<section id="H50938CBE52A1417D82925CBDDA9BDA6D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Justice for Angel Families Act</short-title></quote>.</text></section> <section id="HD33C8878B6A74A91A771549898BBFA29"><enum>2.</enum><header>Grants for angel families</header><text display-inline="no-display-inline">Section 1403 of the Victims of Crime Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/34/20102">34 U.S.C. 20102</external-xref>) is amended—</text>
<paragraph id="HC05640553B754431838A34B293D48EAF"><enum>(1)</enum><text>in subsection (b), by amending paragraph (1) to read as follows:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="H5FDF88D4163B434180E81ACE112EE775"> <paragraph id="HF755EDB3C5474C799F6CA20FE796781B"><enum>(1)</enum><text display-inline="yes-display-inline">such program is operated by a State and offers compensation to—</text>
<subparagraph id="H4EED913FD84F456A954E5042AD87360D"><enum>(A)</enum><text>victims and survivors of victims of criminal violence, including drunk driving and domestic violence, for—</text> <clause id="H15264D1B5BB64162B6FF29247921DFFE"><enum>(i)</enum><text>medical expenses attributable to a physical injury resulting from a compensable crime, including expenses for mental health counseling and care; </text></clause>
<clause id="H03D112D38AD6467E99F239928F9F837B"><enum>(ii)</enum><text>loss of wages attributable to a physical injury resulting from a compensable crime; and </text></clause> <clause id="HED328470B1EC40B0BFA14789E44EA9FC"><enum>(iii)</enum><text>funeral expenses attributable to a death resulting from a compensable crime; or</text></clause></subparagraph>
<subparagraph id="H11FE4CAB64AB4C03AE4E8B9F7C718F83"><enum>(B)</enum><text>angel families for—</text> <clause id="H2B41F1A0732C4808AE79F121DB881EED"><enum>(i)</enum><text>medical expenses attributable to any injury resulting from a compensable crime, including expenses for mental health counseling and care; </text></clause>
<clause id="H336BCB12EF9E4E798E859E6CB290CC23"><enum>(ii)</enum><text>loss of wages attributable to emotional distress resulting from a compensable crime; and </text></clause> <clause id="H62ED102B3D9049B29F7A99D79BDB7914"><enum>(iii)</enum><text>funeral expenses attributable to a death resulting from a compensable crime;</text></clause></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph>
<paragraph id="HABC3B2C6197145028BD38D85ED0F7367"><enum>(2)</enum><text>in subsection (d)—</text> <subparagraph id="HEC03F55D0D51420785EB4FAD6FE116C2"><enum>(A)</enum><text>in paragraph (4), by striking <quote>; and</quote> and inserting a semicolon;</text></subparagraph>
<subparagraph id="H3B797DC6979C4BACBDCF3D05D7CEF3FF"><enum>(B)</enum><text>in paragraph (5), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph> <subparagraph id="H534740616799421FB421976B00A9EA0F"><enum>(C)</enum><text>by adding at the end the following:</text>
<quoted-block style="OLC" display-inline="no-display-inline" id="HA030E1A9879D4F159D715B4903E158A9">
<paragraph id="H3C061CFE341A4AD78FAEBC5B39110996"><enum>(6)</enum><text display-inline="yes-display-inline">the term <term>angel family</term> means the immediate family members of any individual who is a victim of homicide committed by—</text> <subparagraph id="H7030D95D03CE499F9D968B9A8D1CE85E"><enum>(A)</enum><text>an alien described in section 212(a)(6)(A)(i) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182(a)(6)(A)(i)</external-xref>) who is unlawfully present in the United States; or</text></subparagraph>
<subparagraph id="H7448AE239956490C981504569482F65F"><enum>(B)</enum><text>any member of an international criminal organization involved in the unlawful trafficking of controlled substances (as defined in section 102 of the Controlled Substances Act (<external-xref legal-doc="usc" parsable-cite="usc/21/802">21 U.S.C. 802</external-xref>)), including an international drug cartel.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section> <section id="HE9BCD1CA397A4B569806BD0C685A318F"><enum>3.</enum><header>Victims of Immigration Crime Engagement Office</header> <subsection id="H5BCFECBC6DB64DC8AEC275A6D6626E4E"><enum>(a)</enum><header>Establishment</header><text>Title I of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/111">6 U.S.C. 111 et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="H8251D9D8A03E41B49BD337ACC250DBF9"><enum>104.</enum><header>Victims of Immigration Crime Engagement Office</header>
<subsection id="H5BE8D3898FCC4456AEE3755E5A84D4D8"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H5218F024EC2C45E4A5D951CB55382373" commented="no"><enum>(1)</enum><header>Alien</header><text>The term <term>alien</term> means an individual who—</text>
