactment of this Act, the Secretary shall issue a final rule to establish minimum performance standards requiring that an automatic emergency braking system installed in any new covered vehicle shall be capable of—</text> 
<paragraph id="HEEAF11EAD0404341B3B3FAADE9429647"><enum>(1)</enum><text display-inline="yes-display-inline">functioning in daylight and low light conditions;</text></paragraph> <paragraph id="HA719C9AE8BF84B35BDD0F7A7716FCB1F"><enum>(2)</enum><text display-inline="yes-display-inline">meeting the maximum activation speed threshold for such covered vehicle; and</text></paragraph> 
<paragraph id="H4AA4602EF1B1414EA7F5CBB7430B27C4"><enum>(3)</enum><text display-inline="yes-display-inline">detecting and responding to a vulnerable road user, including with respect to the entire range of colors and complexions presented by skin, clothing, and protective gear.</text></paragraph></section> <section id="H91CABB99EB35417694B257A68C6CC623"><enum>3.</enum><header>Compliance date</header><text display-inline="no-display-inline">In issuing the final rule pursuant to section 2(a), the Secretary shall establish a date for required compliance with the final rule of not later than 2 motor vehicle model years after the model year during which the date of the issuance of the final rule occurs.</text></section> 
<section id="HCC888140CC7243BFAC3C21CC204B22FB"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="HDE00229FB1F349199DDCD964DED6043C"><enum>(1)</enum><header>Automatic emergency braking system</header><text display-inline="yes-display-inline">The term <term>automatic emergency braking system</term> has the meaning given the term in section 127 of part 571 of title 49, Code of Federal Regulations.</text></paragraph> 
<paragraph id="H4CA7198307D5433FB67F35B4A93D9843" commented="no"><enum>(2)</enum><header>Covered vehicle</header><text display-inline="yes-display-inline">The term <term>covered vehicle</term> includes passenger cars, multipurpose passenger vehicles, and trucks with a gross vehicle weight rating (GVWR) of 4,536 kilograms (10,000 pounds) or less.</text></paragraph> <paragraph id="H491AB373EFF3472D954DC27786177A7A" commented="no"><enum>(3)</enum><header>Multipurpose passenger vehicle</header><text display-inline="yes-display-inline">The term <term>multipurpose passenger vehicle</term> means a motor vehicle that—</text> 
<subparagraph id="H4CEA34968F4F437887EC8CCED9292494" commented="no"><enum>(A)</enum><text>is capable of carrying a maximum of 10 people; and</text></subparagraph> <subparagraph id="H826A816F77E6425C8C1917F2A71F8204" commented="no"><enum>(B)</enum><text>is built—</text> 
<clause id="HFB508E6285D04728BC07EAB8E6FB1E86" commented="no"><enum>(i)</enum><text>on a truck chassis; or</text></clause> <clause id="HAF5D04B0A18844CCA1C5CD609DF99D40" commented="no"><enum>(ii)</enum><text>with special features for occasional off-road use.</text></clause></subparagraph></paragraph> 
<paragraph id="H7133A1E3F6904842BD938D87F89CF663" commented="no"><enum>(4)</enum><header>Passenger car</header><text display-inline="yes-display-inline">The term <term>passenger car</term> means a motor vehicle that—</text> <subparagraph id="HDC544EB0A120449694E78CBCA30046E2" commented="no"><enum>(A)</enum><text>is capable of carrying a maximum of 10 people; and</text></subparagraph> 
<subparagraph id="H08EBC8607B1340E6BE10A31E4F0F2AC2" commented="no"><enum>(B)</enum><text>is not a motorcycle, trailer, or multipurpose passenger vehicle.</text></subparagraph></paragraph> <paragraph id="H7A5A62ACD01F4AF184BEABD310A359DD"><enum>(5)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Transportation.</text></paragraph> 
<paragraph id="HF76FC350CCEA4832B2D26186CF51CB22" commented="no"><enum>(6)</enum><header>Vulnerable road user</header><text display-inline="yes-display-inline">The term <term>vulnerable road user</term>—</text> <subparagraph id="H1BCC1E42CC9C404EB3573793E27E82AB" commented="no"><enum>(A)</enum><text>has the meaning given the term in section 148(a) of title 23, United States Code; and</text></subparagraph> 
<subparagraph id="HDBCA5958158B4E6CA9576657E75355B7" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">includes bicyclists, motorcyclists, and other cyclists.</text> </subparagraph></paragraph></section> </legis-body></bill>
