<section id="HB79665A2079F479EACAD0E15F08E5BE8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Energy Dominance Council Act of 2025</short-title></quote>.</text></section> <section id="HF798AFCF84D94992AF1017732B700184"><enum>2.</enum><header>National Energy Dominance Council</header> <subsection id="H45E634321E204C27BCCCF7D7FCEB983F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subtitle A of title XIV of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16491">42 U.S.C. 16491 et seq.</external-xref>) is amended by adding at the end the following:</text>

<section id="H8D0DFC5705604C3ABCBB41378DDEA680"><enum>1408.</enum><header>National Energy Dominance Council</header> 
<subsection id="H12363CA712924272A1EF2CED6DD589EC"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is hereby established within the Executive Office of the President the National Energy Dominance Council (in this section referred to as the <quote>Council</quote>), as such Council is described in Executive Order 14213 (90 Fed. Reg. 9945; relating to establishing the National Energy Dominance Council).</text> </subsection> <subsection id="HA8BEF0F434D9481792BA958EE72EC217"><enum>(b)</enum><header>Members</header><text display-inline="yes-display-inline">The Council shall consist of—</text> 
<paragraph id="H67A426066E734429B4B91B2B3093C84D"><enum>(1)</enum><text display-inline="yes-display-inline">the Secretary of the Interior, who shall serve as the Chair;</text></paragraph> <paragraph id="HC87B9BA6C7D14F848471C0045F7B25C8"><enum>(2)</enum><text>the Secretary of Energy, who shall serve as the Vice Chair;</text></paragraph> 
<paragraph id="H0DDDE1651597481FB9AB87FCF3A80C11"><enum>(3)</enum><text>the Administrator of the Environmental Protection Agency;</text></paragraph> <paragraph id="HA3C8DDEF3CB349B594D1A809DCA95217"><enum>(4)</enum><text>the Assistant to the President for Domestic Policy;</text></paragraph> 
<paragraph id="HE386BBA561414587A493667C0362CDF0"><enum>(5)</enum><text>the Assistant to the President for Economic Policy;</text></paragraph> <paragraph id="HB78CD3E3AAC34095A0E192902BC598F3"><enum>(6)</enum><text>the Assistant to the President for National Security Affairs;</text></paragraph> 
<paragraph id="H1C6076EA522944049CAEA33B58B21C54"><enum>(7)</enum><text>the Attorney General;</text></paragraph> <paragraph id="H1069D712AE5D428E8D06D0905B49B121"><enum>(8)</enum><text>the Chairman of the Council of Economic Advisers;</text></paragraph> 
<paragraph id="H7C5FDD9AA971494A8B2A0B6381804815"><enum>(9)</enum><text>the Chairman of the Council on Environmental Quality;</text></paragraph> <paragraph id="H6C4BA60F3FB1449B983596614039D9AF"><enum>(10)</enum><text>the Director of the Office of Management and Budget;</text></paragraph> 
<paragraph id="HEB441F92FE234655BA39C49313F831E7"><enum>(11)</enum><text>the Director of the Office of Science and Technology Policy;</text></paragraph> <paragraph id="HAE11EB8108884985B20A5E2BE4B2888B"><enum>(12)</enum><text>the Secretary of Agriculture;</text></paragraph> 
<paragraph id="HBD4A6DB77BD24096A11617CB5A86C334"><enum>(13)</enum><text>the Secretary of Commerce;</text></paragraph> <paragraph id="HCB2358C0896146BEB2C478704EAE3CD9"><enum>(14)</enum><text>the Secretary of Defense;</text></paragraph> 
<paragraph id="HA13BD446BADC41A583528B5008680BA3"><enum>(15)</enum><text>the Secretary of State;</text></paragraph> <paragraph id="HFFFF910A6ACB42C395B2DC3C37E37D4D"><enum>(16)</enum><text>the Secretary of Transportation;</text></paragraph> 
<paragraph id="H40ACD4D64D8E4FB88FF5EA567EA12B84"><enum>(17)</enum><text>the Secretary of the Treasury;</text></paragraph> <paragraph id="HBE9EA48399204BA998D9FC7FB459F306"><enum>(18)</enum><text>the United States Trade Representative;</text></paragraph> 
<paragraph id="H1076F6A64A11431E91E6B2CC07F5EF81"><enum>(19)</enum><text>the White House Deputy Chief of Staff for Policy; and</text></paragraph> <paragraph id="H9B888A17794444628FC0F7AF9AFC8514"><enum>(20)</enum><text>the heads of any other executive departments or agencies as the President may, from time to time, designate.</text></paragraph></subsection> 
