Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit Federal funds from being obligated or expended to procure certain emergency response maps, direct the Secretary of Homeland Security to develop a strategy to procure and distribute certain emergency response maps, and for other purposes.</official-title></form><legis-body id="H67C850EFF3CD4AE09F54B81A1061CC9F" style="OLC"><section id="H37395C265900411CBB7C6CCEE369462F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Uniform School Mapping Act</short-title></quote>.</text></section><section id="HEEC38EE50D29413988108B6B2892FDEC"><enum>2.</enum><header>Funding prohibition and strategy with respect to certain emergency response maps</header><subsection id="H825F4677A40847F18B04534D6C4CDBA4"><enum>(a)</enum><header>Funding prohibition</header><paragraph id="H63761CE1B22840DF9A83A655DBD2FEEB"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), Federal funds made available for fiscal year 2026 or any fiscal year thereafter may not be obligated or expended to procure an emergency response map.</text></paragraph><paragraph id="H18739F10C06247D88D48390370FFC5FC"><enum>(2)</enum><header>Exception</header><text display-inline="yes-display-inline">Paragraph (1) shall not apply to an emergency response map that satisfies the following requirements:</text><subparagraph id="HD8E1CE6546BF499A88B5A1E286419838"><enum>(A)</enum><text>Is in a digital file format accessible through a standard or open-source file reader or image viewer on a laptop computer, tablet computer, smartphone, or other mobile platform.</text></subparagraph><subparagraph id="HF04B122ABC5449C6AD5286385584AE79"><enum>(B)</enum><text>Is not stored in a data center outside of the United States.</text></subparagraph><subparagraph id="H34E9CADCD9464B4FB672E8DDDDBCBDA3"><enum>(C)</enum><text>Integrates with software utilized by any covered public safety agency that serves the site, or portion thereof, for which such map is procured.</text></subparagraph><subparagraph id="HE771E449AA3F4572B146E2886C5F10A2"><enum>(D)</enum><text>Can be printed and shared electronically.</text></subparagraph><subparagraph id="H21CDF7FF0FAC4F7883424B00339A2CA1"><enum>(E)</enum><text>Displays information oriented true north and on a coordinate grid.</text></subparagraph><subparagraph id="H0DD18075377F43AC989A53F17750B275"><enum>(F)</enum><text>Displays any floor of such site or such portion through overlaid, aerial imagery.</text></subparagraph><subparagraph id="HFA39E0700F994D75AF42519832A4A075"><enum>(G)</enum><text display-inline="yes-display-inline">Labels any of the following features of such site or such portion, as applicable:</text><clause id="H45BA5E8660B046BE9FF14E455FC9AD6E"><enum>(i)</enum><text>An access control point.</text></clause><clause id="H72F84526730948789D39B85F3F95319C"><enum>(ii)</enum><text>A central utility control or building automation system.</text></clause><clause id="H4075CCE21FA14B5D922D2836D8DBEA65"><enum>(iii)</enum><text>A courtyard, park, or field.</text></clause><clause id="H7AA8B59BA0FD4668B6B9D229C6949F5D"><enum>(iv)</enum><text>An exterior door.</text></clause><clause id="HEF4AAC6DDDB14A92AB12F3FE28DB35B7"><enum>(v)</enum><text>A hallway.</text></clause><clause id="H4124C942EF3C477BAE6D99B85BE2EE29"><enum>(vi)</enum><text>A hazard.</text></clause><clause id="H4A41AFF3449245B78C00A6010B820B25"><enum>(vii)</enum><text>A key box.</text></clause><clause id="H19F4C60ACD3B444095A90BBBB53E0959"><enum>(viii)</enum><text>A parking area.</text></clause><clause id="HC77B802A597F4988B067BF983C927902"><enum>(ix)</enum><text>A road, or other structure, that immediately surrounds such site or such portion.</text></clause><clause id="H8F44BA58742B48758AFF9ECE05B55EA9"><enum>(x)</enum><text>A room.</text></clause><clause id="H0226B6E287BE475393A8FA075ABCB164"><enum>(xi)</enum><text>A stairwell.</text></clause><clause id="HA7A429D6F5D34F09BB63B28E32663168"><enum>(xii)</enum><text>A trauma kit.</text></clause></subparagraph><subparagraph id="H373D549134044C99993FD0E9FA022959"><enum>(H)</enum><text>Has been verified for accuracy by a walkthrough inspection of such site or such portion.