<section section-type="section-one" id="H05AECE582449438EB92B9EEEA9C20040"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cerro de la Olla Wilderness Establishment Act</short-title></quote>.</text></section> <section id="HD30A3AB82D3F4BB2AF4EE138DC83C876"><enum>2.</enum><header>Designation of Cerro de la Olla Wilderness</header> <subsection id="HE551EB4C1E7C4F6494CB246F8767B9CA"><enum>(a)</enum><header>Designation</header> <paragraph id="H65B873A6A8804C87B05F68450D2CEF8F"><enum>(1)</enum><header>In general</header><text>Section 1202 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/116/9">Public Law 116–9</external-xref>; 133 Stat. 651) is amended—</text>
<subparagraph id="H89B63BA67EC74A1A9443E1B767A99612"><enum>(A)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">Cerro del Yuta and Río San Antonio</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">Río Grande del Norte National Monument</header-in-text></quote>;</text></subparagraph> <subparagraph id="HB7F91AF9E25A4347B35C510129580216"><enum>(B)</enum><text>in subsection (a), by striking paragraph (1) and inserting the following:</text>

<paragraph id="H0CE78F04680E44D792C2A66320975211"><enum>(1)</enum><header>Map</header><text>The term <term>map</term> means the map entitled <quote>Proposed Cerro de la Olla Wilderness and Río Grande del Norte National Monument Boundary</quote> and dated April 1, 2025.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph> <subparagraph id="H85F9689808264AFFA5BB10A69427C499"><enum>(C)</enum><text>in subsection (b)—</text>
<clause id="H475259EFFE794063B5F576EA50489078"><enum>(i)</enum><text>in paragraph (1), by adding at the end the following:</text> <quoted-block style="OLC" id="H8A0833C981084B3C88E1647E921282D4"> <subparagraph id="HB2DC54DE774C4F5BAF471AB62CF9DF6B"><enum>(C)</enum><header>Cerro de la olla wilderness</header><text>Certain Federal land administered by the Bureau of Land Management in Taos County, New Mexico, comprising approximately 12,295 acres as generally depicted on the map, which shall be known as the <quote>Cerro de la Olla Wilderness</quote>.</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></clause>
<clause id="HE063BA626DD4404097A0E0DCF624AB02"><enum>(ii)</enum><text>in paragraph (4), in the matter preceding subparagraph (A), by striking <quote>this Act</quote> and inserting <quote>this Act (including a reserve common grazing allotment)</quote>; and</text></clause> <clause id="H6438CB4D2B5849D8B034E23E80637B6F"><enum>(iii)</enum><text>by adding at the end the following:</text>

<paragraph id="HB5DBE85764204332B606EE27DB4EBADC"><enum>(12)</enum><header>Wildlife water development projects in cerro de la olla wilderness</header>
<subparagraph id="HE4B221D737604CDC899F805A9BE32A45"><enum>(A)</enum><header>In general</header><text>Subject to subparagraph (B) and in accordance with section 4(c) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(c)</external-xref>), the Secretary may authorize the maintenance of any structure or facility in existence on the date of enactment of this paragraph for wildlife water development projects (including guzzlers) in the Cerro de la Olla Wilderness if, as determined by the Secretary—</text> <clause id="HBC67F50E12C14FBD8A53230B9AEC193A"><enum>(i)</enum><text>the structure or facility would enhance wilderness values by promoting healthy, viable, and more naturally distributed wildlife populations; and</text></clause>
<clause id="H55E18E15ECB44EA5BB7813CE0512198A"><enum>(ii)</enum><text>the visual impacts of the structure or facility on the Cerro de la Olla Wilderness can reasonably be minimized.</text></clause></subparagraph> <subparagraph id="HCADC91B16CC8490DA2C9EDD7A18B4D2F"><enum>(B)</enum><header>Cooperative agreement</header><text>Not later than 1 year after the date of enactment of this paragraph, the Secretary shall enter into a cooperative agreement with the State of New Mexico that specifies, subject to section 4(c) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(c)</external-xref>), the terms and conditions under which wildlife management activities in the Cerro de la Olla Wilderness may be carried out.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph>
<paragraph id="H8823522BE0B74DCA8B2A1ACCF50B5546"><enum>(2)</enum><header>Clerical amendment</header><text>The table of contents for the John D. Dingell, Jr. Conservation, Management, and Recreation Act (<external-xref legal-doc="public-law" parsable-cite="pl/116/9">Public Law 116–9</external-xref>; 133 Stat. 581) is amended by striking the item relating to section 1202 and inserting the following:</text> <quoted-block style="OLC" id="H609499BD27DB444EAEBECED6EA5E9FB8"> <toc regeneration="no-regeneration"> <toc-entry level="section">Sec. 1202. Río Grande del Norte National Monument Wilderness Areas.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H9ED7F41C167642B087C593DC8B66ABE8"><enum>(b)</enum><header>Río grande del norte national monument boundary modification</header><text>The boundary of the Río Grande del Norte National Monument in the State of New Mexico is modified, as depicted on the map entitled <quote>Proposed Cerro de la Olla Wilderness and Río Grande del Norte National Monument Boundary</quote> and dated April 1, 2025.</text></subsection></section>