<subsection id="H4CDCF82F296E4370AD6407D75B5FE7B0"><enum>(c)</enum><header>Duties</header><text>The Council shall—</text> <paragraph id="H7B7178BF62C44F668B99CC6F44C5CD26"><enum>(1)</enum><text>advise the President on how to—</text> 
<subparagraph id="H8DB4183F68BB49E392462EAF981360CC"><enum>(A)</enum><text>exercise the authority of the President to produce more energy to make the United States energy dominant;</text></subparagraph> <subparagraph id="H46C26E017A1A412B92A628E09E61A9BC"><enum>(B)</enum><text>improve the processes for the permitting, production, generation, distribution, regulation, transportation, and export of all forms of energy in the United States, including critical minerals;</text></subparagraph> 
<subparagraph id="H1E2085E96BF7454881794619C4D19EDA"><enum>(C)</enum><text>facilitate cooperation between the Federal Government and domestic, private-sector energy partners, and assist the President in such facilitation; and</text> </subparagraph> <subparagraph id="H1D9C04968CFD457BAC70BD48F729F832"><enum>(D)</enum><text>facilitate consistency in energy production policies included in the strategy developed under paragraph (2);</text></subparagraph> </paragraph> 
<paragraph id="H834F1695C8DD4AAE86A501CE883B9985"><enum>(2)</enum><text>provide to the President a recommended strategy, to be known as the National Energy Dominance Strategy, to produce more energy that includes long-range goals for achieving energy dominance by—</text> <subparagraph id="H283F822771FA4C19BF2B8D5B0F5243C0"><enum>(A)</enum><text>cutting red tape;</text> </subparagraph> 
<subparagraph id="HFCF97418B3D44456BB046ACC5C66671A"><enum>(B)</enum><text>seeking to eliminate longstanding, but unnecessary, regulation;</text> </subparagraph> <subparagraph id="H73C354E0B8F0412E8E56CC28748566AA"><enum>(C)</enum><text>enhancing private-sector investments across all sectors of the energy-producing economy; and</text></subparagraph> 
<subparagraph id="H08CC8C356E1E4BFCAE1141DC79A1310F"><enum>(D)</enum><text>focusing on innovation; and</text> </subparagraph></paragraph> <paragraph id="H38121F101DA3403886EA9CEBBC7BF580"><enum>(3)</enum><text>not later than 100 days after the date of enactment of this section, and thereafter as the Chair determines to be appropriate—</text> 
<subparagraph id="H91AC98E350FD4296ADC0B4658749C3E2"><enum>(A)</enum><text>provide to the President a review of markets most critical to power homes, cars, and factories in the United States with reliable, abundant, and affordable energy;</text></subparagraph> <subparagraph id="HF9EDE96751804991AFD3C6A75E239601"><enum>(B)</enum><text>consult with officials from State, local, and Tribal governments and with individuals from the private sector to solicit feedback on how best to expand all forms of energy production;</text></subparagraph> 
<subparagraph id="H6A7E6114B2A2483A8E7577EE70E27C4B"><enum>(C)</enum><text>advise the President regarding the actions each agency can take under existing authorities to prioritize the policy objective of increasing energy production, such as—</text> <clause id="H7384FBE382294CA2A3EB5D547BB09652"><enum>(i)</enum><text>rapidly and significantly increasing electricity capacity;</text></clause> 
<clause id="HBB796F5ECF9D4B61B468A354A5FE8298"><enum>(ii)</enum><text>bringing Small Modular Nuclear Reactors online;</text></clause> <clause id="H2B1A592A2CCE429FA85FB491397F2E72"><enum>(iii)</enum><text>facilitating the reopening of closed power plants; and</text></clause> 
<clause id="HCC658CE8A0A741539D6EF45A3F6F211D"><enum>(iv)</enum><text display-inline="yes-display-inline">rapidly facilitating approvals for energy infrastructure, including the construction of natural gas pipelines to, or in, New England, California, Alaska, and other areas of the country underserved by American natural gas;</text></clause></subparagraph> <subparagraph id="HF2EC3F53CED34BE2B3E76C14AE8EF32F"><enum>(D)</enum><text>advise the President regarding incentives to attract and retain private-sector investments in energy production;</text></subparagraph> 
