        the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Secretary of Defense to submit to Congress a report on transitioning military acquired credentials to the civilian workforce.</official-title></form><legis-body id="H525A6D758B0E4700993F4FBBF76B82CA" style="OLC"> 
<section id="H463791BEB8B24FCFB5CEA25FDD746A79" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Skilled Trades Transition Act</short-title></quote>.</text></section> <section id="H56B159C00EF64C308AFF475063379069"><enum>2.</enum><header>Report on the number of veterans who have their military acquired credentials recognized at the State-level for the civilian workforce</header> <subsection id="H98A745FBD2844C74AF46FE3D42078250"><enum>(a)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary of Defense, in consultation with the Secretary of Veterans Affairs and the Secretary of Labor, shall submit to Congress a report that builds on the data reported in the <quote>DoD Credentialing Utilization</quote> report from 2018 (3–BB02A16) to better assess the effectiveness of the Credentialing Programs for post-military civilian employment.</text></subsection> 
<subsection id="H7CF9CC4E7A6141F6A9564ABBE98A3CA2"><enum>(b)</enum><header>Matters included</header><text>The report under subsection (a) shall include the following:</text> <paragraph id="H83DE54E9EDE84E4F969602A34F328720"><enum>(1)</enum><text>An assessment of the number of veterans who successfully transfer their eligible professional credentials to civilian jobs.</text></paragraph> 
<paragraph id="H150FBFC3D2234533B53393B79A27BBE1"><enum>(2)</enum><text>An assessment of which certifications were most commonly used for post-military civilian employment, such as airplane mechanics.</text></paragraph> <paragraph id="H132FE09DC5CD4E999307CD9DF6822BF6"><enum>(3)</enum><text>An assessment on any other barriers veterans face to transferring military mechanical skills to State certifications.</text></paragraph></subsection> 
<subsection id="H67CAA439AEEB4C8AA3C0807956135D05"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H4254F344A898464BA0ADBADD3404438D"><enum>(1)</enum><text>The term <term>applicable licensing authority</term> means the licensing authority by a State for a given vocation in which the veteran works or would like to work.</text></paragraph> 
<paragraph id="H262AFE234BB549C2B4B6C84E5CDFA143"><enum>(2)</enum><text>The term <term>eligible professional credential</term> means a professional credential, including a professional credential in the field of airplane mechanics, obtained using expenses paid pursuant to the program under section 2015 of title 10, United States Code.</text></paragraph> <paragraph id="H4B889FAACFDC4BD7B9F7B1FC0356DF18"><enum>(3)</enum><text>The term <term>expenses</term> has the meaning given such term in such section.</text></paragraph> 
<paragraph id="H01B2DBE04B514C62957F20B9EF849E09"><enum>(4)</enum><text>The term <term>servicemember</term> has the meaning given such term in section 101 of the Servicemembers Civil Relief Act (<external-xref legal-doc="usc" parsable-cite="usc/50/4025a">50 U.S.C. 4025a</external-xref>).</text></paragraph> <paragraph id="HC0928C36CE4243168EFA71E42596994B"><enum>(5)</enum><text>The term <term>State</term> means each of the several States and territories and the District of Columbia.</text></paragraph></subsection></section>
