which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name>, and in addition to the Committee on <committee-name committee-id="HIF00">Energy and Commerce</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Rural Electrification Act of 1936 to provide technical assistance to expand access to broadband service in rural communities.</official-title></form><legis-body id="H40D29545135D465E9E479CEC82F1EDE7" style="OLC"><section id="HDD4BF02EC7534F66BA7BC5B2A7B2C9FB" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Broadband Assistance Act</short-title></quote>.</text></section><section id="H6768EB3288DE44AB9C4EA86D9AA94EFA"><enum>2.</enum><header>Public notice, assessments, technical assistance, and reporting requirements</header><text display-inline="no-display-inline">Section 701 of the Rural Electrification Act of 1936 (<external-xref legal-doc="usc" parsable-cite="usc/7/950cc">7 U.S.C. 950cc</external-xref>) is amended—</text><paragraph id="H5611D2EBA54F49F9B5487FD5BA3EA2B6"><enum>(1)</enum><text>in the section heading, by inserting <quote><header-in-text level="section" style="OLC">TECHNICAL ASSISTANCE</header-in-text>,</quote> before <quote><header-in-text level="section" style="OLC">AND</header-in-text></quote>; and</text></paragraph><paragraph id="H9CF5BE52A5C943FDA5A9324C72C45E64"><enum>(2)</enum><text>by striking subsection (e) and inserting the following:</text><quoted-block id="HA257BC07B9C74CFC8BAFAC028169F4CF" style="OLC"><subsection id="H8B606E64A2724C87A51D66147C76A0D2"><enum>(e)</enum><header>Broadband technical assistance program</header><paragraph id="HA0C750F30B844999966803BD8BA41220"><enum>(1)</enum><header>In general</header><text>The Secretary shall make grants to private, nonprofit, or public organizations to provide or receive eligible entities broadband technical assistance and training to expand access to broadband service in rural communities through the broadband programs of the Department of Agriculture including—</text><subparagraph id="H6949B7AA1EF945579D62AA7985F2AF05"><enum>(A)</enum><text>preparing applications for grants, loans and loan guarantees under this section;</text></subparagraph><subparagraph id="HF7496B80FEA645BBB47DC294F7DEE45B"><enum>(B)</enum><text>identifying resources to finance broadband facilities from public and private sources, including other Federal agencies;</text></subparagraph><subparagraph id="H9A4C17A478FA41508B98B4C504552AC4"><enum>(C)</enum><text>preparing feasibility studies, financial forecasts, market surveys, environmental studies, and technical design information to support broadband services;</text></subparagraph><subparagraph id="HEDB71152094147AA8A15D9E3E000DA4C"><enum>(D)</enum><text>preparing reports and surveys necessary to support the need for broadband services, the price range, and request financial assistance;</text></subparagraph><subparagraph id="HEED266202B8243C19049DC9FC5CA6705"><enum>(E)</enum><text>analyzing and improving operation related to the management, including financial management, of broadband facilities and to the efficiency of the entity;</text></subparagraph><subparagraph id="HED284E8FB97D43768453624209110A00"><enum>(F)</enum><text>collecting broadband infrastructure data; or</text></subparagraph><subparagraph id="H2E2372A9BA8E4288A979B7EC2CF8F2B1"><enum>(G)</enum><text>assisting with other areas of need identified by the Secretary.</text></subparagraph></paragraph><paragraph id="H896E00018EB1415DA768386B40DCA09C"><enum>(2)</enum><header>Eligible entities</header><text>To be eligible to obtain assistance under this subsection, an entity shall be—</text><subparagraph id="H2289F39E890D4B7D8A30567BBF2F7B8C"><enum>(A)</enum><text>a federally recognized Tribe or Tribal entity;</text></subparagraph><subparagraph id="H7B269234EBF34AF88D90ED125C860B83"><enum>(B)</enum><text>a State or local government, including any agency, subdivision, instrumentality, or political subdivision thereof;</text></subparagraph><subparagraph id="H5EF4C683536B4D4BB6C5C7CFBF5E8B67"><enum>(C)</enum><text>a territory or possession of the United States;</text></subparagraph><subparagraph id="H5E8FFCC86061436C9A105AB44C6C8974"><enum>(D)</enum><text>an institution of higher education (including a 1862 Land-Grant Institution, 1890 Land-Grant Institution, 1994 Land-Grant Institution, Hispanic-Serving Institution, or Historically Black College or University);</text></subparagraph><subparagraph id="HAE0075EBA8C845728D49F0EDB6AC3A47"><enum>(E)</enum><text>a nonprofit organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986;</text></subparagraph><subparagraph id="HA84EFA4B4B7D40D2BE67CA2676A4D9E5"><enum>(F)</enum><text>a cooperative or mutual organization;</text></subparagraph><subparagraph id="HC7AD084BEDCD41029DA2BC411E843872"><enum>(G)</enum><text>a corporation; or</text></subparagraph><subparagraph id="HB0C42A47CE1D4AE5AD826FDB2C63BB9B"><enum>(H)</enum><text display-inline="yes-display-inline">a limited liability company or limited liability partnership.</text></subparagraph></paragraph><paragraph id="HA631DC02574447A29E77EA34A1FD360B"><enum>(3)</enum><header>Selection priority</header><text>In selecting recipients of grants under this paragraph, the Secretary shall give priority to organizations that have experience in providing technical assistance and training to rural entities.</text></paragraph><paragraph id="H3721CD7B52EC40F9A3C009FF6FAB17DB"><enum>(4)</enum><header>National applications</header><text>The Secretary shall allow applications for grants under this paragraph from qualified organizations for the sole purpose of providing on-site community technical assistance and training on a national or multi-State regional basis.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
