<section id="H6F4D560D1859411B9326A948533484A7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Helicopter Safety Act of 2025</short-title></quote>.</text></section> <section id="HE772FC7E95FA4E97A9D3CA4F42E80CFA" section-type="subsequent-section"><enum>2.</enum><header>Prohibition on helicopter flights near Statue of Liberty National Monument</header> <subsection id="H8BC64D3BE25D41D5A72EFC2739E527F8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/447">Chapter 447</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text>

<section id="H7A65DA94708D41DBB9362AA4E5A2CF4F"><enum>44749.</enum><header>Prohibition on helicopter flights near Statue of Liberty National Monument</header> 
<subsection id="H99B39DC7B3F3441DBA6B44CE9D3CE389"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 60 days after the date of enactment of this section, no person may operate a civil helicopter in covered airspace except as provided for under subsection (b).</text></subsection> <subsection id="H94982C304FBE4A3D98852539C10C790C"><enum>(b)</enum><header>Exceptions</header> <paragraph id="H00C23D12F35B449F8E5E2C79A244E267"><enum>(1)</enum><header>Public health and safety</header><text>The prohibition in subsection (a) shall not apply to a flight carried out for purposes of public health and safety, including—</text> 
<subparagraph id="HED9281C564884D7D8AF298AE336A39D8"><enum>(A)</enum><text display-inline="yes-display-inline">law enforcement;</text></subparagraph> <subparagraph id="HF30D384220FE4C08B97FD19B363B070F"><enum>(B)</enum><text>emergency response;</text></subparagraph> 
<subparagraph id="HBF6CA6979D1942129FAE2AD28EB8AE9C"><enum>(C)</enum><text>disaster response;</text></subparagraph> <subparagraph id="H2E4314247F424256AF11177EA17AC14C"><enum>(D)</enum><text>the provision of medical services; and</text></subparagraph> 
<subparagraph id="H0C0C97E0CA5646AF824433BC599889FC"><enum>(E)</enum><text>providing other services for the benefit of the general public, including flights carried out for research or for official purposes by a news organization.</text></subparagraph></paragraph> <paragraph id="H088D3571B6824A8EAED711939A675CB6"><enum>(2)</enum><header>Infrastructure maintenance</header><text display-inline="yes-display-inline">The prohibition in subsection (a) shall not apply to a flight carried out for purposes heavy-lift operations in support of construction and infrastructure maintenance.</text></paragraph></subsection> 
<subsection id="HC633D5C791F949DD875E960BAA4226B9"><enum>(c)</enum><header>Covered airspace defined</header><text display-inline="yes-display-inline">In this section, the term <quote>covered airspace</quote> means the airspace within a 20-mile radius of the Statue of Liberty National Monument.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="HF240B1A8635E4FE1BAC536774A9FBDD1"><enum>(b)</enum><header>Conforming amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/447">chapter 447</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text>

<section id="H6FC321CC8E04477EBDD192B5F14AA41B"><enum>3.</enum><header>Helicopter flight routes near Statue of Liberty National Monument</header><text display-inline="no-display-inline">Not later than 90 days after the date of enactment of this Act, the Administrator of the Federal Aviation Administration shall issue or update such regulations as are necessary to carry out the requirements of section 2.</text></section> </legis-body></bill>