<subparagraph commented="no" id="H9F4ACD53B726425D9A8B5D574B5F0000"><enum>(A)</enum><text>is described in section 212(a)(6)(A)(i) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182(a)(6)(A)(i)</external-xref>); and</text></subparagraph> <subparagraph commented="no" id="H7675E24190F04603AB0A02C1A7C2D84C"><enum>(B)</enum><text>is unlawfully present in the United States.</text></subparagraph></paragraph>
<paragraph id="H0BE9955B8CC24F6AA4DDD285766FA307"><enum>(2)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the Victims of Immigration Crime Engagement Office established pursuant to subsection (b).</text></paragraph></subsection> <subsection id="H4D32D32E2EE44D7C8C829352FE408718"><enum>(b)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish, within the Office of the Secretary, the Victims of Immigration Crime Engagement Office to provide proactive, timely, and professional services to victims of crimes committed by aliens who are inadmissible under section 212(a), deportable under section 237(a), or otherwise unlawfully present in the United States, and to the family members of such victims.</text></subsection>
<subsection id="H974492F0525742D58D0FCEF63837D64C"><enum>(c)</enum><header>Duties</header><text>The Office shall be headed by a Director, who shall—</text> <paragraph id="HA8B99CA5840748F682D729E90D26856C"><enum>(1)</enum><text display-inline="yes-display-inline">create a hotline for victims described in subsection (b) and for the family members of such victims—</text>
<subparagraph id="H3AABC57EBD79414499D9113CA2513CB4"><enum>(A)</enum><text>to ensure that such victims and family members receive the support they need, including by—</text> <clause id="H8AB2A81CB6BD47549E3BB9DFDCB01FAC"><enum>(i)</enum><text>providing information available to help victims and their family members understand the immigration enforcement and removal process;</text></clause>
<clause id="HBB14AF6D1FD341228E79BE22D9E47F28"><enum>(ii)</enum><text>liaising with social service professionals to assist in providing support services referral information; and</text></clause> <clause id="H3CB43AB9F07E4DD9BEA425738FF34530"><enum>(iii)</enum><text>directing victims and their family members to a wide range of available resources;</text></clause></subparagraph>
<subparagraph id="HDF84138D23A44562A6E05EB9EB3752B9"><enum>(B)</enum><text>to assist victims and family members of victims to register for automated custody status information related to the criminal alien;</text></subparagraph> <subparagraph id="H6A757AB00597482DB424CA9D0BE345E1"><enum>(C)</enum><text>to provide victims and their family members with releasable criminal or immigration history about the criminal alien; and</text></subparagraph>
<subparagraph id="H3F8DA64779AA4DBFB367D25BEE76442E"><enum>(D)</enum><text>to provide immediate services to victims and their family members and collect metrics and information to determine additional resource needs and how to improve services to victims; and</text></subparagraph></paragraph> <paragraph id="H9A47414D37944C23A31D88E454D2D97F"><enum>(2)</enum><text display-inline="yes-display-inline">conduct a case study on providing proactive, timely, and professional services to victims of crimes, and the family members of such victims, that are committed by aliens who are inadmissible under section 212(a), deportable under section 237(a), or otherwise unlawfully present in the United States.</text></paragraph></subsection>
<subsection id="HF51DFAF40F434EBC90C25F166DE332EA"><enum>(d)</enum><header>Annual report</header><text>Not later than 1 year after the date of the enactment of the <short-title>Justice for Angel Families Act</short-title>, and annually thereafter, the Director shall submit to Congress a report regarding the impact on victims of crimes committed by aliens who are inadmissible under section 212(a), deportable under section 237(a), or otherwise unlawfully present in the United States that includes—</text> <paragraph id="H058C865BECB94FFFA519C03D7990D051"><enum>(1)</enum><text>a summary of the case study described in subsection (c)(2); and</text></paragraph>
<paragraph id="H5C6D9445DE354EE880629D5474CDC748"><enum>(2)</enum><text>information regarding—</text> <subparagraph id="H20FE50C03AE64A74AA566425A33F996E"><enum>(A)</enum><text>the demographics of such victims and criminal aliens;</text></subparagraph>
<subparagraph id="H9EFAA18AB80848E98BE9AE01FCBC05EF"><enum>(B)</enum><text>the locations of such crimes;</text></subparagraph> <subparagraph id="H85F4735EDCA94386BADC801145E33958"><enum>(C)</enum><text>the type of crimes committed; and</text></subparagraph>
<subparagraph id="HA5DAD66F604948D79BAB38208742ED0F" commented="no" display-inline="no-display-inline"><enum>(D)</enum><text>whether the criminal aliens have committed multiple crimes.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="HC0557F98A8D3407D88ADB371DA6C247F"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/101">6 U.S.C. 101 et seq.</external-xref>) is amended by inserting after the item relating to section 103 the following:</text>
