R. 2906</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250410">April 10, 2025</action-date><action-desc><sponsor name-id="W000788">Ms. Williams of Georgia</sponsor> (for herself, <cosponsor name-id="R000606">Mr. Raskin</cosponsor>, <cosponsor name-id="M001232">Mrs. McClain Delaney</cosponsor>, <cosponsor name-id="M001227">Ms. McClellan</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="T000469">Mr. Tonko</cosponsor>, <cosponsor name-id="C001125">Mr. Carter of Louisiana</cosponsor>, <cosponsor name-id="W000797">Ms. Wasserman Schultz</cosponsor>, <cosponsor name-id="I000058">Mr. Ivey</cosponsor>, <cosponsor name-id="M001143">Ms. McCollum</cosponsor>, <cosponsor name-id="P000620">Ms. Pettersen</cosponsor>, <cosponsor name-id="T000468">Ms. Titus</cosponsor>, <cosponsor name-id="G000587">Ms. Garcia of Texas</cosponsor>, <cosponsor name-id="T000481">Ms. Tlaib</cosponsor>, and <cosponsor name-id="M001229">Mrs. McIver</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Government Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To limit workforce reduction at Federal agencies, and for other purposes.</official-title></form><legis-body id="HAA1F658F2CE54676A13E96997EE04165" style="OLC"><section id="HB6ADCA1F165140E98F4ABCDD4B120906" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Stopping to Efficiently Review Varying Impacts of Cuts to Employment Act</short-title></quote> or the <quote><short-title>SERVICE Act</short-title></quote>. </text></section><section id="H9B2BB9B9BFB04F1E9EB9F06EB2C552B5"><enum>2.</enum><header>GAO review of Federal workforce reductions</header><subsection id="H121802B9FE7342ECA9026B3957C2219A"><enum>(a)</enum><header>In general</header><text>An agency (as that term is described in paragraph (1) or (2) of section 901(b) of title 31, United States Code) may not remove or otherwise reduce the total number of employees at such agency in an amount greater than 5 percent of the total amount of employees at such agency as of the first day of the fiscal year during which such action would take place until the date that is 210 days after the date that the agency submits, to the Comptroller General and to the Congress, a report containing a thorough analysis of the expected effects of such action. Each such report shall include the following analysis:</text><paragraph id="H2F28E2A4C2CD4364A5EA32D178E52FFE"><enum>(1)</enum><text>Anticipated financial impacts of the action, including an estimate of the net increase or decrease in costs associated with the action. Such estimate shall include—</text><subparagraph id="HFB70D228D90248EEAD8DD464B991FAD3"><enum>(A)</enum><text>pay and benefits of the employees identified for possible termination;</text></subparagraph><subparagraph id="H1F5CC7153494433EA2D2AAD748E54A71"><enum>(B)</enum><text>administrative costs to implement the action; and</text></subparagraph><subparagraph id="H3E3AFD433C2942369A3B13B8FAE6A559"><enum>(C)</enum><text>if applicable, contracting costs to replace functions performed by employees to be removed.</text></subparagraph></paragraph><paragraph id="H369DED4F863D47548E30E4EC42CBDBB3"><enum>(2)</enum><text>Anticipated mission-related impacts of the action, to include—</text><subparagraph id="H3A7B4500100E4D2C85018BD59A2245A8"><enum>(A)</enum><text>a description of agency job functions, offices, and services that would be impacted by the action, including detailed information about any office whose number of employees would be reduced by more than 5 percent;</text></subparagraph><subparagraph id="H723EB92F69334B58BF5B557DE9F758BA"><enum>(B)</enum><text>current performance information on the agency job functions, offices, and services that would be impacted by the action; and</text></subparagraph><subparagraph id="HD1C7D4B82EF44B98999057ACBD1E5721"><enum>(C)</enum><text>an analysis of how the action would affect the performance of the agency job functions and availability of government services, including effects on timeliness and customer experience.</text></subparagraph></paragraph><paragraph id="HCF0F04105CFD42A29C5094525A5C35E4"><enum>(3)</enum><text>The methodological or analytical basis for the agency’s conclusions about the effects of the action.</text></paragraph></subsection><subsection id="HA1FBFF423DA44C839408523ACFB64778"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the receiving an agency report under subsection (a), the Comptroller General shall submit a report, to the Committees on Appropriations of the House of Representatives and the Senate, and the appropriate committees of jurisdiction over the applicable agency, on whether the agency report contains all of the required elements, including whether the plan includes information to support the requirement in subsection (a)(3), and the extent to which the estimated financial and mission-related impacts in the report are supported, in the judgment of the Comptroller General, by reasonably complete and credible information. The Comptroller General shall publish the report submitted to such committees on the Government Accountability Office’s public website.</text></subsection></section></legis-body></bill>
