which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the use of funds to eliminate the Corporation for National and Community Service.</official-title></form><legis-body id="HD2EEB38C21F84768B72B848DEC747FA7" style="OLC"><section id="HD009BDF440584BDA926AF622CD0826F7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Protect National Service Act</short-title></quote>.</text></section><section id="HAAABCAB7BABF4B3FBD6DFE4EA738C0F6" section-type="subsequent-section"><enum>2.</enum><header>Findings; sense of Congress</header><subsection id="H949EFFB68248497EB1AAB5AE98F6B305"><enum>(a)</enum><header>Findings</header><text>Congress finds the following:</text><paragraph id="H212B2148CC6C4C13A06C03F0D7C7616D"><enum>(1)</enum><text>A recent study from Voices for National Service found that every $1 in Federal taxes invested in AmeriCorps and Senior Corps returns $17.30 to society.</text></paragraph><paragraph id="HC78F98B451734979B847DB99940D121B"><enum>(2)</enum><text>Over the last 30 years, more than 900,000 Americans have served as AmeriCorps members, contributing more than 1,200,000,000 hours of service to their communities and accounting for a value of more than $38,000,000,000 across every United States State and United States Territory.</text></paragraph><paragraph id="HEC8AAE7EA1B342AD9B59C214327D10AF"><enum>(3)</enum><text>The statute first authorizing the agency, and subsequent reform efforts, have received strong bipartisan support over multiple decades, including from Presidential administrations of both parties.</text></paragraph></subsection><subsection id="HA86641BF74FC41949D983A91651FE57F"><enum>(b)</enum><header>Sense of Congress</header><text display-inline="yes-display-inline">It is the sense of Congress that—</text><paragraph id="HE93F7C65A4B9469188A1E9D9014261C4"><enum>(1)</enum><text display-inline="yes-display-inline">any reform or reorganization of the Corporation for National and Community Service should be done—</text><subparagraph id="HFB19AC9ADFD3495B8731B8E82BA5E0E8"><enum>(A)</enum><text>in accordance with existing laws;</text></subparagraph><subparagraph id="H49681B2375AD4C5CAFBC2732B14FFECE" commented="no"><enum>(B)</enum><text display-inline="yes-display-inline">in a manner that maintains the United States support for national service;</text></subparagraph><subparagraph id="HF3A0F52052B0466CA80CFC737312479D" commented="no"><enum>(C)</enum><text display-inline="yes-display-inline">in a manner that allows the National Service Trust to continue to meet all of its obligations to participants in AmeriCorps; and</text></subparagraph><subparagraph id="H3CAB205D976444469AB37B846866F021" commented="no"><enum>(D)</enum><text display-inline="yes-display-inline">in a manner that maintains the Federal Government’s active role in meeting unmet human, educational, environmental, and public safety needs, as well as in renewing the ethic of civic responsibility by encouraging citizens to participate in national service programs; and</text></subparagraph></paragraph><paragraph id="HDE3A264CBA204F26904C27D5C06A8D38"><enum>(2)</enum><text display-inline="yes-display-inline">only an act of Congress can eliminate the Corporation for National and Community Service as a Government corporation, as defined in section 103 of title 5, United States Code.</text></paragraph></subsection></section><section id="H9B9B2171226A4E65BA289815F9771B49"><enum>3.</enum><header>Prohibition of funds to eliminate the Corporation for National and Community Service</header><subsection id="H19789626153A4A19880938548C50AF3D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Consistent with section 1413 of the Omnibus Consolidated and Emergency Supplemental Appropriations Act of 1999 (<external-xref legal-doc="usc" parsable-cite="usc/22/6563">22 U.S.C. 6563</external-xref>), no Federal funds appropriated or otherwise made available by the American Relief Act, 2025 (<external-xref legal-doc="public-law" parsable-cite="pl/118/158">Public Law 118–158</external-xref>) or any other or prior appropriations Act may be made available to eliminate the status of the Corporation for National and Community Service as a Government corporation, as defined in section 103 of title 5, United States Code.</text></subsection><subsection id="H5A8ED8A1A0974C5688FFA532B1D19855"><enum>(b)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Nothing in this section shall be construed to indicate that the elimination, dismantlement, or subsummation of the Corporation for National and Community Service is permissible under existing law.</text></subsection><subsection id="H6815F7676B6D4071AF94A5CEED26FBD4"><enum>(c)</enum><header>Certification</header><text>Not later than 30 days after the date of enactment of this act, and annually for 5 years thereafter, the Chief Executive Officer of the Corporation for National and Community Service shall certify to the appropriate Committees compliance with this section.</text></subsection><subsection id="HE705639EA88C453E869731C07D3BFE26"><enum>(d)</enum><header>Appropriate Committees of Congress Defined</header><text>In this section, the term <term>appropriate committees of Congress</term> means—</text><paragraph id="H8923EC1022704074A4583CAD07E4BF29"><enum>(1)</enum><text>the Committee on Education and Workforce of the House of Representatives; and</text></paragraph><paragraph id="H7F7040F257E84A7BA3D9A9DE8B724FA8"><enum>(2)</enum><text>the Committee on Health, Education, Labor, and Pensions of the Senate.</text></paragraph></subsection></section></legis-body></bill>
