which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Attorney General to authorize the youth gun violence prevention program.</official-title></form><legis-body id="HD657CDB2BE22430D8155E6357FD12903" style="OLC"><section id="HEECEB3B4400A49C79F028715C601DBB0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Prioritizing Resources for Outreach, Safety, Violence Prevention, Youth Empowerment and Resilience Act of 2025</short-title></quote> or the <quote><short-title>PROSPER Act of 2025</short-title></quote>.</text></section><section id="H287811EEA0EA4DD7AB7A5A2C64BDAE7E" commented="no"><enum>2.</enum><header>Youth gun violence prevention program</header><subsection id="HD3E8C06697CC4717AB2046BDBC49D96B" commented="no"><enum>(a)</enum><header>In general</header><text>The Attorney General is authorized to award grants to eligible entities to carry out a program for youth gun violence prevention.</text></subsection><subsection id="H384DFE4ABF554345B8D23587A0E6B7A9" commented="no"><enum>(b)</enum><header>Activities</header><text display-inline="yes-display-inline">Grants awarded under subsection (a) shall be used for the implementation of youth gun violence prevention programs that use strategies that are evidence-informed, culturally competent, trauma-informed, and linguistically and developmentally inclusive, and have a demonstrated ability to engage those at highest risk for involvement in gun violence and reduce their risk of violent victimization or engaging in violence, including strategies that—</text><paragraph id="HECE9FAC60AA04DEDAC067B2F5CE1D93F" commented="no"><enum>(1)</enum><text>prioritize healing from past trauma and other life experiences that increase a young person’s risk for involvement in gun violence;</text></paragraph><paragraph id="HDE21C1A31BEE43DEA11095AE03DC71EF" commented="no"><enum>(2)</enum><text>promote youth empowerment through the development of skills and qualities such as empathy, pride in identity, leadership, conflict management, and communication;</text></paragraph><paragraph id="HAE0E054A6AC64C678611A3EEDF12E6D1" commented="no"><enum>(3)</enum><text>connect young people to mental health professionals, counselors, mentors, community leaders, crisis intervention professionals, community violence interrupters, or individuals trained in trauma-informed care and activities;</text></paragraph><paragraph id="H945B645D55CD4977860E844F564AD5B9" commented="no"><enum>(4)</enum><text>foster meaningful community engagement, belonging, and the development of safe community environments;</text></paragraph><paragraph id="HA37B2CD2FD5F42F1ACE8303518E501C0" commented="no"><enum>(5)</enum><text>develop and connect young people and their families with gun violence prevention resources, including but not limited to firearm safety education, safe storage techniques, and gun violence hotlines; and</text></paragraph><paragraph id="H9BD81AF75A7547A2A2CAD0206C8C92D9" commented="no"><enum>(6)</enum><text>promote resources that support the reintegration and resilience of young people with past exposure to gun violence or the juvenile justice system.</text></paragraph></subsection><subsection id="HABFF85E616E84EF0BDEB64EFE2B85298" commented="no"><enum>(c)</enum><header>Authorization of appropriations</header><text>Of the amounts otherwise appropriated for each of fiscal year 2026 though fiscal year 2030, for juvenile justice programs—</text><paragraph id="H23AD985089A947BF8B46F1D6042D4D16" commented="no"><enum>(1)</enum><text>$100,000,000 shall be made available for grants under title V of the Juvenile Justice and Delinquency Prevention Act of 1974 (34 U.S.C. note et seq.); and</text></paragraph><paragraph id="H7E7B36905B1647B8A0EC743E7DF4B51E" commented="no"><enum>(2)</enum><text>$25,000,000 of the amount under paragraph (1) shall be made available to carry out a program for youth gun violence prevention.</text></paragraph></subsection><subsection id="H251A48FE40174F76991A786720333006" commented="no"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section: </text><paragraph id="HE9B308DAF35B451194E206F0280596F4" commented="no"><enum>(1)</enum><header>Eligible entity</header><text>The term <quote>eligible entity</quote> includes—</text><subparagraph id="H38E94ABACB594DF78C027AF337F4943B" commented="no"><enum>(A)</enum><text>institutions of higher education;</text></subparagraph><subparagraph id="HE339C4902DF84AE89C1BA7E415133F2F" commented="no"><enum>(B)</enum><text>Indian Tribe government agencies;</text></subparagraph><subparagraph id="H3F2865554BED4C0496F7A7F7325F88A7" commented="no"><enum>(C)</enum><text>non-governmental organizations serving Indian Tribes;</text></subparagraph><subparagraph id="H789AC81E9A594189929C50931E39E0B4" commented="no"><enum>(D)</enum><text>community-based organizations; and</text></subparagraph><subparagraph id="H926036D584A6477EAAF7710D6376C34C" commented="no"><enum>(E)</enum><text display-inline="yes-display-inline">a local government agency that is not a law enforcement agency.</text></subparagraph></paragraph><paragraph id="HA1976BED557E4875828D95F4E6A46D40" commented="no"><enum>(2)</enum><header>Community-based organization</header><text>The term <quote>community-based organization</quote> includes a nonprofit community-based organization, a consortium of nonprofit community-based organizations, a national nonprofit organization acting as an intermediary for a community-based organization, or a community-based organization that has a fiscal sponsor that allows the organization to function as an organization described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of such Code.</text></paragraph><paragraph id="H895895662A204934A07A02782C9DAEB1" commented="no"><enum>(3)</enum><header>Indian Tribe</header><text>The term <quote>Indian Tribe</quote> has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text></paragraph><paragraph id="H7532721ED1884A8DA66B34B6A3000781"><enum>(4)</enum><header>Institution of higher education</header><text display-inline="yes-display-inline">The term <quote>institution of higher education</quote> has the meaning given the term in section 101 under the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>). </text></paragraph><paragraph id="H401550C921CF4E71B4620861ABA49138" commented="no"><enum>(5)</enum><header>Law enforcement agency</header><text>The term <quote>law enforcement agency</quote> means any agency of the United States, a State or unit of local government authorized by law or by a government agency to engage in or supervise the prevention, detection, or investigation of any violation of criminal law.</text></paragraph></subsection></section></legis-body></bill>
