<section id="HE1741C3AC0AC45E38755C1DB50C8AF90" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Women’s and Family Protection Act of 2025</short-title></quote>.</text></section> <title id="H541641B14618494C92C0379C6A961C73"><enum>I</enum><header>Amendments to Homelessness Definitions</header> <section id="HD18A734730DB4998942D0B55675AF840" section-type="subsequent-section"><enum>101.</enum><header>Definitions</header> <subsection id="HCD79EA9AF935401E90F4695576EEEAE4"><enum>(a)</enum><text display-inline="yes-display-inline">Section 103(a)(5) of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11302">42 U.S.C. 11302</external-xref>) is amended—</text> 
<paragraph id="H89946751F6434B81B0A2667BDACC0093"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (B), by striking <quote>and</quote> at the end; and</text></paragraph> <paragraph id="HC5C8CB8BED2C4AC28C031E8239D0CEA5"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting at the end the following:</text> 
<quoted-block style="OLC" id="H3F38E21659C142B38485775B4B4ECBF5" display-inline="no-display-inline"> 
<subparagraph id="HB67CDCA74E3D45BEA538985CE3FC1221"><enum>(D)</enum><text display-inline="yes-display-inline">may reside in indigenous, rural or marginalized communities as defined by the Secretary; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H69655827D88545EDA65449D70A03690D"><enum>(b)</enum><text display-inline="yes-display-inline">Section 103(a)(6) of the McKinney-Vento Homeless Assistance Act is amended—</text> 
<paragraph id="H85645B49090847A7A0CD2E40D36D3F5C"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by striking <quote>unaccompanied</quote>;</text></paragraph> <paragraph id="HAFE6F60773A94885AF33171108BFF619"><enum>(2)</enum><text>in subparagraph (B), by striking <quote>and</quote> at the end;</text></paragraph> 
<paragraph id="H1BDD692E306847E4B2BE32FAE95414E4" display-inline="no-display-inline"><enum>(3)</enum><text display-inline="yes-display-inline">in subparagraph (C), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph> <paragraph id="H9CC8901DC59243C7A51244743CDBB14F"><enum>(4)</enum><text display-inline="yes-display-inline">by inserting at the end the following:</text>

<subparagraph id="H997A0625E3F1401F9A1742897281BB96"><enum>(D)</enum><text display-inline="yes-display-inline">may reside in indigenous, rural or marginalized communities as defined by the Secretary.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H53B61B2AF4754CE69A0D6EA7F47066FA"><enum>(c)</enum><text display-inline="yes-display-inline">Section 103(b) of the of the McKinney-Vento Homeless Assistance Act is amended by adding at the end the following:</text> 
<quoted-block style="OLC" id="H7ECB10A8316E489B9DD7B4CC63D6E580" display-inline="no-display-inline"> 
<quoted-block-continuation-text quoted-block-continuation-text-level="section">Within the domestic violence definition, the Secretary shall specifically include women, women with children, survivors and other persons at risk of gender-based violence as a recognized term and subpopulation as that term is currently defined in applicable Federal statute and regulations.</quoted-block-continuation-text><after-quoted-block>.</after-quoted-block></quoted-block> </subsection></section></title> 
<title id="H84D73AF69AE7431288247E47A73EA3D1"><enum>II</enum><header>Women’s and Families’ Emergency Shelter Program</header> 
<section id="H506CFEF6A5DC4B9B8443C6D1893C2B59"><enum>201.</enum><header>Emergency Solutions Grants Program set-aside</header><text display-inline="no-display-inline">Section 412 of the of the McKinney-Vento Homeless Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/11372">42 U.S.C. 11372</external-xref>) is amended to read as follows:</text> <quoted-block style="OLC" id="HAD5F754CCDA44A69BCC095F4B22135C8" display-inline="no-display-inline"> <section id="HBF8473C466944D1A86B8EC71BFFF7C88"><enum>412.</enum><header>Grant assistance</header> <subsection id="H1FE020A6543344EBBACBBFA52590DC3C"><enum>(a)</enum><header>Grant assistance</header><text>The Secretary shall make grants to private nonprofit organizations defined in subsection (b) for the purpose of carrying out the activities described in subsection (c).</text></subsection> 
