<section id="H2D565BF585C64A388A1FF5744C8399D8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Tactics to Obstruct the Population of Screwworms Act</short-title></quote> or the <quote><short-title>STOP Screwworms Act</short-title></quote>.</text></section> <section id="HC0286D72BC7245E5AFBF96F4829E6AC8"><enum>2.</enum><header>New World screwworm fly rearing facility</header><text display-inline="no-display-inline">The Animal Health Protection Act (<external-xref legal-doc="usc" parsable-cite="usc/7/8301">7 U.S.C. 8301 et seq.</external-xref>) is amended by inserting after section 10409A (<external-xref legal-doc="usc" parsable-cite="usc/7/8308a">7 U.S.C. 8308a</external-xref>) the following:</text>

<section id="H4DB48E92819244A2A48C50129F46F317"><enum>10409B.</enum><header>New World screwworm fly rearing facility</header> 
<subsection id="HE29CB8930D2D4968AEBE97212A0E02B6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 180 days after the date of enactment of this section, the Secretary shall begin construction on 1 or more modular New World screwworm fly rearing facilities in eligible areas described in subsection (b). Such a facility shall, in addition to providing for the rearing of sterile New World screwworm flies, provide for the dispersal of such flies to areas at risk of New World screwworm fly infestation.</text></subsection> <subsection id="HBDC26B9840044222812CED88E0F665E2"><enum>(b)</enum><header>Eligible area described</header><text>An eligible area described in this subsection is an area of a State that the Secretary determines to be—</text> 
<paragraph id="H5FD492A6A99341A6AD91741D68CEF6B5"><enum>(1)</enum><text>at risk of New World screwworm fly infestation due to the migratory pattern of confirmed detections of New World screwworm flies; and</text></paragraph> <paragraph id="H07FFA7A238B848F0BFE5EF1070E188E1"><enum>(2)</enum><text display-inline="yes-display-inline">suitable for dispersal of sterile New World screwworm flies reared at a New World screwworm fly rearing facility established under this section to additional areas at risk of New World screwworm fly infestation.</text></paragraph></subsection> 
<subsection id="H30D1E44547674C20AF4F4868B0299625"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this section, and annually thereafter, the Secretary shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate, and make publicly available on the website of the Department of Agriculture, a report that includes—</text> <paragraph id="HBE2D9051AFCE400AB902469F8171CA87"><enum>(1)</enum><text>an analysis of the current threat posed to agriculture in the United States by New World screwworm flies; and</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H55BC85944DC04C228D2F61F4F14CF5C2"><enum>(2)</enum><text>a description of—</text> <subparagraph id="HD6382515415F4159B2BC55B38E857472"><enum>(A)</enum><text>the efforts being taken by the Secretary to combat New World screwworm fly migration, including construction and operation of the facilities described in subsection (a); and</text></subparagraph> 
<subparagraph id="HE1262229022F429A976101C6A8C15F3C"><enum>(B)</enum><text>the effectiveness of such efforts.</text></subparagraph></paragraph></subsection> <subsection id="H6CAE10ED3DD34702BA89068F24F05AD6"><enum>(d)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated to the Secretary to carry out this section $300,000,000, to remain available until expended.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section>
