the Secretary of Commerce to establish a youth biodiversity monitoring grant program.</official-title></form><legis-body id="H79345731D58C464F89B3F2BBE67DC96B" style="OLC"><section id="H3806B4F0AB0440C482C668ABF7A626A6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Youth Outdoors Using Nature’s Genetics Act of 2025</short-title></quote> or the <quote><short-title>YOUNG Act of 2025</short-title></quote>.</text></section><section id="HD9BBCABEA1784BC589F533984A3A87AD" section-type="subsequent-section"><enum>2.</enum><header>Youth biodiversity monitoring grant program</header><subsection id="H91F88A626BE24C68A27EB90934CEB888"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, in coordination with the heads of relevant Federal agencies, including the Director of the United States Geological Survey and the Director of the United States Fish and Wildlife Service, shall establish a grant program to award amounts and provide technical assistance to covered entities to carry out youth biodiversity monitoring projects that use and educate students about advanced technologies.</text></subsection><subsection id="HFBC69C5EB8D54FD8B649B5B857FF0344"><enum>(b)</enum><header>Applications</header><text display-inline="yes-display-inline">To be eligible for a grant under this section, a covered entity shall submit to the Secretary an application in such form, at such time, and containing such information as the Secretary determines appropriate.</text></subsection><subsection id="H205D20074B19410A9ACF903CB880F989"><enum>(c)</enum><header>Use of amounts</header><text>A covered entity that is awarded a grant under this section may use such grant to carry out the following activities as part of a youth biodiversity monitoring project:</text><paragraph id="HA57576F349EB421D8CA5CE9867B3C54F"><enum>(1)</enum><text>The purchase of supplies.</text></paragraph><paragraph id="H9A172D78AC3B4425B4DF0BF693783B13"><enum>(2)</enum><text>Transportation of participants to and from a youth biodiveristy monitoring project.</text></paragraph><paragraph id="HF97C668C36B145D6BFA72F4C36A90E8C"><enum>(3)</enum><text>Outreach with respect to a youth biodiversity monitoring project to promote participation in such project.</text></paragraph><paragraph id="H26E8A75EE5C94EBA9D98849D7877605C"><enum>(4)</enum><text>The purchase of scientific collection licenses and permits.</text></paragraph><paragraph id="HCC8E617903C74B73836DD79F148F619C"><enum>(5)</enum><text>Other expenses related to carrying out a youth biodiversity monitoring project the Secretary determines appropriate.</text></paragraph></subsection><subsection id="HC3C3A93D264F463A897E4E6667A6406C" commented="no"><enum>(d)</enum><header>Priority</header><text display-inline="yes-display-inline">In awarding grants under this section, the Secretary shall give priority to applications from covered entities that include a proposal for a youth biodiversity monitoring project focused on an underserved community.</text></subsection><subsection id="H944CD70A2B044B76A3AEB08376C246AB"><enum>(e)</enum><header>Report</header><text>Not later than 2 years after the date of the enactment of this section, the Secretary shall submit to Congress a report regarding the grant program, including the following information:</text><paragraph id="HFD790BE94C5D437883A12E2014A6492B"><enum>(1)</enum><text>Each eligible entity awarded a grant under this section.</text></paragraph><paragraph id="H3D20EADFF4AB4563BD7290639066C55D"><enum>(2)</enum><text>The amount awarded to each such eligible entity.</text></paragraph><paragraph id="H7DBAC008628B43FDBC4A935C1449A4F6"><enum>(3)</enum><text>How each such eligible entity used such grant.</text></paragraph><paragraph id="H0BEBCF7173E54FA8B049A504D940C565"><enum>(4)</enum><text>The number of participants in youth biodiversity monitoring projects carried out using grants awarded under this section.</text></paragraph></subsection><subsection id="HDA0C5824F4DE418295D8DBDD4590E0F3"><enum>(f)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to the Secretary to carry out this section $1,000,000 for each of fiscal years 2026 through 2032.</text></subsection><subsection id="H7C0645C4648549A09F6E629B3F59BC7A"><enum>(g)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H67E956A76CC1437E9BAF58B7E97E888D"><enum>(1)</enum><header>Advanced technologies</header><text>The term <term>advanced technologies</term> means—</text><subparagraph id="H0EFD2B07709446929356C3CCC8792966"><enum>(A)</enum><text>environmental DNA collection and analysis procedures;</text></subparagraph><subparagraph id="H168BB1998F9C453294FC79BFC5D0CCCE"><enum>(B)</enum><text>remote sensing;</text></subparagraph><subparagraph id="HF6C5EB00781D460E8B8A0F353225342F"><enum>(C)</enum><text>drones;</text></subparagraph><subparagraph id="H76033F08BE5B4779B68BB71ACCF0E8DB"><enum>(D)</enum><text>camera traps;</text></subparagraph><subparagraph id="H59A30C2F43E2440CA4B2AA5123DC33FA"><enum>(E)</enum><text>acoustic monitoring;</text></subparagraph><subparagraph id="H977A942AEED44F279A82E103C876DF0A"><enum>(F)</enum><text>advanced sensors and sensor networks;</text></subparagraph><subparagraph id="H38F9CBC71DDB4FB4B8AAA694F68C0364"><enum>(G)</enum><text>AI, machine learning, or advanced modeling; or</text></subparagraph><subparagraph id="H99B95279B6F34DD8AF8EF07757BD11BA"><enum>(H)</enum><text>any other technology or method the Secretary determines appropriate.