<section id="HCE7A0141893244C7B2978EC2F9C53BE1" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sovereign States Bureau of Prisons Restructuring Act of 2025</short-title></quote>.</text></section> 
<section id="H56F204F9B3E94F76BB2A8B09A67203F3"><enum>2.</enum><header>State block grant program for Bureau of Prisons funds</header> 
<subsection id="H16A20566EA62468BB6019638F66F5B79"><enum>(a)</enum><header>Development</header><text display-inline="yes-display-inline">Not later than 270 days after the date of the enactment of this Act, the Attorney General shall take such steps as necessary to develop a plan to—</text> <paragraph id="H90F64805F3E540FB8302FBC80BE213D6"><enum>(1)</enum><text>return the amount of funding issued to the Bureau of Prisons to the amount issued to the Bureau in fiscal year 2019; and</text></paragraph>
<paragraph id="H8C34304E1C7F4D4995A5FAFE8AA6C156"><enum>(2)</enum><text>structure funding issued pursuant to paragraph (1) to the Bureau of Prisons in the following manner—</text> <subparagraph id="HA259278E3D16437B97DD926EA94094FC"><enum>(A)</enum><text>50 percent of Bureau of Prison funds shall be converted to block grants issued to the States;</text></subparagraph>
<subparagraph id="H76F012EC6653474B99FFD9B67D1429C9"><enum>(B)</enum><text>10 percent of Bureau of Prison funds shall be provided to the office of the Department of Justice administering a block grants under subparagraph (A); and</text></subparagraph> <subparagraph id="H575FD555AD724238BB300C159A1DB0B0"><enum>(C)</enum><text display-inline="yes-display-inline">10 percent of Bureau of Prison funds shall be provided to the office of the Department of Justice Office of Inspector General for oversight of the block grants under subparagraph (A).</text></subparagraph></paragraph></subsection> 
<subsection id="HA36EC8784DF744D5971029F715C1CFB4"><enum>(b)</enum><header>Implementation</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the plan developed under subsection (a) shall be implemented.</text></subsection></section> </legis-body></bill>
