<section id="HB4097991C18A4278BA506001EBD85D34" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Promoting Submetering for Affordable Housing Act</short-title></quote>.</text> </section> <section id="H5457F5A0B583488C8886AB5DC6849557"><enum>2.</enum><header>Increase in credit for projects that use water submetering</header> <subsection id="HC2DF146091474E0DA124928F2036F444"><enum>(a)</enum><header>In general</header><text>Paragraph (5) of <external-xref legal-doc="usc" parsable-cite="usc/26/42">section 42(d)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new subparagraph:</text> 
<quoted-block style="OLC" display-inline="no-display-inline" id="H7B12843911A54F2B880AEC165F5E67A0"> 
<subparagraph id="H2E1BC956A120430BB57F544A557D2E4A"><enum>(C)</enum><header>Increase in credit for projects that use water submetering</header><text>In the case of any building—</text> <clause id="HACFF638E18E74800A501E3A9CF49A558"><enum>(i)</enum><text>which contains 4 or more units,</text></clause> 
<clause id="H11BFD6E9FDB44BD3BDFA5B90F2F63A69"><enum>(ii)</enum><text display-inline="yes-display-inline">which uses water submeters for purposes of billing each unit separately, and</text></clause> <clause id="H18DEA59146E54A68AFE02C8387B6362D"><enum>(iii)</enum><text display-inline="yes-display-inline">in which tenants have access to read water submeters, including in landlord-controlled areas, within 72 hours of making a request for such information,</text></clause><continuation-text continuation-text-level="subparagraph">the eligible basis of such building shall be 105 percent of such basis determined without regard to this subparagraph.</continuation-text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H0C16FFF52A464818948364D663DB6FB6"><enum>(b)</enum><header>Effective date</header><text>The amendment made by this section shall apply to buildings which receive allocations of housing credit dollar amount or, in the case of projects financed by tax-exempt obligations as described in <external-xref legal-doc="usc" parsable-cite="usc/26/42">section 42(h)(4)</external-xref> of the Internal Revenue Code of 1986, which are first taken into account under section 146 of such Code, after the date of the enactment of this Act.</text></subsection></section> </legis-body></bill>
