R. 2943</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250417">April 17, 2025</action-date><action-desc><sponsor name-id="L000599">Mr. Lawler</sponsor> (for himself and <cosponsor name-id="G000583">Mr. Gottheimer</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committees on <committee-name committee-id="HWM00">Ways and Means</committee-name>, and <committee-name committee-id="HGO00">Oversight and Government Reform</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Comptroller General of the United States to conduct a study on insurance coverage of dyspraxia/developmental coordination disorder.</official-title></form><legis-body id="H348B4A5723624B7CA926FB7D79762E51" style="OLC"><section id="HCD37AD0B02E84A41BEC5C79355A9111A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Gabriel Rosenberg Dyspraxia/DCD Coverage Act</short-title></quote>.</text></section><section id="H3488EEB7E1E4496F8DC3EC9A9CE16944"><enum>2.</enum><header>Study on insurance coverage of dyspraxia/DCD</header><text display-inline="no-display-inline">Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall conduct a study and submit to Congress a report on coverage of items and services relating to the treatment of dyspraxia/developmental coordination disorder (<quote>DCD</quote>) under group health plans (as defined in section 2791 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300gg-91">42 U.S.C. 300gg–91</external-xref>)), group and individual health insurance coverage (as so defined), Federal health care programs (as defined in section 1128B of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1320a-7b">42 U.S.C. 1320a–7b</external-xref>)), and the program established under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/89">chapter 89</external-xref> of title 5, United States Code. Such report shall include the following:</text><paragraph id="H1ED4B66F0F9042C597C5753711E06600"><enum>(1)</enum><text>Whether any coverage is provided for such items and services under the Medicare program.</text></paragraph><paragraph id="H882A94FA37804C9A890AD642C6067623"><enum>(2)</enum><text>With respect to each State, whether such State provides for any coverage of such items and services under the State’s Medicaid program.</text></paragraph><paragraph id="H44359D41C2274BEC86D34D882E93697F"><enum>(3)</enum><text>With respect to Federal health care programs not described in paragraph (1) or (2), whether coverage for such items and services is provided under such programs.</text></paragraph><paragraph id="H61A50EAAE98641A1B60B2973FCD8BC53"><enum>(4)</enum><text>The extent to which coverage for such items and services is provided under group health plans and group and individual health insurance coverage.</text></paragraph><paragraph id="H82AB393C149F4DE4A433999611AA85AA"><enum>(5)</enum><text>What types of such items and services are generally covered when coverage for such items and services is available.</text></paragraph><paragraph id="H258DFD250AC1463A9EB151375ED0A189"><enum>(6)</enum><text>Any age cutoffs that are imposed with respect to coverage of such items and services when such coverage is provided.</text></paragraph><paragraph id="H298E08A177244CF79618E93C55ACD883"><enum>(7)</enum><text>Barriers to coverage of such items and services (such as a lack of providers of such items and services).</text></paragraph><paragraph id="H7DB086EA69774796B155279A6104BE09"><enum>(8)</enum><text>Whether group health plans and group and individual health insurance coverage are generally in compliance with the requirements of section 2726 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300gg-26">42 U.S.C. 300gg–26</external-xref>).</text></paragraph><paragraph id="H01C0C318158A4318BF155C577169311E"><enum>(9)</enum><text display-inline="yes-display-inline">Whether children with dyspraxia/DCD fail to meet the diagnosis criteria for such disorder once becoming adults and therefore lose coverage for such items and services.</text></paragraph><paragraph id="H53B34498BF8541EA827A5C1FCA909A10"><enum>(10)</enum><text>Recommendations as to whether the Centers for Medicare &amp; Medicaid Services should issue guidance regarding coverage of such items and services under the Medicare and Medicaid programs.</text></paragraph><paragraph id="H6A99EA61495F4294A548734D47669FCD"><enum>(11)</enum><text>Recommendations on how group health plans and group and individual health insurance coverage may provide better coverage for such items and services.</text></paragraph></section></legis-body></bill>
