<section id="H71870410EF8E46B69D714F8C9D237A6C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>Connor’s Law</short-title></quote>.</text></section> <section id="H0CC5B8E18337406AA0CEB228A83B680E" section-type="subsequent-section"><enum>2.</enum><header>Requiring minimum language skills for commercial motor vehicle operators</header> <subsection id="H554D700471624B7B84697D6BB8692269"> <enum>(a)</enum> <header>In general</header> <text>Section 31308(1) of title 49, United States Code, is amended—</text>
        <paragraph id="H60D873EAEA3C4A64B680699A96C00B19">
          <enum>(1)</enum>
 <text>in subparagraph (A) by striking <quote>and</quote> at the end;</text> </paragraph> <paragraph id="H5B0EBDFC086F4FD78A43D942BC4F273E"> <enum>(2)</enum> <text>in subparagraph (B) by inserting <quote>and</quote> at the end; and</text>
        </paragraph>
        <paragraph id="HC407741C7B984AE2A9E8E21FCCB79A8F">
          <enum>(3)</enum>
 <text>by adding at the end the following:</text> <quoted-block id="H7022108FF7BB4937A7B4FCDCEAD5C63E" style="OLC"> <subparagraph id="H5AE6400D7FC041A48C861E7F5DF69F47"> <enum>(C)</enum> <text>can read and speak the English language sufficiently to—</text>
              <clause id="H513F035AD90F42BABD4B6980F9C41154">
                <enum>(i)</enum>
 <text>converse with the general public;</text> </clause> <clause id="HE903A4E5953A44058C73F956D1DF4A39"> <enum>(ii)</enum> <text>understand highway traffic signs and signals in the English language;</text>
              </clause>
              <clause id="H89A331AD110D4B0AB84C6DD3E451C021">
                <enum>(iii)</enum>
 <text>respond to official inquiries; and</text> </clause> <clause id="HBFDD6623115249C38220DF5362D72625"> <enum>(iv)</enum> <text>make entries on reports and records;</text>
              </clause>

        <enum>(b)</enum>
        <header>Out-of-Service order for noncompliance with minimum language requirement</header>
        <paragraph id="H85C4915912E7484A89F2F1D8010E57E9">
          <enum>(1)</enum>
          <header>Declaration of out of service</header>
 <text>An individual operating a commercial motor vehicle who is determined by an authorized enforcement officer to be noncompliant with section 391.11(b)(2) of title 49, Code of Federal Regulations (or any successor regulation), shall be declared out of service.</text>
        </paragraph>
        <paragraph id="HD4C8AB1229C347A2BF44BBAB6FE03D91">
          <enum>(2)</enum>
          <header>Rule of construction</header>
 <text>Nothing in paragraph (1) shall be construed to change, limit, or otherwise impact out-of-service orders that are—</text>
          <subparagraph id="H114EFB2B6C6D4AA099988AE0D4060E9F">
            <enum>(A)</enum>
 <text>not covered under paragraph (1); and</text> </subparagraph> <subparagraph id="H06046BD11D8F466E8C65A9D126AB563D"> <enum>(B)</enum> <text>carried out pursuant to applicable Federal law, Federal regulation, or the North American Standard Out-of-Service Criteria.</text>
          </subparagraph>
        </paragraph>
      </subsection></section>