</text></subparagraph><subparagraph id="HA3A47124BF5B41EEBFDEA83739034C2D"><enum>(I)</enum><text>Can be updated.</text></subparagraph><subparagraph id="H2321D485B98D42B3A12543E7172C4975"><enum>(J)</enum><text>After any funds to procure such map are expended, is made available to the following without a subscription fee or other restriction:</text><clause id="HA0D720A3342A4B6C97B06B87782F1E20"><enum>(i)</enum><text>The procurer of such map.</text></clause><clause id="H96CDF779CE7B4C53882F1FC821969CD2"><enum>(ii)</enum><text display-inline="yes-display-inline">Each such public safety agency.</text></clause></subparagraph></paragraph></subsection><subsection id="H51EAE91FADC2410E8F653A71C4CF37AA"><enum>(b)</enum><header>Strategy</header><paragraph id="HB6C7BEDA8D5543D3913C52A3A200182A"><enum>(1)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this section, the Secretary, in consultation with the heads of relevant Federal agencies and departments, shall submit to the appropriate congressional committees a strategy for the Federal Government to carry out the following:</text><subparagraph id="HA7A306D029E84E82BAEFA10355880874"><enum>(A)</enum><text display-inline="yes-display-inline">Procure an emergency response map that satisfies the requirements described in subsection (a)(2) for any site that is owned or leased by the Federal Government and determined to be critical by the Secretary.</text></subparagraph><subparagraph id="H99A404CF95624B02A4E13571F5A4ECBF"><enum>(B)</enum><text>Distribute such map to each covered public safety agency that serves such site.</text></subparagraph></paragraph><paragraph id="HFA3CFBFB7BDE4297BBEDF99B8CC73765"><enum>(2)</enum><header>Briefing</header><text>Not later than 180 days after the date on which the Secretary submits the strategy pursuant to paragraph (1), the Secretary shall brief the appropriate congressional committees on such strategy.</text></paragraph></subsection><subsection id="H139C5A8EE9BD46378477B10A5A7777A0"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H46233FF0C03A4D8FAF37806C4AFF07F5"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means the following:</text><subparagraph id="H0870E56CDA6C4F5F9744313A7AF3B5CA"><enum>(A)</enum><text>The Committee on Homeland Security of the House of Representatives.</text></subparagraph><subparagraph id="HB62E714F671742F78F72586A5476D98A"><enum>(B)</enum><text>The Committee on Homeland Security and Governmental Affairs of the Senate.</text></subparagraph><subparagraph id="H22CB0EDAB265495D931E1F9DF9E1F3C0"><enum>(C)</enum><text>The Committee on Appropriations of the House of Representatives.</text></subparagraph><subparagraph id="H9E28B50B632E4791B218EBD4F9F21FFC"><enum>(D)</enum><text>The Committee on Appropriations of the Senate.</text></subparagraph></paragraph><paragraph id="H7E45F45E5C72478BB476821475D73642"><enum>(2)</enum><header>Covered public safety agency</header><text display-inline="yes-display-inline">The term <term>covered public safety agency</term> means a public safety agency of the Federal Government or a SLTT entity (as such term is defined in section 2200 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/650">6 U.S.C. 650</external-xref>)).</text></paragraph><paragraph id="H1123F5DB093149BF860093FD1237BE22"><enum>(3)</enum><header>Emergency response map</header><text>The term <term>emergency response map</term> means a map of a site, or portion thereof, to be utilized by a covered public safety agency in responding to an emergency at such site or such portion.</text></paragraph><paragraph id="H624E097E41B3444CB736F5F77C7D8B83"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Homeland Security, acting through the Director of the Cybersecurity and Infrastructure Security Agency.</text></paragraph><paragraph id="H28EEEE5C2F8D4E3CA8454DB959A1C66A"><enum>(5)</enum><header>Site</header><text>The term <term>site</term> means a building, campus, or facility.</text></paragraph></subsection></section></legis-body></bill>