<subsection id="H384BB377B3C9446D8AC0B898F04148EE"><enum>(b)</enum><header>Eligible entities</header><text>The Secretary shall make direct grants to private nonprofit organizations as defined in 42 U.S.C. 11360 serving high needs populations including women and children who are homeless and pregnant, chronically homeless person, families children and youth, victims of gendered-based violence or trauma, and other special needs populations defined by the Secretary including seniors and other homeless persons with a history of gender-based violence or trauma; in accordance with Section 101 of this Act.</text></subsection> <subsection id="H1B22DF19461544489EF98C6F101A9A27"><enum>(c)</enum><header>Eligible activities</header><text>Assistance provided under subsection (a) may be used for the following activities:</text> 
<paragraph id="H04F6A33DBC464F12925D332EDD7C8009"><enum>(1)</enum><text>Operating costs defined in <external-xref legal-doc="usc" parsable-cite="usc/42/11360">42 U.S.C. 11360</external-xref>.</text></paragraph> <paragraph id="HC47484F04A6F4D71B22B8F82EAAFC8EF"><enum>(2)</enum><text>Outpatient services, including mental health, substance use, and related services defined in <external-xref legal-doc="usc" parsable-cite="usc/42/11360">42 U.S.C. 11360</external-xref>.</text></paragraph> 
<paragraph id="HA20EA4E070694785BC698FEC8660DA1F"><enum>(3)</enum><text>Supportive services including childcare, employment services, case management, food, child and family therapy and trauma counseling and victim services defined in <external-xref legal-doc="usc" parsable-cite="usc/42/11360">42 U.S.C. 11360</external-xref>.</text></paragraph> <paragraph id="H6403D618FA2349CA9BAD33A12D37287B"><enum>(4)</enum><text>Housing relocation and stabilization services for homeless persons or families or individuals at risk of homelessness.</text></paragraph> 
<paragraph id="HB74A27194E414246B6BA0188F751F507"><enum>(5)</enum><text>Such other services as the Secretary may designate.</text></paragraph></subsection> <subsection id="HC46110E265454056BEDD1F4248B9425F"><enum>(d)</enum><header>Application</header><text>An eligible private nonprofit organization defined in subsection (b) above seeking a grant under subsection (a) shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.</text></subsection> 
<subsection id="H0C7FC6A1BAC64D8C81EAB3F4B2AD54C0"><enum>(e)</enum><header>Evaluation</header><text>A private nonprofit organization seeking a grant under this title shall prepare and submit an evaluation of activities carried out with funds received under such grant to the Secretary at such time, in such manner, and containing such information as the Secretary may reasonably require, including a process and outcome evaluation. At a minimum, such evaluation shall include—</text> <paragraph id="HBC7021FCF2B54FAFA6E18EC913CB9387"><enum>(1)</enum><text>an unduplicated count of the number of women, children, seniors, victims of gender-based violence and other special needs populations receiving services under the grant;</text></paragraph> 
<paragraph id="HED284325E0414A6A849094E4CF92FDE6"><enum>(2)</enum><text>an unduplicated count of the number of homeless individuals and families receiving house relocation and stabilization services;</text></paragraph> <paragraph id="H5A03AA0D931D4AC886A90139EB542BF3"><enum>(3)</enum><text>an unduplicated count of the number of individuals placed in transitional or permanent housing; and</text></paragraph> 
<paragraph id="HDF0CA758D6A34F0EAAE3CCB5151E04C5"><enum>(4)</enum><text>information on coordination between the recipients of grants under subsection (a) and State, local and Tribal entities; victims of violence Continuum of Care collaborative; and solo applicants; under 42 U.S.C. Subchapter IV Part C.</text></paragraph></subsection> <subsection id="H8126DF5AADB94F499F78255EC8368645"><enum>(f)</enum><header>Technical assistance</header><text display-inline="yes-display-inline">The Secretary shall make available technical assistance to private nonprofit organizations on the special needs of victims and survivors of gender-based violence including best practice trauma informed service delivery, staff training, recruitment and retention techniques and state of art coordination activities with Part B and Part C entities, and applying for and obtaining funding for the Department of Housing and Urban Development, the Department of Health and Human Services, and related social services programs operated by State, county or local governments.</text></subsection> </section><after-quoted-block>.</after-quoted-block></quoted-block></section></title>