<subparagraph id="HCCC827A3112D40688FD24339F75A6B64"><enum>(E)</enum><text>advise the President on identifying and ending practices that raise the cost of energy; and</text></subparagraph> <subparagraph id="H02EF24DF76A94801992B7E18BB21D141"><enum>(F)</enum><text>recommend to the President a plan to raise awareness in the United States about matters related to energy dominance, such as—</text> 
<clause id="HE415B4CD9538478A8464DB1E39CE51AE"><enum>(i)</enum><text>the urgency of reliable energy;</text></clause> <clause id="H52D6792C2EF64526904D2E1AC5A1BDF3"><enum>(ii)</enum><text>the jobs supported by the energy sector;</text></clause> 
<clause id="HE68CBEF7E54D4D85A5F1E0EAE1842BB3"><enum>(iii)</enum><text>any improvements in technology achieved through reliable energy sources;</text> </clause> <clause id="H12BC70E0512D4C5E98EDE51BFD1AD1D8"><enum>(iv)</enum><text display-inline="yes-display-inline">any regulatory constraints that drive up the cost to consumers of reliable energy; and</text></clause> 
<clause id="H8242981D1E2B406489AEC0C289D90C8D"><enum>(v)</enum><text>any national security concerns related to the removal of reliable and affordable energy sources.</text></clause></subparagraph></paragraph> </subsection> <subsection id="H2C1EB518D4E640B5A37CC1969CD91993"><enum>(d)</enum><header>Coordination</header><text>In carrying out the duties under subsection (c)(1) and (2), the Council shall, when appropriate, coordinate with the Assistant to the President for Domestic Policy, the Assistant to the President for Economic Policy, and the Assistant to the President for National Security Affairs. The functions of the Council shall report to the White House Chief of Staff.</text></subsection> 
<subsection id="H2D0522CF9FD8416C90997BBED0065ACA"><enum>(e)</enum><header>Meetings</header><text>The Chair shall convene and preside over meetings of the Council, in consultation with the White House Chief of Staff. In the absence of the Chair, the Vice Chair shall preside over such meetings.</text></subsection> <subsection id="H7798528723FE4A7FA83B0D36C746D5EA"><enum>(f)</enum><header>Administration</header> <paragraph id="H5327B63B7A8D4328BE9767F469771777"><enum>(1)</enum><header>Staff</header><text display-inline="yes-display-inline">The Council shall have such staff and other assistance as may be necessary to carry out the duties of the Council.</text></paragraph> 
<paragraph id="H947FCDDDD33949F4B340C34891FDC0B7"><enum>(2)</enum><header>Agency cooperation</header> 
<subparagraph id="H566B6A8F4F8544BF8E705C449829CCEA"><enum>(A)</enum><header>Requests</header><text display-inline="yes-display-inline">The Chair or, at the direction of the Chair, the Vice Chair may request from any agency information, advice, or assistance related to a policy that affects energy dominance.</text></subparagraph> <subparagraph id="HACE24732DB0D461E9A270C7E36B0E343"><enum>(B)</enum><header>Cooperation</header><text display-inline="yes-display-inline">An agency under subparagraph (A) shall cooperate with any reasonable request of the Chair or Vice Chair under such subparagraph.</text> </subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H0E08ECC930CC4C9E89DDAA4EE450C795"><enum>(b)</enum><header>Table of contents amendment</header><text display-inline="yes-display-inline">The table of contents for the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref> note et seq.) is amended by inserting after the item relating to section 1407 the following:</text> <quoted-block style="OLC" id="HBE8F092391274197A4878F34565676F8" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">Sec. 1408. National Energy Dominance Council.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> <section id="HB18D2279E41F42098B3BC0BBA0850EEF"><enum>3.</enum><header>Representation on National Security Council</header><text display-inline="no-display-inline">Section 101(c)(1) of the National Security Act of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3021">50 U.S.C. 3021(c)(1)</external-xref>) is amended by inserting <quote>the Secretary of the Interior,</quote> after <quote>Secretary of Energy,</quote>.</text> </section>
