Stafford Disaster Relief and Emergency Assistance Act to require the President to provide assistance for predisaster hazard mitigation measures, and for other purposes.</official-title></form><legis-body id="H16D0AD16026748FBB721DFA0E4C1355D" style="OLC"><section id="H0B83C8DBE10040DEBBFAA8E54006EA2A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Save Building Resilient Infrastructure and Communities Act</short-title></quote> or the <quote><short-title>Save BRIC Act</short-title></quote>.</text></section><section id="H2DE25401265041A688A587E4C0606FB8"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="HDC98CDC9B02D4911BC8B23B73420722F"><enum>(1)</enum><text>Predisaster mitigation enables actions to be taken proactively to reduce loss of life and property by lessening the impact of future disasters.</text></paragraph><paragraph id="H4AD22E44215F49488B29BF3D633E1763"><enum>(2)</enum><text>Effective mitigation minimizes the potential loss of life and property from a disaster based on identifying and understanding the risks in a given area or community.</text></paragraph><paragraph id="H77EB1DB82EC646439E8BC6767D092551"><enum>(3)</enum><text>The United States experienced 27 weather and climate disasters with damages exceeding $1,000,000,000 in 2024.</text></paragraph><paragraph id="H8CB682857F4E42A7A09F6211EE5F2231"><enum>(4)</enum><text>Mitigation can encompass a wide variety of activities, including preparation and planning, elevating or moving structures prone to flooding, reducing loss of life during extreme heat, and hardening structures to mitigate the effects of hurricanes or earthquakes.</text></paragraph><paragraph id="H335023C6ADE44AD8A25371688487032E"><enum>(5)</enum><text>Scientific research has proven that every $1 invested in predisaster mitigation saves up to $13 in disaster recovery costs.</text></paragraph><paragraph id="HCE30CC353709473CB2B8173378F751D1"><enum>(6)</enum><text>In 2019, President Trump created the predisaster mitigation program known as Building Resilient Communities and Infrastructure (BRIC) because it is prudent from a business and insurance perspective.</text></paragraph><paragraph id="HA8382F7AA63549308B4FCB0FA1E9F2DE"><enum>(7)</enum><text>In 2025, the BRIC program was wrongfully cancelled and over $4,000,000,000 of predisaster mitigation grants were clawed back from communities vulnerable to disaster damage.</text></paragraph></section><section id="H51EC5E1EA5B24F41A45A92C65A801E53"><enum>3.</enum><header>Mandatory mitigation</header><text display-inline="no-display-inline">Section 203 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/42/5133">42 U.S.C. 5133</external-xref>) is amended—</text><paragraph id="H4F1D9CF991A549468F4F39550853867C"><enum>(1)</enum><text>in subsection (b) by striking <quote>may</quote> and inserting <quote>shall</quote>; and</text></paragraph><paragraph id="H5DBEAEC9DE0244598BBF89EF44BC8F4B"><enum>(2)</enum><text>in subsection (c) by striking <quote>may</quote> and inserting <quote>shall</quote>.</text></paragraph></section></legis-body></bill>
