R. 3582</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250523">May 23, 2025</action-date><action-desc><sponsor name-id="D000626">Mr. Davidson</sponsor> (for himself, <cosponsor name-id="J000305">Ms. Jacobs</cosponsor>, and <cosponsor name-id="J000298">Ms. Jayapal</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend section 207 of title 18 to prohibit former employees of the State Department and the Department of Defense from lobbying the Federal Government on matters of foreign military sales, and for other purposes.</official-title></form><legis-body id="H4D7F0988DC4242B68292980AA6D5C50F" style="OLC"><section id="HB0EBB4AEA1AD47AB88130BBCF4685D15" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No revolving doors in FMS Act of 2025</short-title></quote>.</text></section><section id="HE89C7272B53746C6885314EB4821212D"><enum>2.</enum><header>Foreign miltary sales</header><text display-inline="no-display-inline">Section 207(f) of title 18, United States Code, is amended by—</text><paragraph id="H8738428ADD224B0684B5DBB2A494F665"><enum>(1)</enum><text>redesignating paragraph (3) as paragraph (4); and</text></paragraph><paragraph id="H5EB3AFBB29B7478E93B0D57981FA375B"><enum>(2)</enum><text>inserting after paragraph (2) the following new paragraph:</text><quoted-block style="USC" id="HD5ABEE072525453BB1ACF3BE10773C56" display-inline="no-display-inline"><paragraph id="H893F107123D1403A97B014B9D2782B49"><enum>(3)</enum><header>Foreign military sales</header><text display-inline="yes-display-inline">Any person who—</text><subparagraph id="H518083E96BA845248E593BF0B3A55269"><enum>(A)</enum><text>is a former State Department or Department of Defense employee and who participated in any program, project, or activity relating to foreign military sales authorized under chapter 2 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2761">22 U.S.C. 2761 et seq.</external-xref>) at any time during the 3-year period ending on separation from Federal employment; and</text></subparagraph><subparagraph id="H95EBAB70700A4ED4A6D826966289A193"><enum>(B)</enum><text>knowingly makes, with the intent to influence any Federal determination authorized pursuant to such chapter, any communication to or appearance before any officer or employee of any Federal department or agency or Congress to influence such foreign military sales,</text></subparagraph><continuation-text continuation-text-level="paragraph">shall be punished as provided in section 216 of this title.</continuation-text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
