<section id="HE58FE9A598704E1080B5EDCABAF317EE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Administration Backlog Accountability Act of 2025</short-title></quote>.</text></section> <section id="H376F96BC107E4D08BA261165227D32BA" section-type="subsequent-section"><enum>2.</enum><header>Inspector General report on backlog of disability compensation claims submitted to Department of Veterans Affairs</header> <subsection id="H28EBF45EB7794148ACA46D343730B5EB"><enum>(a)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Inspector General of the Department of Veterans Affairs shall submit to Congress a report on the backlog of disability compensation claims submitted to the Secretary of Veterans Affairs pursuant to <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/11">chapter 11</external-xref> of title 38, United States Code, pending before the Veterans Benefits Administration or the Board of Veterans’ Appeals.</text></subsection> 
<subsection id="H1D62699E442F45DCB939EF2E8D7DDB18"><enum>(b)</enum><header>Matters included</header><text display-inline="yes-display-inline">The report under subsection (a) shall include the following:</text> <paragraph id="H03A3A6349E2144BB80407B67220C86D9"><enum>(1)</enum><text>A description of the status of the backlog described in such subsection.</text></paragraph> 
<paragraph id="HEA34F36DA6BC4B09B9B442E50BA60685"><enum>(2)</enum><text display-inline="yes-display-inline">An assessment of how the Secretary is addressing such backlog, including how the Secretary is recruiting staff to fill open positions within the Department using authorities or amounts available under the Honoring our PACT Act of 2022 (<external-xref legal-doc="public-law" parsable-cite="pl/117/168">Public Law 117–168</external-xref>).</text></paragraph> <paragraph id="H7A04B7307DCB44BB9D43126A6C740F75"><enum>(3)</enum><text>An assessment of the effect of any reduction in staffing at the Department since January 20, 2025, affects such backlog.</text></paragraph> 
<paragraph id="H373631EC013E46A1B9D38EF967ECCE7C"><enum>(4)</enum><text display-inline="yes-display-inline">An assessment of how such backlog affects the average amount of time claimants who have submitted disability compensation claims pursuant to <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/11">chapter 11</external-xref> of title 38, United States Code, wait for the Secretary to adjudicate those claims.</text></paragraph> <paragraph id="H2108181B65CA47ABB53047E24D559DFA"><enum>(5)</enum><text display-inline="yes-display-inline">An assessment of how the Secretary is preparing to address the predicted 50 percent increase in such claims resulting from the Honoring our PACT Act of 2022 (<external-xref legal-doc="public-law" parsable-cite="pl/117/168">Public Law 117–168</external-xref>).</text></paragraph> 
<paragraph id="H5B0B9E8AF26A4CD688B40C5ED35CAC57"><enum>(6)</enum><text display-inline="yes-display-inline">An overview of how new technologies, such as automated decision support technology, have contributed to the reduction of such backlog.</text></paragraph> <paragraph id="H91617C63D20549C09B468FBFA2507042"><enum>(7)</enum><text>Recommendations by the Inspector General to further reduce such backlog.</text></paragraph></subsection></section>
