<section id="H3265250489A045D8A2D1DAED88BB1FE7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Coastal State Climate Preparedness Act of 2025</short-title></quote>.</text></section> <section display-inline="no-display-inline" id="H69D423FD90D04A6DA5BF33DB3C9E4FEE"><enum>2.</enum><header>Climate change preparedness in the coastal zone</header> <subsection id="H9D68DFBB9A814922929D8725671E52DB"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">The Coastal Zone Management Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1451">16 U.S.C. 1451 et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="HE2B477BE8EEA4C82A736EFECF6ADE7F5"><enum>320.</enum><header>Climate change adaptation preparedness and response program</header>
<subsection id="H08405D510F974EB1841BFD725B6B4960"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall establish, consistent with the national policies set forth in section 303, a coastal climate change adaptation preparedness and response program to—</text> <paragraph id="HB0C53D65307C49B190D07EC66E566E4F"><enum>(1)</enum><text>provide assistance to coastal States to voluntarily develop coastal climate change adaptation plans, pursuant to approved management programs approved under section 306, to minimize contributions to climate change and to prepare for and reduce the negative consequences that may result from climate change in the coastal zone; and</text></paragraph>
<paragraph id="HD995D4DE17164552A5979F480B40D6B2"><enum>(2)</enum><text>provide financial and technical assistance and training to enable coastal States to implement plans developed pursuant to this section through coastal States’ enforceable policies.</text></paragraph></subsection> <subsection id="H29EB9D1321CA4A8F909F8402EAF721BC"><enum>(b)</enum><header>Coastal climate change adaptation planning and preparedness grants</header> <paragraph id="HDCECB8A96CC844CB8971D550815E1811"><enum>(1)</enum><header>In general</header><text>The Secretary may make a grant to any coastal State for the purpose of developing climate change adaptation plans pursuant to guidelines issued by the Secretary under paragraph (8).</text></paragraph>
<paragraph id="H846446F18AC842EBA2C1493A76EB2A5E"><enum>(2)</enum><header>Plan content</header><text>A plan developed with a grant under this subsection shall include the following:</text> <subparagraph id="HB144D536B9154EC3A5DFDA1151582467"><enum>(A)</enum><text>Identification of public facilities and public services, working waterfronts, coastal resources of national significance, coastal waters, energy facilities, or other land and water uses located in the coastal zone that are likely to be impacted by climate change.</text></subparagraph>
<subparagraph id="H4CC0DAE1956844F58FF3963ACAC1343A"><enum>(B)</enum><text display-inline="yes-display-inline">Adaptive management strategies for land use to respond or adapt to changing environmental conditions, including strategies to protect biodiversity, protect water quality, and establish habitat buffer zones, migration corridors, and climate refugia.</text></subparagraph> <subparagraph id="H036047E5E3DA4D1DA27E5AD5CC320924"><enum>(C)</enum><text display-inline="yes-display-inline">Adaptive management strategies for ocean-based ecosystems and resources, including strategies to plan for and respond to geographic or temporal shifts in marine resources, to create protected areas that will provide climate refugia, and to maintain and restore ocean ecosystem function.</text></subparagraph>
<subparagraph id="H72B1CAE738DE40559FE71920A1783438"><enum>(D)</enum><text>Requirements to initiate and maintain long-term monitoring of environmental change to assess coastal zone adaptation and to adjust when necessary adaptive management strategies and new planning guidelines to attain the policies under section 303.</text></subparagraph> <subparagraph id="HF63DA3E4027441758FE0098DAB09C305"><enum>(E)</enum><text display-inline="yes-display-inline">Other information considered necessary by the Secretary to identify the full range of climate change impacts affecting coastal communities.</text></subparagraph></paragraph>
<paragraph id="HEA8F8DE08AE14476A9A1AD406792DF3C"><enum>(3)</enum><header>State hazard mitigation plans</header><text display-inline="yes-display-inline">Plans developed with a grant under this subsection shall be consistent with State hazard mitigation plans and natural disaster response and recovery programs developed under State or Federal law.</text></paragraph> <paragraph id="H88187F6007944C73A30173EAE47CBABE"><enum>(4)</enum><header>Allocation</header><text>Grants under this subsection shall be available only to coastal States with management programs approved by the Secretary under section 306 and shall be allocated among such coastal States in a manner consistent with regulations promulgated pursuant to section 306(c).</text></paragraph>
<paragraph id="HC075AD12DB964C2FB753E39213D8102E"><enum>(5)</enum><header>Priority</header><text>In the awarding of grants under this subsection, the Secretary may give priority to any coastal State that has received grant funding to develop program changes pursuant to paragraphs (1), (2), (3), (5), (6), (7), and (8) of section 309(a).</text></paragraph> <paragraph id="H64D075D89209463C922ACC78526C3EFA"><enum>(6)</enum><header>Technical assistance</header><text>The Secretary may provide technical assistance to a coastal State consistent with section 310 to ensure the timely development of plans supported by grants awarded under this subsection.</text></paragraph>
<paragraph id="HFE44A3D8BB684333A93DCD51D5B55A88"><enum>(7)</enum><header>Federal Approval</header><text>In order to be eligible for a grant under subsection (c), a coastal State must have its plan developed under this subsection approved by the Secretary.</text></paragraph> <paragraph id="H1DC7FCBDD5F740C48257B8F29E7281F3"><enum>(8)</enum><header>Guidelines</header><text>Not later than 180 days after the date of enactment of this section, the Secretary, in consultation with the coastal States, shall issue guidelines for the implementation of the grant program established under this subsection.</text></paragraph></subsection>
