<section id="H1CA0B4C4D3D546B0A902B3CFFD3E07D4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Healthcare Extension and Accessibility for Developmentally disabled and Underserved Population Act of 2025</short-title></quote> or the <quote><short-title>HEADs UP Act of 2025</short-title></quote>.</text></section> <section id="H8CB653AFA70D4B69BB6A52C6AA329830"><enum>2.</enum><header>Health care services by health centers and National Health Service Corps for individuals with a developmental disability</header> <subsection id="H8159566D94B44A17A177744E7DDAFFFC"><enum>(a)</enum><header>Inclusion within special medically underserved populations for purposes of health center definition</header><text display-inline="yes-display-inline">Section 330(a)(1) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(a)(1)</external-xref>) is amended by striking <quote>and residents of public housing,</quote> and inserting <quote>residents of public housing, and individuals with a developmental disability</quote>.</text></subsection>
<subsection id="H563B20811F8D478484192A599349EB57"><enum>(b)</enum><header>Definition</header><text display-inline="yes-display-inline">Section 330(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(a)(1)</external-xref>) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="HC5A24089945B402BB92A7AAC1DE5A35B" style="OLC"> <paragraph id="H524FA8FBA41046078133ECCF9962D9F2"><enum>(4)</enum><header>Individuals with a developmental disability</header><text>In this section, the term <term>individuals with a developmental disability</term> means individuals with a developmental disability as defined in section 102 of the Developmental Disabilities Assistance and Bill of Rights Act of 2000.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="H0F2B80807BC4471EB39CACAF7D2D2594"><enum>(c)</enum><header>Grants for services</header>
<paragraph id="HAF658465DDE64285814BD5AEE3EDA1D8"><enum>(1)</enum><header>Authorization</header><text>Section 330 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>) is amended—</text> <subparagraph id="H161696BEF2EF4898A09019A890F22821"><enum>(A)</enum><text>by redesignating subsections (j) through (r) as subsections (k) through (s), respectively; and</text></subparagraph>
<subparagraph id="HF90CE7FA00AD4155AE16948B79F3EB6A"><enum>(B)</enum><text>by inserting after subsection (i) the following:</text> <quoted-block display-inline="no-display-inline" id="HFEEBF53F7749467096C9782B9CA84907" style="OLC"> <subsection id="H3C4EDA2EFCEE4A17916D33AC15E779E0"><enum>(j)</enum><header>Individuals with a developmental disability</header> <paragraph id="H9B679101CA054C65A8EB887DE486BFF6"><enum>(1)</enum><header>In general</header><text>The Secretary may award grants to existing health centers for the purposes described in subsections (e) and (f) to establish or operate new delivery sites for comprehensive primary health services, including dental care, to a special medically underserved population comprised of individuals with a developmental disability.</text></paragraph>
<paragraph id="HA77A4B7BDAF54354A589218839B6DDED"><enum>(2)</enum><header>Required services</header><text display-inline="yes-display-inline">In addition to required primary health services (as defined in subsection (b)(1)), an entity that receives a grant under this subsection shall be required to provide specialized treatment, as necessary, including specially trained dental care services, to individuals with a developmental disability as a condition of such grant.</text></paragraph> <paragraph id="HA56273AC5EA144579FB0399B60B50CBA"><enum>(3)</enum><header>Supplement not supplant requirement</header><text>A grant awarded under this subsection shall be expended to supplement, and not supplant, the expenditures of the health center and the value of in kind contributions for the delivery of services to the population described in paragraph (1).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph>
<paragraph id="HC5BB0DD7FFB44F64A17EDAEE27CCE357"><enum>(2)</enum><header>Conforming change</header><text>Section 330(a)(2) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b(a)(2)</external-xref>) is amended by striking <quote>or (i)</quote> and inserting <quote>(i), or (j)</quote>.</text></paragraph></subsection> <subsection id="HF4E8BC8121F04467A4741E03B783BF8C"><enum>(d)</enum><header>Funding</header> <paragraph id="H7DD77B0AC2C542DAA6E30E4992FD2686"><enum>(1)</enum><header>Preserving the distribution of grants</header><text display-inline="yes-display-inline">Subsection (s)(2)(B) (as redesignated) of section 330 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>) is amended by striking <quote>the total amount appropriated to carry out this section for that fiscal year</quote> and inserting <quote>the total amount appropriated to carry out this section (other than subsection (j)) for that fiscal year</quote>.</text></paragraph>
<paragraph id="HD974AE8B0DD8466FA733A8E97E04D423"><enum>(2)</enum><header>Funding report</header><text>Subsection (s)(3)(A) (as redesignated) of section 330 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>) is amended by striking <quote>and migratory and seasonal agricultural workers,</quote> and inserting <quote>migratory and seasonal agricultural workers, and individuals with a developmental disability,</quote>.</text></paragraph> <paragraph id="H14092A7F6577457BAD40B7B19EA50D61"><enum>(3)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Subsection (s) (as redesignated) of section 330 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b</external-xref>) is amended by adding at the end the following:</text>

<paragraph id="HECCD07F0F4A94D75BA573AA17F2E35A9"><enum>(7)</enum><header>Funding for services for individuals with a developmental disability</header><text display-inline="yes-display-inline">To carry out subsection (j), there is authorized to be appropriated $15,000,000 for each of fiscal years 2026 through 2030.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HACD0D8D8A3244C15A944D350436DF9D9"><enum>(e)</enum><header>Inclusion for purposes of health professional shortage areas</header><text>Section 332(a)(3) of the Public Health Service Act is amended by striking <quote>and residents of public housing (as defined in section 3(b)(1) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437a">42 U.S.C. 1437a(b)(1)</external-xref>))</quote> and inserting <quote>residents of public housing (as defined in section 3(b)(1) of the United States Housing Act of 1937 (<external-xref legal-doc="usc" parsable-cite="usc/42/1437a">42 U.S.C. 1437a(b)(1)</external-xref>)), and individuals with a developmental disability (as defined in section 330(b))</quote>.</text></subsection></section>
