<section id="H6495E64F2899418CAA546049E9776621" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Anna’s Law of 2025</short-title></quote>.</text></section> <section id="H6F42529F552E45BF812867CD2912F611"><enum>2.</enum><header>Expanding trauma-informed training for law enforcement personnel and emergency medical technicians related to sexual assault cases</header><text display-inline="no-display-inline">Part D of title V of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290dd">42 U.S.C. 290dd et seq.</external-xref>) is amended by adding at the end the following:</text> 
<quoted-block style="OLC" id="H4AA783D90D484CF3834651206D15523E" display-inline="no-display-inline"> 
<section id="H7F6ABF64179E4BC6B81A30686CBD4A39"><enum>553.</enum><header>Expanding trauma-informed training for law enforcement personnel and emergency medical technicians related to sexual assault cases</header> 
<subsection id="HA841410688FB4224BC89D0189C24B5D3"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may award grants to eligible entities to establish and expand training for law enforcement personnel and emergency medical technicians—</text> <paragraph id="H72DE1B6C58CE43549E5156F9B3ECC59B"><enum>(1)</enum><text>to increase understanding and awareness of the impact of trauma in sexual assault cases; and</text></paragraph> 
<paragraph id="H688B330089C346519F3DB3B2183B6770"><enum>(2)</enum><text>to develop and implement strategies for trauma-informed responses and policies in such cases.</text></paragraph></subsection> <subsection id="HD10BD85D74E44C06A8D1F33430376B90"><enum>(b)</enum><header>Period of grants</header><text>The period of a grant under this section shall be 1 year.</text></subsection> 
<subsection id="H252AB589CC2F44EE86C84F01EDD173B0"><enum>(c)</enum><header>Training described</header><text>The training funded pursuant to subsection (a) shall—</text> <paragraph id="H552C3DECD86C40A48247FD31212BE0C1"><enum>(1)</enum><text display-inline="yes-display-inline">be trauma-informed, evidence-based or demonstrate promising practices and policies, and victim-centered;</text></paragraph> 
<paragraph id="H203277551B9048AD9D1F9DC18FE4DBC0"><enum>(2)</enum><text>focus on the circumstances of individuals who—</text> <subparagraph id="H98A00D58029041A89106A1D7972B8444"><enum>(A)</enum><text display-inline="yes-display-inline">have experienced sexual assault or other sexual violence, domestic violence, dating violence, or stalking; and</text></subparagraph> 
<subparagraph id="HAADC3CAD2C1445E688060CB2A4D61C92"><enum>(B)</enum><text display-inline="yes-display-inline">have dealt with related trauma in interacting with law enforcement personnel and emergency medical technicians; and</text></subparagraph></paragraph> <paragraph id="H78BC93A60AB046B5B3D0477775EAF30D"><enum>(3)</enum><text>include training on—</text> 
<subparagraph id="HA7BDB6B006D24EB9AAC8C14ABC1CCB69" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">identifying the impact of trauma on the brain and behavior</text></subparagraph> <subparagraph id="H9219BDCAC3FF46108544E1E26B0F7BD8"><enum>(B)</enum><text display-inline="yes-display-inline">how contact with law enforcement personnel and emergency medical technicians can cause or lead to retraumatization of sexual assault victims;</text></subparagraph> 
<subparagraph id="HF03812429AA84D8AB4FC902EFA15CC6E" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">recognizing how the impact of trauma can influence interactions with law enforcement personnel and emergency medical technicians;</text></subparagraph> <subparagraph id="HDB428C85A9874D4096E8EFE65063098E" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">identifying tools and strategies to navigate trauma challenges when interacting with survivors of sexual assault, domestic violence, dating violence, and stalking;</text></subparagraph> 
<subparagraph id="H3B7CF05DD6784254B90EA7B74E463A72" commented="no"><enum>(E)</enum><text display-inline="yes-display-inline">communicating with survivors in a trauma-informed manner; and</text></subparagraph> <subparagraph id="H6DC931857C2340F9AC4DB144F8B5E46B"><enum>(F)</enum><text display-inline="yes-display-inline">how law enforcement personnel and emergency medical technicians can best support victims of sexual assault or other sexual violence during their interactions with law enforcement.</text></subparagraph></paragraph></subsection> 
<subsection id="HA5ED516440704E28B9D86E9E7F05E30C"><enum>(d)</enum><header>Trainer listing</header><text>The Secretary shall maintain and make available online—</text> <paragraph id="H12A682EA34804BDDB3E3E63C8DD9762A"><enum>(1)</enum><text>a listing of trainers who provide training described in subsection (c); and</text></paragraph> 
