R. 3414</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250514">May 14, 2025</action-date><action-desc><sponsor name-id="R000599">Mr. Ruiz</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HII00">Committee on Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the California Desert Protection Act of 1994 to expand the boundary of Joshua Tree National Park, to redesignate the Cottonwood Visitor Center at Joshua Tree National Park as the <quote>Dianne Feinstein Visitor Center</quote>, and for other purposes.</official-title></form><legis-body id="H45E43BD88D7A473C9FCDFE93434FEBA5" style="OLC"><section section-type="section-one" id="H9E111D685B6C422F871B9937F11E8E16" changed="not-changed"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Joshua Tree National Park Expansion Act</short-title></quote>.</text></section><section id="HCEAE6213E336448BB9D95674CDF7A36B" changed="not-changed"><enum>2.</enum><header>Expansion of Joshua Tree National Park</header><subsection id="HB5D21FB03009418B9825969698DEDB64" changed="not-changed"><enum>(a)</enum><header>Boundary adjustment</header><text>Section 402 of the California Desert Protection Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/16/410aaa-22">16 U.S.C. 410aaa–22</external-xref>) is amended, in the first sentence, by inserting after <quote>October 1991 or prior,</quote> the following: <quote>and including the approximately 20,149 acres of land generally depicted on the map entitled <quote>Joshua Tree National Park Proposed Boundary Addition</quote>, numbered 156/193,676, and dated June 2024</quote>. </text></subsection><subsection id="HFBE280494BAD406497C865D869CF2246" changed="not-changed"><enum>(b)</enum><header>Transfer of administrative jurisdiction</header><text>Administrative jurisdiction over the land described in the amendment made by subsection (a) is transferred from the Bureau of Land Management to the National Park Service.</text></subsection><subsection id="H840DC9C996EA455EA9959AF348672AE4" changed="not-changed"><enum>(c)</enum><header>Land acquisition</header><paragraph commented="no" display-inline="no-display-inline" id="HAB1ED657E70945C6801FE74F1A88810F" changed="not-changed"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to paragraph (2), the Secretary of the Interior may acquire land and interests in land within the boundary of the Joshua Tree National Park by—</text><subparagraph commented="no" display-inline="no-display-inline" id="HBE03C642B0E94F908166F32C0B10A6FC" changed="not-changed"><enum>(A)</enum><text display-inline="yes-display-inline">donation;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H200A749865A842D1BF2614C8571E4657" changed="not-changed"><enum>(B)</enum><text display-inline="yes-display-inline">purchase from a willing seller; </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9ECD65DBA5644A3990C426FA88B7CDC4" changed="not-changed"><enum>(C)</enum><text display-inline="yes-display-inline">exchange; or </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3EEB8A199AA24C58BA663F312408259F" changed="not-changed"><enum>(D)</enum><text display-inline="yes-display-inline">transfer.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2E0206B007474A2BB5DD6937D47A2A45" changed="not-changed"><enum>(2)</enum><header>Limitation</header><text display-inline="yes-display-inline">Any land or interest land within the boundary of the Joshua Tree National Park that is owned by the State of California or a political subdivision of the State of California may only be acquired by the Secretary of the Interior by donation or exchange.</text></paragraph></subsection></section><section id="HD772A18628ED4863B2A1D7D54122DC20" changed="not-changed"><enum>3.</enum><header>Technical correction</header><text display-inline="no-display-inline">Section 1433(a) of the John D. Dingell, Jr. Conservation, Management, and Recreation Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/9">Public Law 116–9</external-xref>; 133 Stat. 700) is amended by striking <quote>156/149,375</quote> each place it appears and inserting <quote>156/149,375A</quote>.</text></section><section id="HCDFF72AC84B84FA8A3FEC2F65D31D4ED"><enum>4.</enum><header>Redesignation of the Cottonwood Visitor Center at Joshua Tree National Park as the <quote>Dianne Feinstein Visitor Center</quote></header><subsection id="HDD56FAD3A6C6438E9F93FA43B82D8DB0" changed="not-changed"><enum>(a)</enum><header>Redesignation</header><text>The Cottonwood Visitor Center at Joshua Tree National Park, or any successor to that visitor center, shall be known and designated as the <quote>Dianne Feinstein Visitor Center</quote>.</text></subsection><subsection id="H603B9B3E7DD04A1D96FF02A933B0BB47" changed="not-changed"><enum>(b)</enum><header>References</header><text>Any reference in a law, map, regulation, document, paper, or other record of the United States to the visitor center referred to in subsection (a) shall be deemed to be a reference to the <quote>Dianne Feinstein Visitor Center</quote>.</text></subsection></section></legis-body></bill>
