committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc><action-instruction>For text of introduced bill, see copy of bill as introduced on May 13, 2025</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Securities Exchange Act of 1934 to specify that actions of the Advocate for Small Business Capital Formation are not a collection of information under the Paperwork Reduction Act.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HBA00" reported-display-style="italic" id="H3E5CE98C46F4417C9C77B13DFB0BD22B"><section id="HECF2C7A7451041D0AF5047F2FD3CEFE0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Access to Small Business Information Act</short-title></quote>. </text></section><section id="H6F8939561B5D4E3E8A8FB402BAF00414"><enum>2.</enum><header>Exclusion from the Paperwork Reduction Act</header><text display-inline="no-display-inline">Section 4(j) of the Securities Exchange Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/15/78d">15 U.S.C. 78d(j)</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" id="H7F28BF34AF3D42E397F11D507CCF9CD3" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HBA00"><paragraph id="H6EFBAF7A692B427099F90CB9E5554443"><enum>(10)</enum><header>Exclusion from the Paperwork Reduction Act</header><subparagraph id="H7A364892DB94488F97C8B1DA2575E7CA"><enum>(A)</enum><header>In general</header><text>Actions taken by the Advocate for Small Business Capital Formation under this subsection shall not be a <quote>collection of information</quote> for purposes of subchapter I of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/35">chapter 35</external-xref> of title 44, United States Code (commonly known as the <quote>Paperwork Reduction Act</quote>).</text></subparagraph><subparagraph id="H5BB79AA735644BCC99098D83672D54D7"><enum>(B)</enum><header>Exceptions</header><text display-inline="yes-display-inline">Notwithstanding subparagraph (A), the requirements under subsections (c)(1), (c)(4), and (i) of section 3506 of title 44, United States Code, and section 3507(a)(1)(A) of such title shall apply to actions taken by the Advocate for Small Business Capital Formation under this subsection, except that the Commission shall not be required—</text><clause id="H4B60FEA379A046B494E168F70D6C1C74"><enum>(i)</enum><text display-inline="yes-display-inline">to submit a collection of information by the Advocate to the Director of the Office of Management and Budget, as referenced under section 3506(c)(1)(A) of such title;</text></clause><clause id="HD232C6BD1F8D47B6A2A6D775D50AF6EE"><enum>(ii)</enum><text display-inline="yes-display-inline">to display a control number on a collection of information by the Advocate, as described under section 3506(c)(1)(B)(i) of such title (or to inform a person receiving a collection of information from the Advocate that the collection of information needs to display a control number, as described under section 3506(c)(1)(B)(iii)(V) of such title);