<paragraph id="HA85A12B6D1C44E4EAD214F04C445F723"><enum>(2)</enum><text>make such listing searchable according to the trainer’s—</text> <subparagraph id="H39E0EE6C40BF49D980607F5A16C0DB4D"><enum>(A)</enum><text>geographic area; and</text></subparagraph> 
<subparagraph id="H1AE58DC7C0854BDCAAD4D58C57ED839A"><enum>(B)</enum><text>professional background.</text></subparagraph></paragraph></subsection> <subsection id="H04847DD3EAE24280BACC6AD7BDE28DC5"><enum>(e)</enum><header>Diversity among trainers</header><text display-inline="yes-display-inline">As a condition on receipt of a grant under this section, an eligible entity shall strive to provide the training funded through the grant by trainers with—</text> 
<paragraph id="HEC2B77EBF4F24AE3A2BFA8ECA3034C66"><enum>(1)</enum><text>diverse professional backgrounds; and</text></paragraph> <paragraph id="HE59EF5F543934D85BEDE20702698EA98"><enum>(2)</enum><text>inclusive racial, ethnic, and gender representation.</text></paragraph></subsection> 
<subsection id="H9373C6742E6940FF822ADCF0B1FACA42"><enum>(f)</enum><header>Required number of training hours</header><text display-inline="yes-display-inline">As a condition on receipt of a grant under this section, an eligible entity shall agree to require—</text> <paragraph id="HA51DC5BF4CBF40DE9A815398839709B6"><enum>(1)</enum><text display-inline="yes-display-inline">individuals enrolled in a law enforcement academy (or other initial training for law enforcement personnel) fire academy (or other initial training for fire fighters), and emergency medical services (or other initial training for emergency medical technicians) of such agencies to receive training described in subsection (c) for at least eight hours; and</text></paragraph> 
<paragraph id="H23EA5700AB8E4ABC8059732B80D213AC"><enum>(2)</enum><text display-inline="yes-display-inline">all other law enforcement personnel and emergency medical technicians of such agencies to receive training described in subsection (c) for at least four hours annually.</text></paragraph></subsection> <subsection id="H8D4C4ED5908144A293DDCE059E6D1A6A"><enum>(g)</enum><header>Reports to Congress</header><text>The Secretary shall collect data and submit annual reports to the Congress on the grant program under this section. Each such report shall include—</text> 
<paragraph id="H5C5198C4B2F542BD896646E26C5751C9"><enum>(1)</enum><text display-inline="yes-display-inline">the number of eligible entities receiving grants under this section;</text></paragraph> <paragraph id="HC7D08BDCCA8C4AD5B7954F171E9E3FA6"><enum>(2)</enum><text display-inline="yes-display-inline">an evaluation of the effectiveness of such grants in improving trauma-informed training for law enforcement personnel and emergency medical technicians for sexual assault cases;</text></paragraph> 
<paragraph id="HFCA0862248634BE6AF7C993D9F180056" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">the prosecution of such cases and outcomes of such prosecution; and</text></paragraph> <paragraph id="H232863AE630F49DF862A3674D3931958" commented="no"><enum>(4)</enum><text display-inline="yes-display-inline">survivor feedback on their experiences with law enforcement personnel and emergency medical technicians.</text></paragraph></subsection> 
<subsection id="HFDDFA6C8980642C2B6859D6DA636AC4F"><enum>(h)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HC5894A82344F4078BEB71D0ADAFA3EB0"><enum>(1)</enum><text>The term <term>eligible entity</term> means—</text>
<subparagraph id="H8919C30934E243BDA681B00C66E5FA45"><enum>(A)</enum><text display-inline="yes-display-inline">a State, Tribal, or local law enforcement agency; and</text></subparagraph> <subparagraph id="H4873E58839BB4113B67516B9808B5EF6"><enum>(B)</enum><text>a State or local agency overseeing emergency medical services.</text></subparagraph></paragraph>
<paragraph id="HEB03BFF2E9654BF2A8B8A9A5C19F58BF"><enum>(2)</enum><text>The term <term>trauma-informed</term> means—</text> <subparagraph id="H2917DAE7237C43B7B47AFEDA1BA63F1A" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">an understanding of the neurological, biological, psychological, and social effects of trauma and violence on an individual; and</text></subparagraph>
<subparagraph id="H2C575D0AFF8647F8A562EB53C436D345" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">an understanding of the environment, practices, policies, and infrastructure that may need to be modified to address the prevalence of trauma and its impacts.</text></subparagraph></paragraph> </subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section> </legis-body></bill>
