R. 3150</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250501">May 1, 2025</action-date><action-desc><sponsor name-id="J000288">Mr. Johnson of Georgia</sponsor> (for himself, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="C001130">Ms. Crockett</cosponsor>, <cosponsor name-id="C001067">Ms. Clarke of New York</cosponsor>, <cosponsor name-id="F000477">Mrs. Foushee</cosponsor>, <cosponsor name-id="D000399">Mr. Doggett</cosponsor>, <cosponsor name-id="R000305">Ms. Ross</cosponsor>, <cosponsor name-id="T000481">Ms. Tlaib</cosponsor>, <cosponsor name-id="O000172">Ms. Ocasio-Cortez</cosponsor>, and <cosponsor name-id="D000631">Ms. Dean of Pennsylvania</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/16">chapter 16</external-xref> of title 28, United States Code with respect to the effect of a vacancy of office on complaints against judges.</official-title></form><legis-body id="H66A1DEEAE50843E2B4D9E023B964DF5A" style="OLC"><section id="H5EC9EF0F539047E282A80E6635EC6F56" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Transparency and Responsibility in Upholding Standards in the Judiciary Act</short-title></quote> or the <quote><short-title>TRUST Act</short-title></quote>.</text></section><section id="H66CFBFBA6F4A42D38D5B8D0093823C62"><enum>2.</enum><header>Effect of a vacancy of office on complaints against judges</header><subsection id="H6B474007985D46519CBF604751E2D005"><enum>(a)</enum><header>Review of complaints by chief judge</header><text display-inline="yes-display-inline">Section 352 of title 28, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" id="HB5A85A953AE242B1AAC3E6FF0C6188F2" display-inline="no-display-inline"><subsection id="H7405D878740B48939B57EFDE7ED89F39"><enum>(e)</enum><header>Effect of vacancy of office</header><text display-inline="yes-display-inline">The resignation, retirement from office under chapter 17, or death of a judge who is the subject of a complaint under section 351 shall not be grounds for—</text><paragraph id="H7633917870F6452E81821EB3DAFE559E"><enum>(1)</enum><text>dismissing the complaint under subsection (b)(1); or</text></paragraph><paragraph id="HF04DB746AB0C4196BCF0B7E61F7E821C"><enum>(2)</enum><text>concluding that action on the complaint is no longer necessary under subsection (b)(2).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H187938752A134B4BB3EF17C2320BF48E"><enum>(b)</enum><header>Special committees</header><text>Section 353(c) of title 28, United States Code, is amended—</text><paragraph id="H4B573937582942A493E5B258C25FEEE6"><enum>(1)</enum><text>by striking <quote>Each committee</quote> and inserting the following:</text><quoted-block style="USC" id="HBDEBAB1813C7485B9704987DA50FB3BA" display-inline="no-display-inline"><paragraph id="HA8746E7D70BB4C4BBFAF0467723B70D4"><enum>(1)</enum><header>Investigation</header><text display-inline="yes-display-inline">Each committee</text></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></paragraph><paragraph id="H6DCB12FBF9D74676A6286CDEF380B9D1"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="USC" id="H35630A5B467B4BD0A1162B14C578517E" display-inline="no-display-inline"><paragraph id="H9596499E72314652A47C8EADB8BEE859"><enum>(2)</enum><header>Effect of vacancy of office</header><text display-inline="yes-display-inline">Each committee appointed under subsection (a) shall complete the investigation and file a report under paragraph (1) without regard to the resignation, retirement from office under chapter 17, or death of the judge whose conduct is the subject of the complaint. </text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill>