<subsection id="H0AFA99A7D9764CF3BD7BADF9D19A0B3D"><enum>(c)</enum><header>Coastal climate change adaptation project implementation grants</header>
<paragraph id="H682059431E2748CFA49A406DDBBD6B92"><enum>(1)</enum><header>In general</header><text>The Secretary may make grants to any coastal State that has a climate change adaptation plan approved under subsection (b)(7), in order to support projects that implement strategies contained within such plans.</text></paragraph> <paragraph id="H2FC099AF9BD44AC9920FDD4C89273B31"><enum>(2)</enum><header>Program requirements</header><text display-inline="yes-display-inline">The Secretary, not later than 90 days after approval of the first plan approved under subsection (b)(7), shall publish in the Federal Register requirements regarding applications, allocations, eligible activities, and all terms and conditions for grants awarded under this subsection. No less than 30 percent, and no more than 50 percent, of the funds appropriated in any fiscal year for grants under this subsection shall be awarded through a merit-based competitive process.</text></paragraph>
<paragraph id="HC6DDA94B282A44BE802A1940D32AE377"><enum>(3)</enum><header>Eligible activities</header><text>The Secretary may award grants to coastal States to implement projects in the coastal zone to address stress factors in order to improve coastal climate change adaptation, including the following:</text> <subparagraph id="HC5AE12F3418E42C8974A97693D4BBE8B"><enum>(A)</enum><text display-inline="yes-display-inline">Activities to address physical disturbances within the coastal zone, especially activities related to public facilities and public services, tourism, sedimentation, ocean acidification, and other factors negatively impacting coastal waters.</text></subparagraph>
<subparagraph id="H99C2D860DB58441A8F31C5CA35ED1DA9"><enum>(B)</enum><text>Monitoring, control, or eradication of disease organisms and invasive species.</text></subparagraph> <subparagraph id="HCCEDCAB5A9D94F2E949F91015143F7CC"><enum>(C)</enum><text display-inline="yes-display-inline">Activities to address the loss, degradation, or fragmentation of wildlife habitat through projects to establish or protect marine and terrestrial habitat buffers, wildlife refugia, other wildlife refuges, or networks thereof, preservation of migratory wildlife corridors and other transition zones, and restoration of fish and wildlife habitat.</text></subparagraph>
<subparagraph id="H37195467564541FF838F18AC00705B0D"><enum>(D)</enum><text>Projects, with priority given to such projects that use green infrastructure solutions, to reduce, mitigate, or otherwise address likely impacts caused by natural hazards in the coastal zone, including sea level rise, coastal inundation, storm water management, coastal erosion and subsidence, severe weather events such as cyclonic storms, tsunamis and other seismic threats, and fluctuating Great Lakes water levels. </text></subparagraph> <subparagraph id="H2D92071F711B4DE1A38A758CD67AA7FC"><enum>(E)</enum><text display-inline="yes-display-inline">Projects to adapt existing infrastructure, including enhancements to both built and natural environments.</text></subparagraph>
<subparagraph id="H0F504001E8AC4762811EC31CA7D9CC96"><enum>(F)</enum><text>Provision of technical training and assistance to local coastal policy makers to increase awareness of science, management, and technology information related to climate change and adaptation strategies.</text></subparagraph></paragraph> <paragraph id="HA0D9F46A16E841AABC08FD1C3E055AD0"><enum>(4)</enum><header>Promotion and use of National Estuarine Research Reserves</header><text display-inline="yes-display-inline">The Secretary shall promote and encourage the use of National Estuarine Research Reserves as sites for pilot or demonstration projects carried out with grants awarded under this section.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="H5477AE2B24D54253B49769D79D5394E8" commented="no"><enum>(b)</enum><header>Authorization of Appropriations</header><text display-inline="yes-display-inline">Section 318(a) of the Coastal Zone Management Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1464">16 U.S.C. 1464(a)</external-xref>) is amended—</text> <paragraph id="H5C0D91C3574546C7BD7121424F6967AE" commented="no"><enum>(1)</enum><text>by striking <quote>and</quote> after the semicolon at the end of paragraph (1);</text></paragraph>
<paragraph id="H852972AF33384B079162899BFD5677F5" commented="no"><enum>(2)</enum><text>by striking the period at the end of paragraph (2) and inserting <quote>; and</quote>; and</text></paragraph> <paragraph id="HC1DB4A34694442B8A731A2B98E6253A3" commented="no"><enum>(3)</enum><text>by adding at the end the following:</text>

<paragraph id="H82311D0A7D8246C19D39A97A9B97C803" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">for grants under section 320, such sums as are necessary.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H16EAD646C5F741CEAFB1F32FB7E97C38"><enum>(c)</enum><header>Intent of Congress</header><text display-inline="yes-display-inline">None of the amendments made by this section shall be construed to require any coastal State to amend or modify its approved management program pursuant to section 306(e) of the Coastal Zone Management Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1455">16 U.S.C. 1455(e)</external-xref>) or to extend the enforceable policies of a coastal State beyond the coastal zone as identified in the coastal State’s approved management program.</text></subsection></section>
