R. 3059</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250429">April 29, 2025</action-date><action-desc><sponsor name-id="C001103">Mr. Carter of Georgia</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Solid Waste Disposal Act to provide the owner or operator of a critical energy resource facility an interim permit under subtitle C that is subject to final approval by the Administrator of the Environmental Protection Agency, and for other purposes.</official-title></form><legis-body id="HD6EFBCB05DA044E5A60AE8CF33953C7D" style="OLC"><section id="HF48EA381E85148F0A1A94BE274D9B9C8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Streamlining Critical Mineral Permitting Act</short-title></quote>. </text></section><section id="H7BA77667036F4E3CB6524BFDC2D128C1" section-type="subsequent-section"><enum>2.</enum><header>Interim hazardous waste permits</header><text display-inline="no-display-inline">Section 3005(e) of the Solid Waste Disposal Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6925">42 U.S.C. 6925(e)</external-xref>) is amended—</text><paragraph id="HAA88D3F7D1E244969B25AF5EB9F60F2E"><enum>(1)</enum><text>in paragraph (1)(A)—</text><subparagraph id="H1A140E29E1CD465CA7A99D00EAF733CB"><enum>(A)</enum><text>in clause (i), by striking <quote>or</quote> at the end;</text></subparagraph><subparagraph id="H017E15D487754410AFD20B9B9C583D1C"><enum>(B)</enum><text>in clause (ii), by inserting <quote>or</quote> after <quote>this section,</quote>; and</text></subparagraph><subparagraph id="HD4A739BD427B4868B21021EDF5772E04"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HB0CF6CF63351493AA0202C7CBF52AB04" display-inline="no-display-inline"><clause id="HF79D08111E4C47958A5C8351E62C7BF1" indent="up1"><enum>(iii)</enum><text display-inline="yes-display-inline">is a critical energy resource facility,</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H385CDE3274384A5EB4AAC606BB5657DD"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H9B53DC5AC57048898C820E3FF74E20E2" display-inline="no-display-inline"><paragraph id="HFEE13F0EF3534233971533D5BA8853B1" indent="up1"><enum>(4)</enum><header>Definitions</header><text display-inline="yes-display-inline">For the purposes of this subsection:</text><subparagraph id="H8A51BADAFAA64A7A9012B70F0EAB0285"><enum>(A)</enum><header>Critical energy resource</header><text display-inline="yes-display-inline">The term <quote>critical energy resource</quote> means, as determined by the Secretary of Energy, any energy resource—</text><clause id="H166E494BD0604654B4F9ABC4A12E3B12"><enum>(i)</enum><text>that is essential to the energy sector and energy systems of the United States; and</text></clause><clause id="H2B00545091B14CA89AD3B29CE301D727"><enum>(ii)</enum><text>the supply chain of which is vulnerable to disruption.</text></clause></subparagraph><subparagraph id="HB7E6B4BBACB242B0AA69C03407650E33"><enum>(B)</enum><header>Critical energy resource facility</header><text>The term <term>critical energy resource facility</term> means a facility that processes or refines a critical energy resource. </text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
