<section id="H05A6ECB90E974AC086E55E866E703845" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Violet’s Law</short-title></quote>.</text></section> <section id="HDC2D3317251442E393114BE75895D5E7"><enum>2.</enum><header>Placement of animals used in Federal research</header><text display-inline="no-display-inline">Section 14 of the Animal Welfare Act (<external-xref legal-doc="usc" parsable-cite="usc/7/2144">7 U.S.C. 2144</external-xref>) is amended to read as follows:</text>

<section id="HBF8636937D10485097177E5E005DCEAA"><enum>14.</enum><header>Standards for Federal facilities</header>
<subsection id="HA74C65ABF72D485BAB505ED94DBFBBBD"><enum>(a)</enum><header>Laboratory animal facilities</header><text display-inline="yes-display-inline">Any department, agency, or instrumentality of the United States having laboratory animal facilities shall comply with the standards and other requirements promulgated by the Secretary under sections 13(a), (f), (g), and (h).</text></subsection> <subsection id="HDD372C6E9E65444281225D7E5FA1073C"><enum>(b)</enum><header>Adoption and non-Laboratory placement</header><text display-inline="yes-display-inline">Any department, agency, or instrumentality of the United States operating as a Federal research facility shall, not later than one year after the date of the enactment of this subsection, promulgate standards and other requirements that, in the determination of the department, agency, or instrumentality, facilitates the adoption or non-laboratory placement of any eligible animal of the facility no longer needed for research and determined to be suitable for release to an animal rescue organization, animal sanctuary, animal shelter, or individual.</text></subsection>
<subsection id="HE26227F2B07145B5BA91D12BE4D8B89B"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H14EE4BF52C80418ABF04D9EA8615A3A1"><enum>(1)</enum><header>Animal rescue organization</header><text display-inline="yes-display-inline">The term <term>animal rescue organization</term> means an organization—</text>
<subparagraph id="H1B61B944C0FE48B6A0C6D382B269AF5F"><enum>(A)</enum><text display-inline="yes-display-inline">described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of such Code; and</text></subparagraph> <subparagraph id="H15590C87341B4494BE73887E9C5596F4"><enum>(B)</enum><text>with the purpose of rescuing animals that are unwanted, abandoned, or otherwise in need of placement and finding permanent adoptive homes for such animals.</text></subparagraph></paragraph>
<paragraph id="HD5A0F74ED2544C71A7C31525E5DF9190"><enum>(2)</enum><header>Animal sanctuary</header><text display-inline="yes-display-inline">The term <term>animal sanctuary</term> means an organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of such Code that—</text> <subparagraph id="H52FEC2507ADA4B2FADAF6015E554586D"><enum>(A)</enum><text display-inline="yes-display-inline">is registered with the Secretary;</text></subparagraph>
<subparagraph id="HD47E77D85EE54C18885022253D2DE4B3"><enum>(B)</enum><text>operates a place of refuge—</text> <clause id="H2C0E0CAE53A345B68DB2111CAE382526"><enum>(i)</enum><text>where an unwanted, displaced, or retired animal is provided care for the lifetime of such animal; and</text></clause>
<clause id="HED1E270514CD41EEA672346F5B5EAFC6"><enum>(ii)</enum><text>where an unescorted public visitation of such an animal is not permitted;</text></clause></subparagraph> <subparagraph id="H187F1D68216D4075AB74E4755EB567A3"><enum>(C)</enum><text>does not engage in commercial trade of such an animal;</text></subparagraph>
<subparagraph id="HC878373E43B042E2B263840786DC0A40"><enum>(D)</enum><text>does not breed such an animal;</text></subparagraph> <subparagraph id="HE1DF3E35F7D94891B2460AFCF2F930A3"><enum>(E)</enum><text>does not permit direct contact between the public and such an animal;</text></subparagraph>
<subparagraph id="HABB2ED6AE2784E2EBC9F789187972796"><enum>(F)</enum><text>does not allow the use of such an animal for performance or exhibition purposes; and</text></subparagraph> <subparagraph id="H048BC4CDC2CC4AFE93FAF2DFDFA39BB4"><enum>(G)</enum><text>does not conduct research that pains or distresses such an animal.</text></subparagraph></paragraph>
<paragraph id="H1985203F6C094214ACB0EF55CB82C022"><enum>(3)</enum><header>Animal shelter</header><text display-inline="yes-display-inline">The term <term>animal shelter</term> means a facility that accepts or seizes animals to care for such animals, place such animals in a permanent adoptive home, or carry out law enforcement purposes.</text></paragraph> <paragraph id="HE421CF71CA9040949435101E7D4657BF"><enum>(4)</enum><header>Eligible animal</header><text display-inline="yes-display-inline">The term <quote>eligible animal</quote> means any dog, cat, nonhuman primate, guinea pig, hamster, or rabbit.</text></paragraph>
<paragraph id="HD29A05F610DD4A2FA87A22A5B99646BF"><enum>(5)</enum><header>Suitable for release</header><text display-inline="yes-display-inline">The term <quote>suitable for release</quote> means an eligible animal that has been evaluated and has received a certificate issued by a veterinarian licensed to practice veterinary medicine, certifying that they inspected the eligible animal on a specified date that is not more than ten days before such animal is released, and when so inspected, the eligible animal appeared free of any infectious disease or physical abnormality which would endanger the eligible animal, other animals, or public health.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