</text></subparagraph></paragraph><paragraph id="H9A707C3EEE10416EABB76FBB8335AB42"><enum>(2)</enum><header>Covered entity</header><text>The term <term>covered entity</term> means—</text><subparagraph id="H8FB1F0844C1D40AD874EF0645DCB9D8E"><enum>(A)</enum><text>a nonprofit organization;</text></subparagraph><subparagraph id="HB514490CF93B44ADB551540651CA79A0" commented="no"><enum>(B)</enum><text>an elementary school or secondary school (as those terms are defined in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>));</text></subparagraph><subparagraph id="HBBE8DEBA5FE8471D975C0FFC0B8BA323" commented="no"><enum>(C)</enum><text>an institution of higher education (as that term is defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)); or</text></subparagraph><subparagraph id="HD71366DE71AB401DBD06CF1557645989"><enum>(D)</enum><text>a State, local, or Tribal government.</text></subparagraph></paragraph><paragraph id="HA1C5F0F8198440B09DD93588A0560AD9"><enum>(3)</enum><header>Grant program</header><text>The term <term>grant program</term> means the grant program established pursuant to subsection (a).</text></paragraph><paragraph id="H78F15F43A2A4460B82EC701AA01973B0"><enum>(4)</enum><header>Nonprofit organization</header><text display-inline="yes-display-inline">The term <term>nonprofit organization</term> means an organization that is—</text><subparagraph id="H1A503FC004E946BFBD3F9ADD942723E7"><enum>(A)</enum><text>described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986; and</text></subparagraph><subparagraph id="H7DAD38DAE8F34DF59F603E14215B7FA8"><enum>(B)</enum><text>exempt from taxation under section 501(a) of that Code.</text></subparagraph></paragraph><paragraph id="H20C7297460204025838FCAD197675773"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Commerce, acting through the Under Secretary of Commerce for Oceans and Atmosphere.</text></paragraph><paragraph id="HDCDEF4EC0F654DE38D1230436849D933"><enum>(6)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means—</text><subparagraph id="H8D9BB5865B9542978E57213B567D8C13"><enum>(A)</enum><text>each of the several States;</text></subparagraph><subparagraph id="HE8FD617590584F8A9D40CDB32280B5CD"><enum>(B)</enum><text>the District of Columbia;</text></subparagraph><subparagraph id="H81653AACFE49426386FC111AB4518DB0"><enum>(C)</enum><text>the Commonwealth of Puerto Rico;</text></subparagraph><subparagraph id="H31DDD97B63B94336823C7366262263AF"><enum>(D)</enum><text>American Samoa;</text></subparagraph><subparagraph id="H75AF9B76166E4E52B7F089B726F2C5E3"><enum>(E)</enum><text>Guam;</text></subparagraph><subparagraph id="H4CE45AC9626142F68385B6649E4BC8B2"><enum>(F)</enum><text>the Commonwealth of the Northern Mariana Islands;</text></subparagraph><subparagraph id="H7C232F9DA44448FB819714E5C3A19A98"><enum>(G)</enum><text>the Virgin Islands of the United States; and</text></subparagraph><subparagraph id="H26C397E73F864244851CD1105DDAF2A1"><enum>(H)</enum><text>any other territory or possession of the United States.</text></subparagraph></paragraph><paragraph id="HE64B636833544301BFAEAEC05B0BC0DF"><enum>(7)</enum><header>Tribal government</header><text display-inline="yes-display-inline">The term <term>Tribal government</term> means the recognized governing body of any Indian or Alaska Native Tribe, band, nation, pueblo, village, community, component band, or component reservation individually identified (including parenthetically) in the list published pursuant to section 104 of the Federally Recognized Indian Tribe List Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/25/5131">25 U.S.C. 5131</external-xref>).</text></paragraph><paragraph id="HB46A152B72654DDC9CCDA6EC6C2AAD63"><enum>(8)</enum><header>Underserved community</header><text display-inline="yes-display-inline">The term <term>underserved community</term> means a population of individuals sharing a particular characteristic, or a geographic community, that has been systematically denied a full opportunity to participate in aspects of economic, social, or civic life, such as—</text><subparagraph id="H284B764D55DE4FB0B0EF3DC2FED242FD"><enum>(A)</enum><text>racial and ethnic minorities;</text></subparagraph><subparagraph id="HBB7956DD039443AA964A6A7D64A6FA58"><enum>(B)</enum><text>individuals with access and functional needs; or</text></subparagraph><subparagraph id="H2E7278AF431D4CB2A75CF98C2BC44DEA"><enum>(C)</enum><text>individuals otherwise adversely affected by persistent poverty or inequality.</text></subparagraph></paragraph><paragraph id="H62383D1555B84D7EA75047D785148DCA"><enum>(9)</enum><header>Youth biodiversity monitoring project</header><text>The term <term>youth biodiversity monitoring project</term> means a project that provides youth with—</text><subparagraph id="HDAEFC55A5D37491D8682137C9CFF0AB0"><enum>(A)</enum><text>hands-on experience collecting, analyzing, or interpreting biological data about wildlife populations and the ecosystems associated with such populations; and</text></subparagraph><subparagraph id="H614FC4D22F754EF1BD144BF3A7B562CD"><enum>(B)</enum><text>education regarding—</text><clause id="H789905557E604731901E44A71F023E98"><enum>(i)</enum><text>wildlife science;</text></clause><clause id="H93584054A36449C984FA180DC98E7A19"><enum>(ii)</enum><text>marine science;</text></clause><clause id="HD90E55C3247548DBA80C2C1D12FE949B"><enum>(iii)</enum><text>conservation; or</text></clause><clause id="H45DB3ADB765946C0ABEB60252C374F5C"><enum>(iv)</enum><text>biodiversity.</text></clause></subparagraph></paragraph></subsection></section></legis-body></bill>
