<section id="HF4BE6717728344EBADFBEE8D715D2AB9" section-type="section-one"><enum>1.</enum><header>Limitation on transfer of defense articles and defense services to Israel</header> 
<subsection id="HA32DD2BDF1B34214B20CD21795A322B3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, the President may not sell, transfer, or authorize a license for the export of any defense article described in subsection (b) or defense services directly related to such defense articles pursuant to any authority under the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2751">22 U.S.C. 2751 et seq.</external-xref>) or the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151">22 U.S.C. 2151 et seq.</external-xref>) to the Government of Israel, or to any agency or instrumentality of Israel, unless—</text> <paragraph id="HD0BEB0FEA0CD426BB72D85C11F0D28DE"><enum>(1)</enum><text>a law is enacted identifying the specific purpose or purposes for which such articles or services may be used for in accordance with the general purposes authorized in section 4 of the Foreign Military Sales Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2754">22 U.S.C. 2754</external-xref>); and</text></paragraph> 
<paragraph id="H705726DCAF3E405BA597934B72264018"><enum>(2)</enum><text display-inline="yes-display-inline">the Government of Israel has given written assurances satisfactory to the President that such articles and services will be used—</text> <subparagraph id="H4DFB1F1102054DF69F69AB67B4439BAF"><enum>(A)</enum><text>for the specific purposes identified in such law; and</text></subparagraph> 
<subparagraph id="HB03C7715A1C142BFAD9FAB1484AC6FB7"><enum>(B)</enum><text display-inline="yes-display-inline">consistent with the goals and principles described in the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2751">22 U.S.C. 2751 et seq.</external-xref>) and the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2151">22 U.S.C. 2151 et seq.</external-xref>), including pursuant to section 620M(c) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2378d">22 U.S.C. 2378d(c)</external-xref>), and in accordance with international humanitarian law, international human rights law, and relevant bilateral agreements.</text></subparagraph></paragraph></subsection> <subsection id="H89595E7D212540E3B4B1356A2AC8D7F6"><enum>(b)</enum><header>Defense articles described</header><text>The defense articles described in this subsection are the following:</text>

          <enum>(1)</enum>
 <text>BLU–109 bunker busting bombs.</text> </paragraph> <paragraph id="H50E29AEEA5164BE9A2667CC1FB42C683"><enum>(2)</enum><text>MK80 series bomb variants.</text></paragraph> 
<paragraph id="HB02ACE8262FF47CA8F25E855EC63E3A6">
          <enum>(3)</enum>
 <text>GBU–39 small diameter bomb variants (including Increment I).</text> </paragraph> <paragraph id="HE9BEFFD3E0D94EBAAA3C82FB5EE39312"><enum>(4)</enum><text>Joint Direct Attack Munition (JDAM) assemblies.</text></paragraph> 
<paragraph id="H16073555C57046A6AF95F12D0FBDBDBC"><enum>(5)</enum><text>SPICE gliding bomb assemblies.</text></paragraph> <paragraph id="H837CE81D8A0F47A69A463FEF8A318EA0"><enum>(6)</enum><text>120mm tank ammunition.</text></paragraph>
