<section id="HA6EE5932B93B4BB7A2FDA26BE8A8B4DD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Affairs Distributed Ledger Innovation Act of 2025</short-title></quote>.</text></section> <section id="H6FAD69D6B8FA461EB942EE872662DCE4"><enum>2.</enum><header>Sense of Congress</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
<paragraph id="HA0CBC38775144BF18643F61B8534A304"><enum>(1)</enum><text display-inline="yes-display-inline">veterans deserve efficient, transparent, and secure access to benefits and services earned through their honorable service;</text></paragraph> <paragraph id="H02E1C5F1AF6146BEAAA9E4BF063A9850"><enum>(2)</enum><text>distributed ledger technology offers promising solutions for enhancing data integrity, security, and transparency; and</text></paragraph>
<paragraph id="HDE1005017BC14A70BD309A398B0CDDEB"><enum>(3)</enum><text>exploring innovative technologies such as distributed ledger technology could significantly improve the allocation of benefits, management of insurance programs, and maintenance of records within the Department of Veterans Affairs.</text></paragraph></section> <section id="H8F7AC4C91A5B4EF5B2CF2F8078295BA2"><enum>3.</enum><header>Department of Veterans Affairs study on use of distributed ledger technology</header> <subsection id="H0087470BF9ED4F30B6F6FE7D12895E7C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall conduct a comprehensive study on the feasibility, potential benefits, and risks associated with implementing distributed ledger technology to improve claims adjudication and prevent fraud, waste, and abuse within the Department’s benefits administration systems.</text></subsection>
<subsection id="H0049887A060747EEBA6C90735A5950DF"><enum>(b)</enum><header>Matters for examination</header><text>In conducting the study under subsection (a), the Secretary shall examine how distributed ledger technology could—</text> <paragraph id="H3B61594E0AD443C2A5A980FEE4B394B2"><enum>(1)</enum><text display-inline="yes-display-inline">improve the clarity, traceability, and reliability of veterans’ benefits claims by securely recording key steps in the adjudication process;</text></paragraph>
<paragraph id="HB349579458B54EAB9B119D9BEB3A1998"><enum>(2)</enum><text>reduce the risk of fraudulent and inaccurate claims by verification processes;</text></paragraph> <paragraph id="H2D0854FC390948FD8083291E53D207E2"><enum>(3)</enum><text>improve accountability in claims handling; and</text></paragraph>
<paragraph id="H265C325DA6B0401794F9220A1C08AD9B"><enum>(4)</enum><text>aid in identifying irregularities in benefits delivery.</text></paragraph></subsection> <subsection id="H40CED33AE6474B738CE856A6C5BC439F"><enum>(c)</enum><header>Consultation</header><text>In conducting the study under subsection (a), the Secretary shall consult with—</text>
<paragraph id="HDD998C4F610E4408A3AF50E47E00F8BB"><enum>(1)</enum><text>experts in distributed ledger technology;</text></paragraph> <paragraph id="H38914DAB861447DEABC2C50B0833FABD"><enum>(2)</enum><text>representatives of veterans service organizations;</text></paragraph>
<paragraph id="H9B906D7C4AAC43ECBF1E5B488D3543F1"><enum>(3)</enum><text>the heads of other Federal agencies with experience using distributed ledger technology; and</text></paragraph> <paragraph id="HD69A56D399AA41AAB0ABF98B34BDEABF"><enum>(4)</enum><text>any other stakeholders the Secretary determines appropriate.</text></paragraph></subsection>
<subsection id="H742625C53F9B41448CCB6E2F44E7E519"><enum>(d)</enum><header>Report</header><text>Not later than one year after the date of the enactment of this Act, the Secretary shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report on the findings of the study under subsection (a). Such report shall include each of the following:</text> <paragraph id="H92830ECF86C44CE39692235718B9DD6D"><enum>(1)</enum><text>The findings of the study regarding the feasibility of implementing distributed ledger technology in the Department of Veterans Affairs.</text></paragraph>
<paragraph id="H506DF6285BE645D49850EB1177173826"><enum>(2)</enum><text>A description of potential benefits and risks associated with the implementation of such technology in the Department.</text></paragraph> <paragraph id="H8CA4B3A2ADDB41B1B9BB6DE93589C25E"><enum>(3)</enum><text>Any recommendations of the Secretary regarding pilot programs or other initiatives that should be implemented to test the use of distributed ledger technology in specific areas of Department operations, such as benefits distribution or insurance claims.</text></paragraph>
<paragraph id="H3E10276316DB4E46A01C17F244EC4E77"><enum>(4)</enum><text>Any legislative or administrative actions required to implement such technology in the Department.</text></paragraph></subsection> <subsection id="HDA446C49385E412FA08DE735F060A667"><enum>(e)</enum><header>Definitions</header><text>In this section:</text>
<paragraph id="H42E58041568648E6812C5B1D5A625B0B"><enum>(1)</enum><text>The term <term>distributed ledger</term> means a ledger that is—</text> <subparagraph id="H8A85F33E831B4A03BB93158BD10F30D0"><enum>(A)</enum><text display-inline="yes-display-inline">is shared across a set of distributed nodes, which are devices or processes, that participate in a network and store a complete or partial replica of the ledger;</text></subparagraph>
<subparagraph id="HB716CD3BACAC4C2391954007EA6A01D1"><enum>(B)</enum><text>is synchronized between the nodes;</text></subparagraph> <subparagraph id="H5BC785101FAE430EA89CCE813CC38446"><enum>(C)</enum><text>has data appended to it by following a specified consensus mechanism;</text></subparagraph>
<subparagraph id="H32F4594ABF8248549D74A72CA60C5CAF"><enum>(D)</enum><text>publicly accessible or restricted to a subset of participants; and</text></subparagraph> <subparagraph id="H36AB1BBED9E24B638733A6000AB97D1A"><enum>(E)</enum><text>may require participants to have authorization to perform certain actions or require no authorization.</text></subparagraph></paragraph>
<paragraph id="HA47DA70AF98C40A78D67945F95914E25"><enum>(2)</enum><text>The term <term>distributed ledger technology</term> means technology that enables the operation and use of distributed ledgers.</text></paragraph></subsection></section> </legis-body></bill>
